The 2019 City Council Candidates: District 6 Candidate Heidi Wills

This year’s council races include an unusually high number of open seats, an unprecedented amount of outside spending, and eight first-time candidates. To help voters keep track, I’m sitting down with this year’s city council contenders to talk about their records, their priorities, and what they hope to accomplish on the council.

Today: District 6 candidate Heidi Wills. Wills, a former city council member, lost her reelection bid in 2003 and spent the next 13 years as the executive director of The First Tee of Greater Seattle, an organization that teaches kids “to play golf along with life lessons and leadership skills.” We jumped right in on the issue that led to her 2003 loss to David Della.

ECB: Let’s talk about Strippergate [the scandal in which Wills was reprimanded and fined for failing to report a meeting related to a zoning request from strip-club owner Frank Colacurcio, who contributed thousands of dollars in illegally bundled donations to Wills and two other council members.] What have you learned from that experience, and how has it changed your approach to campaign financing as a candidate?

HW: I think the democracy vouchers has that really lessened the influence of donors and special interests in fundraising and in fueling campaigns and it’s really given voice to average people who otherwise aren’t getting involved. Everyone has $100 to spend. When I ran 20 years ago and I felt like to get my name out there, and it was a citywide race, I needed to fundraise. And remember, this was pre-Google. [Editor’s note: Google was founded in 1998 and was pretty big by 2003. Yahoo had slightly more users, and MSN had slightly fewer.] I didn’t have Google as my friend. It was $650 per person maximum.

Remember, I was trying to solve a small business issue for Governor [Al] Rosellini [who was also involved… you know what? Just read this summary], who had been a mentor to me, and I did not question his motives or sincerity or his agenda. And in retrospect, I would have asked more questions. I would have wanted to know his relationship to the Colacurcio family. I didn’t ask that question. I didn’t know the history of the Colacurcio family. 

I was the youngest person who’d ever been elected to the city council and I did not know the headlines about all their corruption and criminal activity. It raised red flags at the [Public Disclosure Commission] when those checks came in, but I wasn’t aware.

“In retrospect, I would have asked more questions. I would have wanted to know his relationship to the Colacurcio family. I didn’t ask that question. I didn’t know the history of the Colacurcio family.”

ECB: You and Judy Nicastro were booted from the council and Jim Compton, who took just as much money from the Colacurcios as you did, was reelected. Did you think there was any sexism involved in that?

HW: Yes. But I don’t want to get into it.

ECB: Density is a major point of contention in District 6, particularly in Ballard, which has changed so dramatically. What do you think of the changes that have happened around 15th and Market, where the new density has been most dramatic?

HW: I’m a supporter of density. I supported it when I was on the council, and I support it now, especially where we have transportation to support it. What’s concerning to people [about the six-story buildings at 15th and Market], and it’s a reasonable concern, is that it’s not human in scale. If we had courtyards. If we had setbacks, if it felt human in scope, not like a canyon, I think that people would welcome more density. So I think that’s really too bad that that was built in a way to maximize footprint.

The thing about [Mandatory Housing Affordability, which upzoned the city’s urban villages], which I think is a great way to include more density in  urban villages, is that it feels as though it was one-size-fits-all. And there are parts of our community that would welcome more density. In talking with folks from Lake City, they want more density. I feel like neighborhood planning, which was disbanded, is the way to go. 

I talked to [former Department of Neighborhoods director] Jim Diers recently and asked him, you know, what about this? And of course he agrees we need more housing in our community. He said that we can bring people with us, and I think that’s true. There’s been a lot of hostility within District 6 about the city’s engagement with community, that it’s been lacking, that community voices are not being heard or welcomed in these conversations. And I think that that’s led to a lot of unrest that we’re feeling now, probably leading to more incumbents not wanting to run for to reelection. I think if the city actually empowered community that would look a lot different.

ECB: When you say ‘community,’ what do you mean? Sometimes people use the word ‘community’ when they really mean ‘homeowners.’

