The 2021 Seattle Mayor’s Race By the Numbers

With just over a month to go before the 2021 Seattle mayoral election, both Lorena González and Bruce Harrell have amassed financial support worth well over a million dollars, including both direct contributions (which are capped at $550) and independent expenditures (which are unlimited). But a closer look at campaign contributions and expenditures reveals key differences between the candidates’ supporters and how they’re spending their campaign funds.

As of Tuesday, September 28, González had raised about $661,000 and spent around $509,000, including both direct expenditures and debt owed to campaign consultants, pollsters, and fundraisers. Harrell has spent about the same amount as González but has raised about $300,000 more, leaving him with more cash on hand heading into October.

The two candidates’ funding looks considerably more balanced, however, when you include independent expenditures (IE) that PACs and other interest groups are making on each candidate’s behalf. An IEindependent expenditure campaign funded by large real-estate interests has raised nearly $915,000 to boost Harrell’s campaign, while a labor-backed IE has raised nearly as much — $828,000 — to support González. (IEndependent expenditure campaigns are separate from candidates’ campaigns and can’t coordinate their unrestricted spending with the campaigns themselves.).

Essential Workers for Lorena has spent more money than Bruce Harrell for Seattle’s Future (including more than $110,000 on dried cherries that were included in a primary-election mailer), leaving the campaign with about $80,000 less on hand. The graphic below represents, from right to left, the amount of money the two IE campaigns have spent, how much they have raised, and the amount they have left on hand.

Campaign spending reflects a candidate’s priorities — what they think it will take to get out the vote and bring undecided voters to their side. Both Harrell and González have invested heavily so far in campaign literature (mailers, flyers to drop off at voters’ doors, and the like) and advertising, including cable TV (for both candidates) and print ads (for Harrell, whose ad buys included the Seattle Medium; Seattle Gay News, and Northwest Asian Weekly.) González’ campaign spent more than $50,000 on polling and spent twice as much on in-house campaign expenses (about $108,000) asthan Harrell (about $51,000) while spending almost the same amount of money on consultants. TV ads are considered the most effective way of getting voters’ attention, although the amount of money campaigns still spend on mailings suggests that they still have some impact (or that the consultants who profit from producing them have convinced candidates that they’re worth the money.).

Sorting by neighborhood, West Seattle resident González has the largest number of contributors in the following ZIP codes: 98103 (Wallingford, Fremont, Phinney Ridge), 98118 (Southeast Seattle), 98122 (the Central District), 98116 (West Seattle, including Alki), and 98144 (Beacon Hill to Mount Baker.) The top five ZIP codes for Harrell contributors are 98115 (Roosevelt, Wedgwood, and Green Lake), 98118, 98112 (Madison Park, North Capitol Hill), 98103, and 98105 (the University District, Laurelhurst). This is a fairly strong geographic split that parallels the split between business, which is backing Harrell, and labor, which is backing González. While it would be foolhardy to suggest that González doesn’t have support from people who live in wealthier, less diverse, and more conservative neighborhoods, or that Harrell lacks support in the Southeast Seattle district he represented on the Seattle City Ccouncil for four years, these are several data points among many that reveal each candidate’s base of support.

Another potentially revealing data point is the size of the contributions candidates receive from donors. Although Seattle campaign finance rules limit contributions in the mayoral race to $550, many people who can’t afford to “max out” give considerably less — particularly, this year, to González, who has raised thousands more sub-$50 contributions than Harrell, who received more than twice as many large contributions (between $250 and $500) asthan González.

Finally, a quick look at the big picture. While Harrell has raised more money overall than González, González actually has more contributors, because more of her supporters have given small amounts than Harrell’s. Just 77 contributors maxed out to González, giving the maximum allowed donation of $550, while Harrell received 321 maxed-out donations. Although candidates who accept democracy vouchers, as both González and Harrell have, are supposed to spend no more than $800,000 between the primary and general elections, the Seattle Ethics and Elections Commission routinely raises those limits when the total value of a campaign for or against a candidate, including independent expenditures, exceeds those limits. In other words: Expect this year’s mayoral election, much like the last one, to be one of the most expensive in Seattle history.

