Morning Crank: “Housing First, Indeed.”

1. Unified Seattle, a group that has created a series of  slick videos opposing “tiny house villages” (authorized encampments where residents sleep in small eight-by-12-foot buildings with locks on the doors, electric light, and heat) has spent between $10,000 and t $50,000 putting those ads on Facebook and targeting them at Seattle residents. However, since the aim of these ads isn’t explicitly related to an upcoming election—the latest ad vaguely blames the “mayor and city council” for “forests of needle caps,” “drug shacks,” and  “rampant prostitution” to—the people funding them don’t have to report their activities to the state and local election authorities. The Freedom Foundation, the libertarian-leaning think tank that funded a lawsuit to stop a temporary tiny house encampment on a piece of city-owned land in South Lake Union, has declined to comment on whether they’re funding the ads, but the rhetoric is certainly consistent with the argument the Freedom Foundation makes in their lawsuit against the city and the Low-Income Housing Institute, which claims that allowing the encampment will “encourag[e] loitering and substandard living conditions” in the area.

2. Speaking of the Freedom Foundation lawsuit: Since the group filed their lawsuit back in June, the original four-week permit for the tiny house village has expired. That, the city of Seattle argues in a motion to dismiss the lawsuit filed earlier this month, renders the original lawsuit moot, and they filed a motion to dismiss it earlier this month. LIHI still plans to open the encampment, on Eighth and Aloha, in late October.

3. In other news about unofficial campaigns: Saul Spady, the grandson of Dick’s Burgers founder Dick Spady and one of the leaders of the campaign to defeat the head tax, doesn’t have to file election-year paperwork with the city and state elections commissions, though perhaps not for the reasons you might think. Spady, who runs an ad agency called Cre8tive Empowerment, has been soliciting money for a campaign to defeat the upcoming Families and Education Levy and take on several city council incumbents; has has also reportedly been meeting with council candidates and taking them around to potential donors. Ordinarily, that kind of electioneering would be considered campaigning. However, according to the Seattle Ethics and Elections Commission, Spady hasn’t managed to raise a single dime since September 11, when he sent out an email seeking to raise “$100,000+ in the next month” to defeat the education levy and  “shift the Seattle City council in much needed moderate direction in 2019.” If he does start raising money to support or oppose candidates or ballot measures this year or next, Spady will be required to register his campaign at the state and local levels.

4. One campaign that isn’t having any trouble raising money (besides the pro-Families and Education Levy campaign, which has raised almost $425,000) is Neighbors for Safe Streets, the group that formed in opposition to a long-planned bike lane on 35th Ave. NE between the Wedgwood and Ravenna neighborhoods. The PAC, led by attorney Gabe Galanda and Pacific Merchant Shipping Association government affairs director Jordan Royer, has raised more than $15,000 so far for its effort to, as the Save 35th Ave. NE newsletter put it last month, “mobilize around transportation-related causes like Save 35th and candidates for local office who are not ideologues when it comes to local transportation planning.” Galanda has argued that people of color don’t need bike lanes, which only  “serve Seattle’s white privileged communities, and further displace historically marginalized communities.”

(Meanwhile, far away from the North Seattle enclaves that make up Save 35th Avenue NE,  neighborhood-based bike groups in the Rainier Valley have spent years begging the city to provide safe bike routes for people who live and work in the area—even holding protests to demand modest traffic-calming measures on Rainier Ave. S., the deadliest street in the city). Neighborhoods for Smart Streets has not identified which council candidates it will support next year, when seven seats will be up; so far, only a handful of contenders—including, as of last Friday, former (2013) mayoral candidate Kate Martin, who also headed up a 2016 effort to keep the Alaskan Way Viaduct intact and turn it into a park. Martin joins Discovery Institute researcher Christopher Rufo in the competition for the District 6 council seat currently held by Mike O’Brien.

5. As I reported on Twitter, George Scarola—the city’s key outreach person on homelessness, even after an effective demotion from homelessness director to an obscure position in the Department of Finance and Administrative Services—resigned on October 9. In an email to city staff, Scarola praised the city’s Navigation Teams, groups like LIHI that are working on tiny house villages, and “the outreach teams, shelter operators, meal providers and the folks who develop and manage permanent supportive housing.” He concluded the email by noting that the one area where everyone, including opponents of what the city is doing to ameliorate homelessness, agree is that  “we will not solve the crisis of chronic homelessness without more mental health and drug treatment services, coupled with safe housing. Housing First, indeed.”