HW: I bring that up. People talk about owner-occupancy requirements [for accessory dwelling units] and I ask what their objections are. They say they’re concerned about developer speculation and they’re concerned about homeowners not being on site, as if that leads to the degradation of a neighborhood. And I take issue with that, because I moved 13 times before I graduated from high school. I went to 10 different schools. Housing instability was hard on my childhood, and I know how disruptive that is. It’s hard on families, it’s hard on children. If we do care about community, we need to ensure that people have housing security.

ECB: If you’re getting that kind of reaction to the idea of backyard cottages in District 6, what are you hearing about  homelessness?

HW: I feel like people want solutions. District 6 is very progressive and people care about ensuring that people have the services that they need. I think they recognize that we need permanent supportive housing, and that a housing-first approach is the only means by which we’re going to gain traction on that issue. At the same time, they’re frustrated by the city’s lack of communication and innovation around how to address homelessness. To help voters keep track, I’m sitting down with this year’s city council contenders to talk about their records, their priorities, and what they hope to accomplish on the council.

Today: District 4 (Northeast Seattle) candidate Shaun Scott— an activist, writer, filmmaker, and Democratic Socialists of America member running to replace Abel Pacheco, who was appointed when Rob Johnson left the council partway through his single term.

The C Is for Crank (ECB): Your opponent Alex Pedersen’s campaign has been heavily supported by People for Seattle, the political-action committee started by his former boss, Tim Burgess, and by the Seattle Metro Chamber’s PAC. Any thoughts about how to get that kind of influence out of local politics?

Shaun Scott (SS): I thought that council member Gonzalez’ legislation to reduce the influence of corporate PACs is a great first step, and I would like to, work with her if I’m elected on crafting that legislation and building the political case for it.

ECB: The legislation would impact labor as well. For example, Andrew Lewis in District 7 benefited from more than $150,000 from UNITE HERE Local 8, the New York City-based union. Are you comfortable with the fact that these reforms would impact labor as well as business?

SS: To be fair. labor also spent against us in the primary on behalf of Emily Myers’ campaign, although it was nothing on the magnitude of what we saw from the Chamber and what we’re probably going see in the general. I think that the difference is that labor, as a progressive force in the city, is going to find ways to influence and get involved with campaigns on a basis that’s more than just material. They’re going to be out canvassing, they’re going to be coming up with policy recommendations that are going to benefit a lot of people in the city. And so there are more direct avenues for labor to exercise influence in the city, whereas I think Chamber politics often do really boil down to almost a unilaterally negative form of campaigning, so that the reduction of influence vis-a-vis PACs is going to impact them a lot more and limit their influence a lot more than it will labor, which traditionally has more avenues for getting people engaged and being involved in elections.

ECB: You’ve been a vocal supporter of density in single-family neighborhoods during this campaign, which seems like a change from your previous position; as an organizer for the Jon Grant campaign in 2017, for example, you suggested that the Housing Affordability and Livability Agenda was something of a developer giveaway. Has your position evolved?

SS: I think it’s definitely the case that a lot of HALA and a lot of [Mandatory Housing Affordability] was kind of a market incentive program. And with a market incentive program, as well structured as it can be, there are going to be real limits. There’s going to be a ceiling on how effectively the market is going to be able to deliver social goods of any kind. We’ve seen this in housing, we’ve seen this in healthcare, we’ve seen this in for-profit education. We’ve seen this in the rise of a prison industrial complex. No matter how much you do to incentivize the market to do the correct thing, there are going to be bad actors and it’s going to fail to deliver these goods in a way that is broad and accessible or able to be enjoyed by everybody. So that’s a critique of HALA. It’s part of the reason why when people ask me what I think about MHA, I will say it’s by and large something that I probably would have supported if I were on council, with a few important caveats. One of them being, if we were destroying more affordable housing than was going to be put in by a new development, how can we legitimate that?