Durkan Focuses on Vaccination, “Reopening Downtown” in Brief State of the City Remarks

Mayor Jenny Durkan’s final State of the City speech, delivered from the Filipino Community Center in southeast Seattle, was notable more for its brevity than its content. The speech, which clocked in at just over six minutes (more than 35 minutes less than the shortest of her other three State of the City speeches) included plenty of platitudes about Seattle’s resilience and future recovery (“we have a tough road ahead, but there is hope on the horizon,” she said), but few specifics about what the city has done and will do to ensure that recovery—for small businesses, low-income residents, people experiencing homelessness, or people impacted by systemic racism.

“Never bet against Seattle,” Durkan said. “This year, we will continue to be tested but we will begin to recover and rebuild more equitably.”

Durkan gave few specifics about how she planned to make that happen in her final year, other than widespread vaccination and economic recovery downtown.

In the coming weeks,” Durkan said, “we’ll discuss and implement plans to continue progress on” climate change, public safety, and systemic racial inequity. Including the concrete steps we’ll take together to recover and reopen downtown. Including steps we will take to improve the livability and safety of downtown.”

“We’ll address public safety,” Durkan continued, “expand alternatives to policing, and have other responses.”

Durkan mentioned homelessness just twice, both times in the context of reopening downtown. “We’ll open hundreds of shelter spaces and affordable homes to bring more neighbors inside from our streets and parks so they can get stability and services,” Durkan said. Later, she added, “We will bring more people from our parks and streets into permanent supportive housing and new 24/7 spaces and tiny homes.”

As PubliCola has reported, the city’s plan to open around 300 new hotel-based shelter beds using federal COVID emergency funds has stalled over a dispute between the mayor’s office and providers about how much each bed should cost. Even if all the new shelter beds opened next week, the grants are temporary; once the money runs out, the hotels will have to close unless service providers can come up with new funding for the beds.

No neighborhoods outside downtown Seattle merited a mention in Durkan’s speech, except as future vaccination sites. Even a press release from the mayor’s office said Durkan’s speech laid out “her vision for Seattle to reopen and recover, especially downtown.” There was a time when appearing to kowtow to downtown businesses was seen as a liability, or a sign that a politician was out of touch with people outside the city’s commercial core. In a six-minute speech from a mayor who isn’t seeking reelection, it felt like the only clear sign of where she plans to focus her attention during her last 11 months.

King County Council Debates Bus Service Priorities and the Meaning of “Equity”

The King County Council shelved a budget proposal by North Seattle council member Rod Dembowski yesterday that would have kept 47,000 hours of bus service inside Dembowski’s district after the Northgate light rail station opens next year. The proposal came in the form of a budget proviso, or restriction on spending, that would have withheld $5.4 million in funding for King County Metro unless the bus service went to North King County.

The hours will become available because King County Metro is shutting down its Route 41 bus line, which duplicates the light rail route. Instead of being redistributed throughout North Seattle to feed commuters to the new light rail line, as Dembowski proposed, those hours are likely to go to South King County, where King County Metro’s equity analysis shows the need is greatest.

Dembowski argued that Metro’s usual practice is to reallocate service freed up by light rail into nearby neighborhoods, to make light rail more accessible. “We’re doing this all around the county,” he said. While this has been the practice in the past, it is not required—and Metro’s new Mobility Framework, created in collaboration with community groups over the past year, calls for new or reallocated service hours to go into communities where the need is greatest, regardless of where they originated.

“Every time there’s service changes, if we start to put our thumb on the scale or try and use the budget as a tool to try to slip through something that carves out hours, it undercuts established policies and it also undercuts our commitment to equity,” council member Dave Upthegrove, who represents South King County, says. “It goes around our established processes and guidelines, and that’s a dangerous road to go down.”