In a statement, Durkan said Scarola’s knowledge on homelessness was “key to the continuity of the City’s efforts and helped ensure strong connections throughout the community. Altogether, George participated in hundreds of discussions around homelessness – from public meetings to living room chats – and took countless phone calls and emails, always willing to engage with anyone who had a concern, a complaint or a suggested solution.”

Away from the watchful eye of the mayor’s office, which he usually was, Scarola could be surprisingly candid—once asking me, apparently rhetorically, whether people protesting the removal of a specific encampment were “protesting for the right of people to live in filthy, disgusting, dangerous conditions.” On another occasion, Scarola pushed back on the idea, very prevalent at the time, that money spent on emergency shelter and short-term interventions was money wasted, because—according to homeless consultant Barb Poppe—every available resource should go toward permanent housing.  “Her overall view is absolutely right—she wants stable housing,” he said. “I just don’t know how you get there without going through steps A, B, C, and D”—meaning solutions like tiny house villages, authorized tent encampments, and services that address the problems that are keeping people from being able to hang on to housing in the first place.

Morning Crank: The Dizzying Array of Potential Pedestrian Treatments

1. I’ll be on KUOW today at noon talking about sexual harassment, tolling I-405, and more with Civic Cocktail host (and ex-Seattle Times editorial board member) Joni Balter and former state attorney general Rob McKenna. Who won’t be on KUOW tomorrow? Tavis Smiley, who was suspended by PBS this week after an investigation found “multiple, credible allegations” of sexual misconduct by the host. The allegations include having multiple sexual relationships with subordinates, some of whom believed their “employment status was linked to the status of a sexual relationship with Smiley,” and creating a “verbally abusive and threatening environment.” Smiley has responded by denying that he “groped, coerced, or exposed myself inappropriately” to any of his coworkers, which, it should be noted, are not the acts he is accused of committing.

KUOW pulled Smiley’s radio show (which is separate from his public TV show) voluntarily, and will run the second hour of “Here and Now” in its place.

2. George Scarola, former mayor Ed Murray’s director of homelessness, made an odd comment the other day about his current status at the city. “Up until the new mayor took office—Mayor Durkan—I was the director of homelessness. I promptly submitted my resignation,” Scarola said, adding that he did so “just to give her a clean shot at exactly what she wants to do, and that hasn’t had any effect yet.” Scarola is still at the city—in fact, he attended a Ballard District Council meeting where neighbors complained about the ongoing presence of homeless people at the Ballard Commons park just last night—but his position is now at the Department of Finance and Administrative Services, not the mayor’s office.

3. Jessyn Farrell, the state-legislator-turned-mayoral candidate who came in fourth in the August primary election, is going to work for Civic Ventures, the progressive think tank founded by Seattle venture capitalist and billionaire do-gooder Nick Hanauer. Earlier this year, Hanauer said he would bankroll the campaign for a homelessness levy proposed by then-mayor Ed Murray; although the city later abandoned that proposal in favor of a joint city-county proposal that kicked the conversation about a homelessness tax into 2018, Hanauer will likely be involved in that campaign as well. Farrell, who also headed up the Transportation Choices Coalition before she was elected to represent the 46th legislative district in the state house, did not say what her title will be, but did say that she’ll be working on “rebuilding the middle class” and “making cities work for people.”

4. If you want to get an idea of of how complicated traffic planners’ jobs are, and how hard it can be to balance road users’ needs and rights without creating ridiculously out-of-whack hierarchies (where drivers can move freely and pedestrians are constantly at risk) or unintended consequences (long periods where pedestrians are just stuck waiting at corners, unable to move in any direction), check out this presentation that Seattle Department of Transportation transportation operations manager Ahmed Darrat presented to the Pedestrian Advisory Board on walk signal timing last night.  Twenty minutes went by as Darrat explained eleven ways SDOT can shift the balance of mobility between cars and pedestrians—assuming slower walking speeds near hospitals and retirement homes, giving pedestrians the option of pushing a button for several seconds to extend the walk time, “passive detection” of pedestrians using thermal sensors—and then Darrat switched to the next slide, which listed another dozen options. (More details on the dizzying array of potential pedestrian treatments here).