There’s room for nuance. There’s room for having an opinion about this that says, if our goal is to get to the point where we’re providing the most housing and the most deeply affordable social housing that we can get, we have to find ways to structure the housing decisions that we make in the city so that they’re not left up completely to market forces.

ECB: Your position on upzoning the Ave [University Way NE], specifically, has changed. Tell me a little bit about that.

SS: So I have very strong ideas about, and a lot of historical knowledge about, why the zoning that we see in neighborhoods like District Four in particular is exclusionary and why we’re just never going to be actually serious about being a racially inclusive city or a climate leader until we change that. One of the reasons why my views on the Ave in particular have started to evolve and why I think I’m more receptive to new information about what is going on there than  maybe I was at the beginning of this race has to do with the impact that opening large, big-box stores might have on some of the small businesses that are there that are minority and people of color-owned. And, as a principle, it’s one of those things where I have to check myself and rely on community to check me to make sure that in this vision that I have for an inclusive city, we’re not doing things to undercut that by actually displacing people that have had a hard go of actually gaining a foothold in the city.

The second part of it is it would be a different story if all of the housing that we were talking about building, or more than what is currently going to go there, was actually going to be workforce housing. If that was built into the way that the upzone was going to happen, I’d gladly go to some of these neighborhoods and absorb the criticism from people who are saying, ‘You’re changing the character of our neighborhood.’ What you’re saying is the character of the neighborhood means a lot less to me than people having a place to live. 

I’m not running to be a CEO of city government or to be a on the board of a development firm. We’re talking about what decisions the city has and what power the city has over our housing market. We can have all the conversations that we want about what it would look like to leave our housing decisions up to the private market. We know that right now and in the coming years, that’s not going to be enough for people that need housing.

Council Takes First Bites at Durkan’s 2020 Budget

I reported last week on some highlights from Mayor Jenny Durkan’s proposed 2020 budget, which includes tens of millions of dollars from one-time revenues from the sale of the Mercer Megablock project, plus a tax on Uber and Lyft rides that the council would have to pass in a separate action. Today, I’m taking a look at how the council has responded to Durkan’s budget so far, starting with a proposal to expand parole and create a jail-to-treatment pipeline as a way of addressing “prolific offenders” who were at the center of KOMO’s “Seattle Is Dying” report.

Parole and “Prolific Offenders”

Robert Feldstein, a former advisor to ex-mayor Ed Murray who now consults for the Durkan Administration, clarified some details of the overall “prolific offender” package, including the fact that (as I first reported) an expanded shelter inside the King County jail is not, as Durkan claimed and the Seattle Times repeated, a “comprehensive place-based treatment center”; it’s a shelter. The expanded shelter, like the existing one in the same building, will be run by the Downtown Emergency Service Center, which provides counseling and opportunities for residents to access treatment and, for people with opiate use disorders, get prescriptions for buprenorphine. None of that is treatment, and DESC has said it does not plan to get into the treatment business.

Durkan’s budget also sets aside funding for a new program that would keep offenders with substance use disorders in jail until a bed in a 28-day treatment facility opens up, then transfer them directly to that facility. Once an offender “graduates” from the 28-day program, a parole officer would closely monitor their attendance at mandatory outpatient treatment, a process that includes random drug and alcohol tests, to make sure they’re complying. Research has shown that mandatory 28-day inpatient treatment is the least effective intervention for the kind of severely addicted, chronically homeless people Durkan’s jail-to-treatment proposal is supposed to address.

Last week, council members pressed Feldstein to explain why Durkan was proposing untested new programs inside the criminal justice system instead of expanding programs like Law Enforcement Assisted Diversion (LEAD), which has been proven to reduce recidivism among people who are least likely to show up to court appointments or stick to the terms of their parole. “I think it’ s a reasonable policy question for us as a council to ask, when we’re talking about this number of dollars for new strategies and programs focused on high-barrier individuals, whether or not it makes sense to invest in unproven ideas rather than invest in proven interventions that are evidence-based and where we know what the outcomes are for this same population,” council member Lisa Herbold said.