The debate, which centered on the question of what constitutes equitable transit service during a time of sweeping budget cuts, concerned a small slice of Metro’s overall budget. But it was also a preview for the battles that will play out over the next year, as Metro adopts new service guidelines that will benefit the county’s most underserved communities while diverting funds from areas that are, on average, wealthier and whiter.

Last year, before a global pandemic forced massive cuts to bus service and decimated transit agency revenues, King County Metro adopted a new “mobility framework” to guide future transit service decisions with an eye toward equity and economic and racial justice. The framework, developed by Metro in collaboration with an Equity Cabinet made up of 23 community leaders from across the county, was a precursor for revised Metro service guidelines, which will replace existing guidelines that emphasize ridership and geographic distribution, including in “areas where low-income and minority populations are concentrated.” Among other changes, the new framework recommends concentrating new (and reallocated) service in areas with high density, a high proportion of low-income people, people of color, people with disabilities, and those with limited English skills. 

Community members who turned out to speak against Dembowski’s proposal talked about the challenges they face as bus riders in South King County. Najhan Bell, a student and retail worker, described a grueling daily routine: Up at 9 to catch a 10:15 bus that will take her, via two transfers, to her noon-to-9 shift at IKEA in Renton; leave work at 9 to do the same grueling commute in reverse; and land home at midnight to study for a few hours before getting up to do it all again. Bell said that if Metro was going to uphold its commitment to equity, it “must continue to put efforts into increasing service in areas in South King County so that people like me don’t have to spend most of their day waiting on a bus.”

The members of the Equity Cabinet, along with Transportation Choices Coalition, Disability Rights Washington, and other advocacy groups, wrote a joint letter to the council on Tuesday opposing Dembowski’s amendment.

In Surprise Vote, Seattle City Council Overrides Mayor’s 2020 Budget Veto

The Seattle City Council voted 7-2 to override Mayor Jenny Durkan’s veto of the 2020 midyear “rebalancing” budget package they adopted in August, setting the stage for a showdown with the mayor in the upcoming 2021 budget discussions, which kick off formally next Tuesday.

The vote essentially reinstates the midyear budget the council passed back in August, after several feverish weeks of work to come up with a proposal that could win a veto-proof council majority. That budget included fairly modest cuts to the Seattle Police Department (a reduction of 100 positions, many achieved through attrition) and investments in community organizations that work to reduce violence and improve community safety, as well as a $3 million down payment on participatory budgeting.

Council members Alex Pedersen (D-4, Northeast Seattle) and Debora Juarez (D-5, North Seattle) voted to sustain the mayor’s veto. Pedersen said he supported most elements of a “compromise” bill that council president Lorena González introduced in case the veto override vote failed, and said he believed that “we get more done in a faster and more sustainable way when we work together.” Juarez, who frequently votes with Pedersen, was the only council member who didn’t offer any public explanation of her vote.

Council members who voted to overturn the mayor’s veto said that community members had made clear that they want the city to reduce police spending and reinvest in community-based programs more quickly than Durkan is willing to move. “There is broad agreement in the community that there is an urgent need to divest [from] the systems that have acted” against the interests of Black, Indigenous, and people of color (BIPOC) communities, council member Teresa Mosqueda said.

After the vote, King County Equity Now and Decriminalize Seattle, two groups that have been at the virtual council table during their budget discussions, issued a statement applauding the council for its vote and urging them not to backslide during budget negotiations this fall. “It should not take such prolonged, sustained community efforts for this minimal change but we recognize that Council’s move to override the Mayor’s anti-Black veto marks an urgent break from the decades of votes to expand racist policing,” the statement said. “Going forward, we expect Councilmembers to continue to resist the Mayor’s attempts to rewrite legislation that has already passed.  