The biggest point of contention right now in conversations about how quickly pedestrians should be able to cross the street is the existence of so-called “beg buttons”—buttons a pedestrian (or, in many cases, cyclist) must push to alert the traffic system that cars need to stop to allow people to cross the road. The problem with beg buttons isn’t just that they feel insulting—cars don’t have to ask permission to drive, because we’ve built a system that either assumes they will be there or that senses them when they roll up to an intersection—but that they contribute to a culture in which people walking and cycling are an anomaly on the road. Beg buttons give drivers who hit pedestrians a built-in excuse—he didn’t have the walk sign, officer!—empower cities to crack down on “jaywalking,” and contribute to the overall sense that cars rule the road. And if a pedestrian isn’t aware that they won’t get permission to cross the street unless they push the button, they may get stuck waiting through several light cycles while cars move through unimpeded. Blind people, people with limited English reading skills, people who can’t read, and other people with sensory impairments are particularly impacted by beg button requirements.

Darrat said federal standards require accessible pedestrian signals at every intersection; push buttons just happen to be the only option currently available to SDOT; however, he said, “we’re committed to looking at how we treat pedestrian signals from a more global perspective and coming up with some ideas as to how we’re going to take steps toward standardizing it” so pedestrians don’t have to figure out dozens of potential signal situations—different walk cycles by time of day; half cycles for cars; “pedestrian recall”; leading pedestrian intervals”—to cross the street. Imagine if instead of figuring out whether to push the button and if it’s safe to run and whether the signal will change when you push it if the light’s already green and how long you’ll have to wait if you don’t make this cycle, you could just go out into the street at regular intervals. You know, like cars do.

Morning Crank: “Somebody Is Going to Write Their Ph.D. Thesis on This.”

1. I sat down with Mayor Ed Murray at his campaign office last Friday, four days before he announced that he would not run for reelection. At the time, the mayor put on a game face, outlining what he saw as his path to victory and sounding very much like a man who planned to fight at least until the primary, where he would have faced a dozen or more opponents. I have no way of knowing what was going on in the mayor’s mind during that interview, or whether he had decided not to run (although sources close to the mayor tell me he made the decision sometime over the weekend), but there were moments when he seemed to dwell on the past—and the counterfactual world in which he still could look forward to easy victory. Here’s a bit of that portion of our conversation.

The C Is for Crank (ECB): Since the scandal broke, you went from a pretty safe race to a primary where you could have a dozen or more opponents by the filing deadline. You’ve made it clear so far that you aren’t dropping out of this race, despite the allegations against you. What is your path to victory at this point?

Mayor Ed Murray (EM): More opponents.

ECB: How does that help you?

EM: Well, that’s somewhat tongue-in-cheek. If the field gets so crowded, it allows me to be the person with the highest name recognition in the city—in good times as well as bad times —and I’m the one who’s actually producing. And our road to victory is to tell my story. It’s to go to every single one of these forums, every single one of these debates, and talk about what I did as a legislator, what I’ve done as mayor, why I’m one of the most liberal mayors in America, and how I get things done.

There are other aspects of this, [like] the [new] $500 limit [on campaign contributions], which is even lower than last time. We had a strong grassroots effort before and we’ll need a stronger one now that the limits have gone down. [And] we made a really clear decision that the people in the office would work and run the government, that people on the campaign side are still on the campaign side, and then we set up a group of folks who’ve been managing the allegations. So that’s basically how we’ve tried to deal with it.

ECB: Will responding to these allegations make it more difficult for you to concentrate on your job as mayor?

EM: A lot of the case itself involves issues that only lawyers can handle. Depositions will take up some time and a jury trial will take up time, but if everybody who’s ever been sued, whether elected or otherwise, had to stop their job, there’d be a lot of people not working.

ECB: Three of the last four mayors served just one term, and Nickels didn’t get a third. It seems obvious that you’re in an even more challenging situation.

EM: I would have said a month ago that I was in the best situation of any of us.

ECB: But this is the world you’re in now.

EM: [Pause] OK, sorry.

2. Homelessness director George Scarola and Seattle Police Department Lieutenant Jason Verhoff had good news for city council member Sally Bagshaw’s health and human services committee yesterday: Of 499 people the city’s new Navigation Team has contacted since it began doing outreach to unsheltered people and people living in encampments last month, 342, or about 69 percent, agreed to accept “some sort of services,” Verhoff said. “That’s a staggering number—staggeringly high,” Verhoff said. “That’s amazing, in my opinion.”