“As I look at criminal justice reform work across the country, many jurisdictions are moving away from supervision and away from probation, period,” council member Lorena Gonzalez added. “It seems contradictory for us at the city of Seattle to actually be doubling down on probation and supervisions as a solution to address the needs of this population.”

Feldstein said the new programs, which also include a coordinator at the jail to direct short-term stayers to shelter and services and a proposal to add “case conferencing” between police and case workers (something LEAD already does), are meant as additions, not replacements, for existing programs. “There was a sense that they needed some additional tools [and] that there was not overlap between those programs,” Feldstein said. Under questioning from Teresa Mosqueda, Feldstein confirmed that the city had not done any race and social justice analysis of the proposal, nor included any community advocates or people who had actually been through the criminal justice system in the group that came up with the recommendations.

Gonzalez also raised questions, in a separate meeting last week, about Durkan’s proposal to use $6 million of the Mercer Megablock proceeds to help middle-class homeowners making up to 120 percent of the Seattle median income, or about $130,000 for a family of four, finance the construction of small accessory dwelling units (ADUs) in their backyards or basements. Any homeowner who took advantage of the loan program would be required to keep the new unit affordable to someone making 80% of median income (about $61,000 for a single) for 10 years.

(The rest of the proposals for the Megablock proceeds, which include new homeownership opportunities near transit, affordable rental housing, and a revolving loan fund for the city’s Equitable Development Initiative, have been less controversial.)

When Durkan rolled out the ADU proposal in July, Gonzalez requested, and “was assured” that the city would undertake, a race and social justice analysis of the plan, which she suspected would mostly benefit wealthier white homeowners. That analysis, newly appointed Office of Housing director Emily Alvarado confirmed, was never done. “I still have questions about whether this is reaching deeply into low-income communities that are likely to be displaced,” Gonzalez said. The 2019 City Council Candidates: District 1 Incumbent Lisa Herbold

To help voters keep track, I’m sitting down with this year’s city council contenders to talk about their records, their priorities, and what they hope to accomplish on the council.

Today: District 1 City Council member Lisa Herbold, who represents West Seattle and South Park.

The C Is for Crank (ECB): Because so many council members are leaving, if you’re reelected, you’ll be one of the senior members of the city council. What are some of your top priorities for a second term?

Lisa Herbold (LH): I’m interested in working with council member [Teresa] Mosqueda on the work that she plans to do on the comprehensive plan—revisiting single-family neighborhood zoning, and looking at how we can do that in a way that brings people together and doesn’t become another big wedge issue for the city. And I think it’s important to figure out a way to have those conversations that doesn’t put people into camps—either NIMBYs or urbanists. So I want to play a role in that, because I think there’s a right way of having those conversations.

For instance, [Mandatory Housing Affordability], as it relates to single-family zoning, is focused on single-family zoning only within urban villages. The planning commission has made a set of recommendations for single-family zoning outside of urban villages, and I know that council member Mosqueda is very interested in the issue. I’m really concerned that the conversation won’t be held in a way that brings people together, because it hasn’t in the past. And then there’s the whole question of neighborhood planning around our urban village strategy. She has, for instance, asked for a [racial equity toolkit] on the urban village strategies. I imagine there’s going to be some recommendations that come out of that.

I think that we should have neighborhood-based input. I’m supportive of the direction that [the Department of Neighborhoods] has moved in [toward including communities that have been traditionally excluded from neighborhood planning], but not as a replacement for some sort of geographic-based engagement. In the efforts to involve people in these conversations that haven’t historically been at the table, I think that we’ve thrown the baby out with the bathwater.

I think for instance, when you’re talking about neighborhood matching funds or the neighborhood street fund, these participatory budgeting-type programs that seek to empower community to make decisions about improvements in their communities, I’m just concerned that, in our efforts to model our values of equity, we’ve alienated people who have something to contribute to our city, who care deeply about their communities.

ECB: The mayor’s budget continues the expansion of the Navigation Team [which removes unauthorized encampments from public spaces, often with no notice or offers of services to their displaced residents.] Are you going to be pushing for changes to the team’s current model or way of doing things?