The mayor immediately denounced the vote. In a statement, a spokeswoman for the mayor’s office said Durkan thought she and the council had reached a compromise—the backup “compromise,” which PubliCola described in detail this morning—but that “they chose a different path.”

Votes do have consequences,” the statement continued. “Because of Council’s actions today, the Navigation [T]eam will be eliminated, severely restricting the City’s ability to move people out of homelessness and deal with encampments for the rest of this year. The City will move forward with layoffs for the City staff who are coordinating and helping individuals experiencing homelessness at encampments across the City.” 

The mayor’s statement appears to refer only to the civilian members of the Navigation Team—the field coordinators who manage encampment removals and cleanups, and the three “system navigators” who do direct outreach to people living in encampments. The team also includes 14 police officers, whose positions are subject to bargaining through the Seattle Police Officers Guild.

Durkan has the ability to direct the Human Services Department to lay off these workers, but if she does so unilaterally, without funding alternative outreach strategies and equipping them to succeed, the result could be some level of chaos. The council’s budget didn’t just call for slashing the team—it also directed the mayor to spend the money saved through staffing cuts to expand existing contracts with outreach providers, such as the nonprofit outreach nonprofit REACH, and to transfer the Navigation Team’s outreach function to those providers.

The transition wouldn’t just be a matter of shifting personnel. Currently, the Navigation Team has exclusive access to hundreds of shelter beds, which team members can access through a proprietary program called NavApp. The Human Services Department would need to hand over access to this system to any new outreach provider if it wanted to prevent a disruption in services, and to comply with a council requirement that the team report regularly on referrals and other data.

Of course, the mayor’s statement could be bluster. (Her office did not immediately respond to an email asking if it was). Durkan’s 2021 budget announcement, coming next Tuesday, reportedly includes a proposal to transition the Navigation Team into a smaller group focused on outreach and engagement rather than encampment removals; the new-look Nav Team would also work with encampment residents to reduce their impact on surrounding communities instead of routinely declaring encampments “obstructions” and removing them without notice, according to people familiar with the document. 

Legislation that isn’t signed by the mayor takes 30 days to take effect. Durkan could wait until next week, roll out her proposal, and negotiate a new deal with the council that would keep the Navigation Team in a different form. Or she could stick with her initial statement, start sending out pink slips, and eliminate the changes to the Navigation Team from her budget. The council indicated today that they’re still open to amending the budget they adopted, which is now the official budget for the rest of 2020. The next move will be the mayor’s.

Does the City Council Want to “Fire Half the Police Department Overnight”? Fact-Checking the Mayor and Police Chief’s Claims

After announcing proposals to shift 911 dispatch, the Office of Emergency Management, parking enforcement, and the Office of Police Accountability away from the Seattle Police Department Monday morning, Mayor Jenny Durkan delivered a fiery broadside against the city council, accusing them of proposing an ill-considered plan to slash police spending without giving any consideration to what comes next. Durkan, up for reelection next year, was in full campaign-speech mode, positioning herself as the lone adult among squalling children.

“Seven out of nine council members committed to cutting the Seattle Police Department’s budget by 50 percent without a plan,” Durkan said. “This is simply not responsible. You can’t govern by Twitter or bumper sticker.” Later, Durkan accused the council of making the “arbitrary” decision to “just cut 50 percent because that’s what people put on a placard.” Police Chief Carmen Best piled on, accusing the council of wanting to eliminate the jobs of half the police department this year.

But is that narrative accurate? And is it fair of the mayor to suggest that the council went to a demonstration and was convinced to cut half the police department by a protest sign? Here are some of the primary factual claims the mayor and police chief made to reporters and the public on Monday morning, and an assessment of their accuracy.

Claim #1: The city council has made “made the arbitrary decision to defund the Seattle Police Department by 50 percent this year in 2020 and 50 percent next year” without any plan or consideration of the impacts such a “blunt cut” would have on the city’s ability to respond to crime and other emergency calls. “The city council decided in the space of hours … that they were going to cut the police department by 50 percent,” Durkan said Monday.