Bagshaw agreed, asking Scarola and Verhoff, “Who’s writing this up? This is a case study for somebody.” She continued, “Seriously—I would reach out [to the] University of Washington … and let people know this is going on. … I think that somebody is going to write their Ph.D. thesis on this.” 

The lovefest continued as Verhoff recounted several stories of individual homeless people who were helped by the Navigation Team’s outreach efforts—a woman who commuted every day from the tent she shared with her husband in Seattle to her job in Redmond, until the Navigation Team found her a spot in a tent city in Issaquah; the man who “looked like a West Virginia coal miner” when the team first made contact with him but is doing well now that he’s “away from the addiction and the other drug users down there who might have contributed to his lifestyle”; and the man who was “very, very addicted to methamphetamine” but has reconnected with his mother and “by all accounts is no longer using meth.” 

If you’ll indulge a bit of skepticism, I have few issues with these tidy stories. First, I’m not sure a tent in Issaquah is a marked improvement on a tent in Seattle, except that it reduces the commute of the woman living in that tent by some minutes. (In other words: We need abundant, low-barrier housing, not tents.) Second, addiction stories don’t typically end with “and then he moved back in with his mother and kicked meth”—meth addiction, in particular, typically requires lengthy, intensive treatment and often medical intervention, not just gumption and a new place to live. And finally, all of these success stories are so recent—the Navigation Team started doing outreach less than three months ago—that it’s hard to say whether these interventions will be successful in the long run, or even in the short-to-medium term. My hope is that the city will keep tabs on all those “contacts” for longer than the time it takes to put them on the path to a new tent or a room in Mom’s basement or a bed at the Union Gospel Mission. Real success is different for every person, but the one thing every success has in common is that it’s sustainable.

3. A few items of note from Murray’s April campaign reports, which he filed yesterday: In April, when it appeared he was still in the running, Murray raised less than half of what he raised in March—$30,468, compared to $69,054 a month earlier. That’s tens of thousands less than Murray spent in April on consulting from Sound View Strategies ($12,000), Strategies 360 ($34,500, including $4,500 for video production), and Northwest Passage ($21,000). Murray also spent $25,300 for the EMC poll that apparently helped convince him that he could not win. Murray’s April report also includes $775 in returned contributions from five campaign contributors.

Morning Crank: “Let’s Actually Do It.”

1. For a few weeks, a rumor has been going around that Scott Lindsay, Mayor Ed Murray’s public safety advisor and the most vocal defender of encampment sweeps in the mayor’s office, was thinking of running for city attorney against longtime incumbent Pete Holmes. Yesterday, Lindsay put those rumors to rest, announcing that not only is he running, he’s leaving the mayor’s office in one week, presumably to campaign full-time. Perhaps most interesting, Lindsay’s announcement included two unlikely endorsements, from Mothers for Police Accountability founder Rev. Harriet Walden and Public Defender Association director Lisa Daugaard. Walden is a longtime police accountability advocate and Daugaard has been highly critical of Murray’s homeless encampment sweeps; both serve on the Community Police Commission, the civilian body that oversees police reform efforts at the city.

Daugaard’s decision to support Lindsay is surprising not only because she supported Holmes in the past (over two campaign cycles, Daugaard  contributed $246 to Holmes’ campaigns), but because Lindsay is widely seen as a law-and-order guy and a strong defender of Murray’s encampment removal policies. (Shortly after Lindsay announced, Safe Seattle—a group opposed to homeless encampments, safe drug-consumption sites, and Murray’s pro-density policies—sung his praises on their Facebook page.

I asked Daugaard why she was supporting Lindsay. Her response: “We need to do more with the office of City Attorney. We’re entering an era when we had better be doing things worth defending here in Seattle. If we’re saying safe consumption [sites for drug users], let’s do it. If we’re saying we can care for people and reduce crime through community based alternatives, let’s actually do it.

“Scott’s analysis that we can take a more serious approach to all of these issues is correct. I haven’t always agreed with him and that may continue, but I respect his energy and openness to evidence about it what works.”

