Please keep Kimberly closely in the loop as our media relations lead for Link operations, as well as Scott Thompson for Sounder.
I am assuming that in response to any questions we will want to continue to emphasize that our fare enforcement occurs through officers systematically moving from one end of a light rail car to the other, with no subjectivity in approaching specific individuals. Is there anything we can say about evenly spreading the geographic areas where fare enforcement takes place such that there wouldn’t be potential for disproportionate impact?
I assume we will also continue to heavily emphasize our system for tracking the issuance of warnings such that first-time offenders receive warnings rather than tickets. For background, do we know if KCM also uses such a system?

Subject: Heads up: King County Metro Audit on Fare Enforcement
King County Metro has recently received findings around their fare enforcement practices from the King County Auditor.
The information will be presented tomorrow at their New Mobility Committee. Balducci is the Chair of the Committee. Media is expected to attend.
I have not seen the report but my understanding of the general findings are as follows:
· Disproportionate number of tickets written to low income and homeless
· Inequitable deployment of fare enforcement resources on rapid ride lines serving low income and minority communities
KCM has already put a few measures in place:
· Suspended sending tickets to the court. No resolution yet on what they will do with those tickets.
· Starting a discussion about new fare enforcement goals/metrics
I spoke with COS, Michelle Allison this morning and they are interested in a joint discuss with Sound Transit about fare enforcement so that our two agencies have similar training, procedures, goals etc in place for the system.
Spokespeople for KCM on this topic are Mark Norton (Security/Fare Enforcement) and Rob Gannon (Equity).
TCC and Puget Sound Sage are highly interested in this issue and will continue to push for more equity in the system.
Boardmember Johnson and other Seattle Councilmembers have inquired about ST’s practices.