The seven council members who committed to making significant cuts to the police department all made slightly different statements, so it’s difficult to generalize about what each of them, individually, believe.

However, the one thing that was unambiguous during last week’s budget meeting was that in 2020, the council intends to cut not 50 percent of the total police department budget (a scenario Durkan has used to suggest the council would immediately shut down the entire police department as soon as the budget passes in August, since half the money for 2020 has theoretically been spent) but half of the budget that will remain for the last four months of the year, or about $65 million over the $20 million in cuts the mayor’s office has already proposed.

Council budget committee chair Teresa Mosqueda said as much last Wednesday, as has public safety committee chair Lisa Herbold, who also emphasized that she supports cutting the remaining police budget over a four-month period, not all at once.

Jackie Vaughn, an organizer with Decriminalize Seattle, which is working with the council to come up with a detailed plan for replacing some police functions with community-based organizations, said, “This scale-down of police will happen in a phased way, [and] the corresponding scale-up of community-based organizations would happen at the same time,” also “in a phased way, starting this year to prepare us for 2021.”

And council member Dan Strauss, who has said he supports eventual cuts of around 50 percent, called it “a false narrative to say that these approaches will not work and cannot work because they are not ready to [start] today. … The worst thing we can do is give organizations the responsibility of responding [to calls for service] without giving then the time they need to be successful.”

Like Durkan, who noted that her own proposal to cut the department by a total of 5 percent this year came about “in three weeks,” the council plans to come up with a plan to reallocate police dollars on a short timeline, but the cuts themselves will be phased in starting in September.

Moreover, since cuts that will involve actual layoffs will require a separate bargaining process with the Seattle Police Officers Guild (and some of the proposed changes will require approval by the court monitor overseeing the federal consent decree over the department), it’s possible, perhaps likely, that the biggest changes will be pushed back to the end of the year, possibly beyond. What the council is proposing is an acceleration, not an immediate, wholesale gutting of the department.

Claim #2: Cutting the police department means cutting cops… or perhaps an entire police precinct… or possibly no longer responding to 911 calls.

Durkan and Best have repeatedly made the alarmist claim that a 50 percent reduction to the police department’s budget would require them to “fir[e] half the police department overnight,” as Best put it Monday. At the press conference, Best said she wanted to “thank our officers for continuing to answer calls, running into the face of danger to offer aid, all while hearing a political conversation that half of them aren’t needed.” Best explained that “our budget is almost entirely personnel,” so cutting police would mean cutting an equivalent number of jobs.

The police department’s budget is actually 75 percent personnel; it has also grown tremendously over the years, usually outpacing the growth of the city budget as a whole. As Kevin Schofield of SCC Insight has demonstrated, the lion’s share of this growth has come not from adding officers but from salaries that have ballooned well beyond the average salary in Seattle, even before overtime is factored in. Simply eliminating overtime (such as the $6.3 million officers were paid for guarding the East Precinct like a citadel under siege during recent Hill protests) would reduce the department’s annual budget by more than $30 million.

As for the department being forced to “quit responding to 911 calls,” as Durkan put it, or eliminating the entire Southwest police precinct… Neither activists nor the council have proposed eliminating the 911 system. (Decriminalize Seattle’s plan, for example, calls for phasing in the replacement of 911 operators with civilian dispatchers.) And as Herbold pointed out during the city council briefing on Monday, the mayor and police chief do not have the authority to shut down a police precinct; only the council can make that kind of decision.

Claim #3: The city of Seattle has already taken the steps to “rethink policing” that other cities are just beginning to consider, so there’s no reason to make radical changes.