Daugaard says she’s concerned that after eight years with Holmes as city attorney, misdemeanor defendants “still serve long sentences on cases with excessive probation, are held in lieu of bail because they are poor, and are made to give up their trial rights to get services in too many cases. Jail utilization has climbed.”

“I give Pete great credit for hiring Kelly Harris as his criminal division chief last year. Kelly has made important improvements. But we need to get serious about making more effective city wide use of community based diversion. This has to work—we don’t have an infinite time frame to get it right and take it to scale. Scott is very serious about showing that we can achieve strong neighborhood-level outcomes through a public health-based approach. We need that kind of energy or people are going to get fed up.”

Murray’s campaign confirms that he will continue to support Holmes, whom he endorsed before Lindsay got in the race. The timing of Lindsay’s announcement puts Murray, who is running for reelection himself amid allegations that he sexually abused teenage boys in the 1980s, in a tough position—having a top staffer abandon ship during a tough reelection campaign does not exactly inspire confidence.

There may be another reason Lindsay decided to leave Murray in the lurch: Because polling suggested he could win. So far, Lindsay has reported one expenditure: A $20,000 phone poll, conducted between April 21 and April 23.

2. Four years after denouncing a soda tax proposal by his then- (and future) opponent, Mike McGinn (and getting trounced by his opponents as a shill for the beverage industry) on soda and sugar-sweetened beverages, Mayor Murray rolled out the details of his own soda tax proposal Thursday. The proposal would impose a 1.75-cent-per-ounce on all sodas, including diet sodas, to be paid by soda distributors, who would almost certainly pass the cost on to customers. (This, I should note, hits Crank where she lives. Don’t mess with my garbage water, Mr. Mayor, SIR.)

The money—an estimated $18 million a year, depreciated from the $23 million the city budget office estimates it would taken in on current soda sales to account for the fact that soda taxes reduce consumption—would pay for programs that support education and access to healthy food in low-income communities, including: $469,000 a year to expand school-based mentorships; $1.1 million a year for workplace learning programs for kids in high school; $1.1 million a year for case management and training to reduce racial disparities in discipline; and a one-time investment of $5 million to create an endowment that, Murray said Thursday, will provide “one free year of college at Seattle colleges [formerly known as community colleges] to all public schools students who graduate.”

Acknowledging that a soda tax is regressive—not only does it hit lower-income people hardest, lower-income people buy more soda—Murray said, “To those who say that we are resorting to a regressive tax, I say, you know what is more regressive? You know what is really taking money out of African American communities? Tolerating an education system that is failing students of color every day and leaving them without a future and giving them food that will only lead to health problems.” Excessive soda consumption has been linked to obesity, diabetes, and heart and liver problems, Murray noted. Murray said he decided to include diet soda in the tax for equity reasons—higher-income white people are more likely to drink diet soda than sugar-sweetened drinks—but the expansion to diet drinks also allowed him to lower the tax slightly from the 2-cents-per-ounce tax he originally proposed in his State of the City speech in February.

The soda tax requires council approval; two council members, Rob Johnson and Tim Burgess, flanked Murray at yesterday’s press conference.

Immediately after Murray’s press conference, a group of Teamsters and other soda-tax opponents gathered in the lobby of City Hall to denounce the proposal.  Pete Lamb, a representative from Teamsters Local 174, said similar taxes had already forced companies like Coca-Cola and Pepsi to cut jobs in Philadelphia, where a 1.5-cent-per-ounce tax on soda went into effect this year. (The mayor of Philadelphia pointed out that the two companies saw gross profits of more than $6 billion last year, and called the company- and union-led efforts to blame the tax for layoffs a “new low.”) “We will not support a tax that puts our members’ jobs on the line,” Lamb said.

“Just in the soda and beverage industry alone, we have 1,200 to 1,300 workers, plus distributors and warehouse workers—when you really look at the full scope of it, you’re looking at thousands of jobs being potentially impacted,” Lamb said. “We support … working to combat obesity, but to just target soda when we have so many things in our food chain that are sugary—we can’t support that.”

Interesting foot note: The spokesman for the soda tax campaign, the Seattle Healthy Kids Coalition, is Aaron Pickus—the longtime spokesman for former Mayor McGinn, who proposed the original soda tax four years ago.

3. This morning, the city will once again remove a persistent unauthorized encampment above the Ballard Locks and provide its residents with information about open shelter beds and services in the hopes that some will accept their offers. The Locks encampment has been swept numerous times thanks in large part to repeated complaints by Ballard residents about garbage and erosion at the site.