LH: I’ve been working on implementing the recommendations of the city auditor, particularly on hygiene and garbage pickup. So for instance, I helped pilot the purple bag program [which provides purple trash bags and trash pickup to some encampments], but [Seattle Public Utilities] only visits 12 sites at any given time. I believe that our need to prioritize sites for removal might be mitigated if we make it possible for people that are living unsheltered to pick up their own garbage. I know Seattle Public Utilities feels good about the work that they’re doing. And this program has been replicated in Austin.

One of the things that the city auditor is doing is mapping all of the removed encampments over the last year, to find out where people return. Maybe the locations where people return aren’t locations that are inherently dangerous. Maybe there’s some logic for why people return there. Maybe for those locations, rather than chasing them away from them, we should make it possible for people to clean them.

I’m going to be working with the campaign that Real Change is doing in March, called Everybody Poops. It comes out of the recommendations of the city auditor that we ought to have a mobile pit stop like other cities do. It’s a way of providing people with something that they need and also providing opportunities for engaging in case management services. There’s also a slate of recommendations related to hygiene that the city auditor made. We have some of our community centers that have showers that have made them available to all members of the public, whether or not you’re signed up for programs, and so one of the recommendations is to open all of them. Another recommendation is to staff a couple of the standalone bathrooms in parks. And then of course there’s making sure that our permanent Urban Rest Stops are able to find spaces.

ECB: The mayor has proposed legislation that would crack down on people renting run-down RVs to people who would otherwise be unsheltered. What do you think of the legislation as proposed? [Editor’s note: After our conversation, the council dramatically revised the legislation to add tenant relocation funding and to limit the scope of the proposal; further amendments are expected when the council takes the proposal up again after budget deliberations, which end in November]

LH: We have a way to pay tenants of rental housing that the city is shutting down under emergency order because there are life safety issues that are so severe that somebody can’t continue to live there. The city advances the relocation assistance and then they work on pursuing the landlord later. But they pay first.

So I actually see this very similar to that, depending on how it’s administered. People could say about that rental housing, ‘Well, it’s better than living unsheltered.’ Okay, but nevertheless, it is the city’s policy to not let rental housing providers exploit tenants by collecting rent and forcing them to live in places that they have refused to fix and that have significant life safety violations. That is the city’s policy. So I see this as in many ways being very consistent with that. But the thing I’m worried about is whether or not the city is going to be looking for these instances as a way to accomplish a different objective [getting RVs off the street].

In Crosscut: After 15 years, Seattle’s Radical Experiment in No-Barrier Housing Is Still Saving Lives

If you’re interested in harm reduction, homelessness, and evidence-based responses to chronic homelessness and addiction (and if you’re a reader of mine, you probably are), check out my new piece in Crosscut about 1811 Eastlake, the 15-year-old program that provides no-strings-attached housing for chronically homeless people with alcohol use disorders. Here’s a teaser:

It was the late 1990s, and Seattle leaders were trying to decide what to do about an addiction epidemic. Residents of several center-city neighborhoods, including Capitol Hill and Pioneer Square, complained about public urination, trash and the constant parade of ambulances ferrying people to Harborview Medical Center. People told stories about coming home to find homeless addicts passed out in their yards. A task force was assembled to come up with solutions.

Back then, the substance at the center of the debate wasn’t heroin — it was alcohol. But the conversation about how to deal with what were then known as “chronic public inebriates” would be familiar to anyone following the opiate epidemic in 2019. “These people would be urinating, defecating, sleeping in doorways,” says former Seattle Police Chief Jim Pugel, who was then commander of the Seattle Police Department’s West Precinct. “We were spending $1,000 just to send people a mile up the road to Harborview. That’s the most expensive detox you can deliver.”