“We have done so much of what is being called for nationally. We’re already there,” Best said. Durkan said people pointing to Camden, NJ, which dismantled its police force seven years ago, as a model for the future of policing in America have “misunderstood” what happened there. After reassessing a costly and often violent force, Camden did “the things that we’ve been doing in the last 10 years in Seattle— deescalation training, outreach, mental health interventions.” In Minneapolis, where George Floyd’s murder sparked similar calls to disband the police, “all the things that they are [proposing], we have already done,” Durkan said. “The Seattle Police Department’s deescalation training is literally the model for the nation.” Continue reading “Does the City Council Want to “Fire Half the Police Department Overnight”? Homelessness Report Highlights Inequities, Growth In Chronic Homelessness In King County

Last year, when King County’s “point-in-time count” of the homeless population indicated a slight dip in the number of people counted in the shelters and on the streets, Mayor Jenny Durkan celebrated the news, crediting the city’s work adding shelter and expanding the Navigation Team, among other actions, for the apparent 5 percent decline in unsheltered homelessness. Three-quarters of that decline was attributed in the report itself to the redefinition of “shelter” to include tiny house village encampments, which moved a number of people from the “unsheltered” to the “sheltered” column even though their living situation stayed the same.

This year’s one-night count showed a slight increase in both sheltered and unsheltered homelessness throughout King County, with the biggest increases in Seattle and Southwest King County. The new total estimate of 11,751 people experiencing homelessness represents a five percent increase over last year. A separate survey, which had fewer participants than in previous years, provided demographic data and information about why people became homeless, information that the county’s “Count Us In” report extrapolates across the entire homeless population.

Now for the caveats. Every point-in-time count is just that—a count of how many people volunteers were able to identify on a specific night in January, a time when the number of people seeking shelter is higher and when the number sleeping outdoors fluctuates widely based on the weather. The night of the count, January 24, was extraordinarily rainy, with 1.14 inches of rain compared to no rain the previous year. Probably as a consequence, the number of people found living in abandoned buildings increased dramatically, from 140 to 662; the report notes that “The combined totals (of abandoned building count and street/outside count) are notably similar across the years.

Additionally, the report says homeless encampments sweeps by the city of Seattle probably reduced the Seattle numbers by at least several dozen; the report notes the removal of “28 tents and structures” from one site and the disappearance of at least 50 people from another immediately before the count took place.

The number of people counted also depends, in part, on the number of people walking and driving around the county and counting them. This year, about half as many volunteers showed up for the count as did in 2019, and about 25 fewer guides with lived experience of homelessness. The report attributes this decline to the weather and a shooting downtown that occurred less than two days before the count.

Additionally, the report says homeless encampments sweeps by the city of Seattle probably reduced the Seattle numbers by at least several dozen; the report notes the removal of “28 tents and structures” from one site and the disappearance of at least 50 people from another immediately before the count took place.

Another factor that makes the January count an incomplete guide to current homeless numbers is the fact that it took place before the COVID-19 crisis, which created unprecedented unemployment throughout the region. Data from the county’s Homeless Management Information System (HMIS) shows a steady increase in the number of people seeking homeless services through the end of March, when 13,238 households (which can include multiple people) sought services, a 29 percent increase over January. Losing a job is the most common reason survey respondents gave for becoming homeless (16 percent); another 8 percent said they became homeless because they couldn’t afford their rent.

The county could not offer HMIS data after March, but the numbers are likely to increase substantially—especially after moratoriums expire. Leo Flor, the director of King County’s Department of Community and Human Services, said Wednesday that “rent-burdened” households—renters who struggle to pay rent from month to month—will be hit especially hard by both the economic downturn and the eventual termination of financial assistance that is currently helping them make ends meet.

“If that assistance were to cease” in the absence of replacement income, “we would see a lot of additional people moving from rent-burdened to homelessness.” In other words: If people who are living on cash or rent assistance (or not paying rent at all during the eviction moratorium) don’t find jobs by the time that income runs out, we’re going to see a lot more homeless people on our streets. This is supported by the fact that “losing a job” was the most common reason people reported becoming homeless, followed by alcohol or drug issues, mental health problems, and an inability to afford rent.