The best solution the city could come up with — creating special alcohol impact areas, where stores would be barred from selling certain kinds of high-alcohol malt liquor that low-income and homeless drinkers favored — was unpopular with store owners, the beverage industry and residents of nearby neighborhoods, who argued that the bans would simply push the problem into their front yards. “We were stuck in the middle,” Pugel recalls.

Into this impasse stepped Bill Hobson, the head of the Downtown Emergency Service Center, offering a third option: “Wet housing,” where chronically homeless people with alcohol use disorder would be allowed to live, and drink, without judgment or expectations. Hobson’s theory was that people could move successfully from the streets to housing without first going through treatment or other interventions — a controversial position, given the prevailing view that people living on the streets would “fail” at housing unless they got sober first.

Today, the concept of “Housing First” is enshrined in city housing policies across the country, including Seattle and King County. (The authorizing legislation for the proposed new regional homelessness authority, for example, explicitly mandates “evidence-based, housing first” policies.) So it can be easy to forget how radical the idea was just 20 years ago, when most programs targeting chronically homeless people required sobriety and intensive case management as prerequisites.

“We were skeptical — hell, yeah, we were. We thought, if you want someone to stop drinking, you should just make them stop drinking,” says Pugel, currently running to represent District 7 on the Seattle City Council: “My views have evolved since then. I’m not a Cro-Magnon anymore.”

The result of Hobson’s vision, known simply as “1811 Eastlake,” now sits on the edge of the South Lake Union neighborhood and has been serving Seattle residents for the past 15 years. The unobtrusive blue-and-gray, four-story building houses 75 formerly homeless men and women with severe alcohol use disorders and provides them with meals, counseling and health care, no strings attached. The program has saved money, and lives, by using the principles of “harm reduction,” which holds that reducing the harm people cause themselves and others through their substance use is beneficial in itself, whether or not the person quits using the harmful substance.

Pugel recalls that Hobson, who died in 2016, would declare loudly, “This is housing for drunks!” to anyone who seemed to misunderstand the purpose of what DESC was doing. Although current DESC Director Daniel Malone doesn’t remember him using “those exact words,” he says Hobson was always clear that the purpose of 1811 wasn’t to get anyone sober or to turn clients into clean-cut, productive members of society; it was to provide housing for people who had “failed out” of abstinence-based treatment and housing programs multiple times, were chronically homeless and had less than a 5% chance of “achieving and maintaining sobriety.” The point wasn’t to stop alcoholics from drinking; it was to improve their quality of life and reduce the amount they cost the public, in that order.

Questions About Local Autonomy and Cost-Sharing at Homelessness Authority, SPD Hires KOMO Cop Reporter, and More

1. Two meetings about the proposed regional homelessness authority last week highlighted new potential fault lines between the city and county in negotiating the structure and funding of the new authority—one concerning the kind of services the new authority will provide, and one having to do with who will pay for it.

Suburban King County cities that would become a part of the authority have made it clear they’re concerned that the new body will be too “Seattle-centric”—an understandable concern given that just one member of the steering committee that oversees the body will be from a to-be-determined member of the Sound Cities Association, a group of suburban King County cities. (Under the proposal, another suburban representative could join the board once 20 suburban cities join the regional authority). A related but distinct concern is that suburban cities may not want to handle homelessness the way Seattle does, by offering services for as long as it takes and providing harm reduction as an alternative to mandatory treatment and imposed abstinence for people with addiction.

From the perspective of a city like Kent, where outreach workers say police have a zero-tolerance policy for sleeping in visible public areas, the tactics of  Seattle’s Navigation Team—which removes encampments but doesn’t arrest people for living on the street or force them to “accept” services, treatment, and housing—may seem like mushy-hearted liberalism at its worst. At last week’s King County Board of Health meeting, King County Council member Kathy Lambert, whose district includes Duvall, North Bend, and Snoqualmie, said she won’t support the regional authority “until I see a plan that acknowledges that each part of of this county has a very different idea of where they want to be and what they want to look like, and I’m not seeing that yet.”

On the flip side, at a meeting of the Seattle City Council’s special committee on homelessness last Friday, city council president Bruce Harrell asked whether the Navigation Team, which (as I reported earlier this month) is not moving over to the new authority, will expand its operations outside the city or otherwise coordinate with other cities who have employees doing similar encampment-clearing functions. (In reality, the Navigation Team is fairly unique regionally and the equivalent agency in most other cities is the police). “I assumed we were trying to model some consistency overall—am I missing something?” Harrell asked.

Tess Colby, Mayor Jenny Durkan’s homelessness advisor, responded that the charter creating the new authority will allow for “subregional planning, which is a way for the regional authority to engage in the various regions across the county and be in dialogue about what homelessness looks like in different parts of the region and how it’s being addressed.” Specifically, the charter says that the kinds of services each sub-region of the county can vary depending on “local needs, priorities, and solutions.”

2. The other issue that came up this week was whether the city of Seattle might be paying more than its fair share of the cost to set up and, at least initially, fund the authority. The numbers HSD director Jason Johnson and National Innovation Service consultant Marc Dones presented to the council committee on Friday showed the city spending $1 million in startup costs next year (and $282,000 in “ongoing costs” beginning the year after that), including more than $800,000 in moving and office costs and $130,000 for a headhunter to find the $217,000-a-year executive director for the new authority. The city would also be responsible for paying that director’s salary, plus the salaries of his or her chief of staff ($166,000 in 2021), two deputy directors ($189,000 each), and a human resources manager ($163,000).

“I’m concerned that city paying all the costs in that first year is going to create an expectation” that the city will continue to pay all the costs in the future, city council member Lisa Herbold said. “You say that there’s an expectation that there’s going to be future cost sharing around the costs of personnel, and I don’t see that indicated anywhere.

The county, in contrast, would contribute tenant improvements in the county-owned Yesler Building, where the new authority will be located, and provide free rent, at a total value of about $1 million for “tenant improvements” and $455,000 for the use of the sixth floor of the building, which has been vacant. (Seattle Department of Human Resources director Bobby Humes described the tenant improvements as “wifi, new paint, a conference room [and] an ample restroom environment,” among other things.)

“I’m concerned that city paying all the costs in that first year is going to create an expectation” that the city will continue to pay all the costs in the future, council member Lisa Herbold told Johnson on Friday. “You say that there’s an expectation that there’s going to be future cost sharing around the costs of personnel, and I don’t see that indicated anywhere. I think that’s something that would be important to memorialize.” Council member Sally Bagshaw added that she wasn’t sure the city should be spending $130,000 for a headhunter to do a national search for the director of the new authority. “I have to say that I would rather have somebody local,” she said. “I would frankly rather have a team that knows people who are already working in our city, county, and region.”

Other issues that came up Friday included the need for human service provider representation on the board that will actually govern the new authority, the fact that capital funding for permanent supportive housing is supposed to stay with the city while operating funds for that same housing move to the new authority, and when people can actually start moving into the new building—Johnson said it will be “ready” in December, but that because “December is a heavy month for many of our employees” the actual move won’t happen until March.

KOMO police-beat reporter Jennifer Sullivan, who previously covered the police department for the Seattle Times, has taken a job as a strategic advisor in the  Seattle Police Department, The C Is for Crank has learned.  An SPD spokesman would not comment about how the department decided to hire the former reporter, and a mayoral spokeswoman told me the mayor had nothing to do with the hire—even emphasizing in a followup email, “the Mayor’s Office was not involved in the hiring of Jennifer Sullivan.” According to the most recent Seattle employee salary database, Sullivan is making just under $120,000 a year.

Sullivan’s recent stories for KOMO have included pieces on slow 911 response times, recruitment problems at SPD, and police officers’ efforts to get raises in their recent contract, which some reform advocates now want to reopen. Sullivan’s husband, according to a 2018 Seattle Refined profile, is a police officer in Lynnwood .

Sullivan did not respond to a request for comment; her LinkedIn and Twitter pages still identify her as a KOMO reporter.