People sleeping outdoors or otherwise unsheltered increased in every part of King County except North and Southeast King County, with the largest percentage increases in Northeast King County (69 percent) and East King County (32 percent), followed by Seattle at 5 percent.

People who identified as Black made up 25 percent of people experiencing homelessness in the latest count, which uses numbers from a separate survey—this year, of 832 homeless adults and youth) to extrapolate demographic data across the entire homeless population. (The people conducting the one-night count do not approach people or note their apparent genders or races.) That’s a decline from last year’s number, 32 percent, but still extremely disproportionate in a county where Black people make up just 7 percent of the population.

The proportion of Native American/Alaska Native people experiencing homelessness, meanwhile, spiked from 10 to 15 percent of the people surveyed, and 32 percent of those experiencing chronic homelessness, a prevalence that’s 15 times higher than the number of Native people in the county. Colleen Echohawk, executive director of the Chief Seattle Club, attributed the increase to better data collection this year, including the fact that Native service providers have been increasingly involved in data collection. (Prior to last year, no Native organizations were involved in collecting data.)

“Because of our efforts to collect more accurate data related to American Indians and Alaska Natives experiencing homelessness, we believe we are getting closer to truly understanding the scope of the work ahead,” Echohawk said in a statement. “Without accurate data that tells the truth about the astonishingly high rates in the Native community, the narrative is inequitable.”

King County’s survey also include a multi-race category, which dilutes the racial data.

This year’s report also shows dramatic increases in the number of families with children experiencing homelessness (from 2,451 to 3,743) and in the percentage of those individuals who were unsheltered (from 3 to 29 percent), along with an increase in the number of homeless individuals (70 percent of them women) fleeing domestic violence. The report attributes these upticks,  in part, to better data collection. But the number of women experiencing homelessness, both in general (41 percent) and in subcategories like youth (47 percent) and people living in vehicles (56 percent) suggests that the face of homelessness is increasingly female—a fact that doesn’t fit with the most common stereotypes about who becomes homeless and why. The report didn’t ask women and men separately why they became homeless, an oversight that makes it hard to extrapolate why women become homeless from this report.

The number of people who are chronically homeless (a group that is much more likely to be unsheltered than people who have been homeless for shorter periods) increased more than 52 percent this year, to 3,355, and the rate of reported psychiatric disorders also spiked sharply. (The term “chronically homeless” refers to a person who has been homeless for more than a year, or for more than four times in the last three years, and who suffers from a chronic physical or mental health condition, including serious mental illness or addiction or a physical disability.)

Flor, the DCHS director, noted Wednesday that the two trends are closely related. As the number of people experiencing long-term homelessness increases, he said, “we would expect that the number of psychiatric conditions would increase as well. Chronic homelessness is tough on people’s health, it’s tough on people’s ability to maintain their relationships, and it certainly is hard on their ability to maintain their housing status.”

In her statement about this year’s results, Mayor Durkan emphasized the county’s move to a regional approach to homelessness rather than one centered on City of Seattle resources. “While many individuals[‘] last stable home was not in the City of Seattle, our city continues to serve the most vulnerable in our region,” Durkan said. “Our regional homelessness investments must include an immediate and direct response to any crisis of housing stability, connecting people with the services they need, in their community wherever they are across the county.”

After the 10-Year Plan to End Homelessness ended in 2015 (a year that, like previous years and all the ones since, ended with more people experiencing homelessness than ever), cities, counties, and service providers should be adopted the mantra that homelessness should be “brief, one-time, and rare.” This year, not only did the rate of chronic, long-terms homelessness increase, so did the percentage of survey respondents who said they had been homeless for one year or more.

Seattle has tried focusing on “rapid rehousing” with short-term vouchers, pivoting to heavy investments in emergency shelter, and now joining forces with the county and suburban cities to try to agree on a single regional solution to homelessness. Perhaps next year’s count will begin to reveal whether this latest shift will actually yield results.