George Scarola, Murray’s homelessness director, acknowledged Thursday that “of course [the decision to clear a particular encampment] is in part based on complaints. He says the Locks encampment is a “longstanding issue—as long as I’ve been here, I’ve heard people complain about it.” But, he says, the city is getting better about offering real services and shelter, rather than simply directing people to line up at bare-bones shelters downtown. “Are we simply moving people from one place to another? We are doing some of that,” Scarola acknowledges. But, he says, “We are getting 40 percent who are accepting services.” And “moving people around is somewhat useful, because we can remove some of the garbage,” which is a major source of neighborhood complaints.

The sweep begins at 8:30 this morning.

4. A new website that includes a petition to “recruit” 2016 Republican. gubernatorial candidate Bill Bryant for mayor appears to be the handiwork of Matthew Donnellan, Bryant’s campaign manager in his unsuccessful effort to unseat Democratic Gov. Jay Inslee last year. Although the owner of the site paid to register it through a service that hides site owner identity, Ben Krokower of  the consulting firm Strategies 360 noticed Donnellan’s name in the source code and pointed it out on Twitter. Bill Bryant received 32 percent of the vote in King County in his race for governor.

Morning Crank: Based on Unrealistic Expectations

georCity homelessness director George Scarola—who does not like being called a homelessness czar—showed up early for a forum at the Greenwood Senior Center Wednesday night and ended up chatting with me, a few folks who identified themselves as neighborhood residents, and Harley Lever, founder of the group Safe Seattle.

While we waited for folks from the Greenwood Community Council to set up the room, I asked Scarola about a protest that temporarily stymied city workers trying to clear out an encampment under the south end of the Ballard Bridge on Tuesday. Scarola said the incident taught the city that they may need to do things differently next time, possibly by bringing in more police. I asked whether the city had a contingency plan if protests like the one Tuesday became common. Scarola said the city hasn’t gotten to the point—they’re still rolling out new rules for clearing encampments—and asked me, rhetorically, what the demonstrators were protesting. “Are they protesting for the right of people to live in filthy, disgusting, dangerous conditions?” he asked, referring to the “Triangle” encampment the city plans to sweep next week. “Because no one should be allowed to live like that.”

During the forum, which I livetweeted and Storified for those who want the blow-by-blow, Scarola got a bit defensive when audience members suggested the city doesn’t have good data on who is homeless and why, and when Lever, who’s from Boston, suggested that his hometown had all but solved unsheltered homelessness . (Scarola reminded Lever that Boston’s winter, when the city does its annual homeless count, is almost unsurvivable without shelter, and pointed out that the city with the largest number of unsheltered homeless people is … Honolulu.)

Scarola also suggested, not for the first time, that the city might deviate somewhat from the recommendations laid out in Pathways Home, a set of recommendations based in large part on a report by Ohio consultant Barb Poppe and released last year. Pathways Home recommends directing new spending on homelessness toward rapid rehousing with short-term housing subsidies, rather than new shelters for those currently sleeping outside. “Barb Poppe would like us to spend less money on shelters and more money diverting people from becoming unsheltered,” Scarola said. “We don’t totally agree with every recommendation Barb Poppe made, but we agree with the thrust of them.”

In addition to the Poppe report, Pathways Home is based on a report by a firm called Focus Strategies, which says the city “should not limit clients’ housing options based on unrealistic expectations about the percent of income they should pay for rent, the types of neighborhoods they should live in, or even whether they wish to remain in Seattle/King County.” And yet, at a briefing on the results of a new survey of people experiencing homelessness in Seattle Wednesday, staff for the city’s Human Services Department suggested that the city’s goal was to find or build affordable housing options in the city itself, rather than requiring people to move far away from their support systems, service providers, communities, and jobs, often with no reliable transit to get them back into the city.  It will be interesting to see how the city reconciles these seemingly contradictory impulses—to preserve diversity in Seattle and avoid exporting poverty to the suburbs, while also ensuring that people can afford to pay the full price of housing when their vouchers run out after three to six months.

Morning Crank: A Professional Disagreement

2. A large and vocal but mostly civil crowd gathered last night at North Seattle Community College to ask officials from city departments—including the Seattle Police Department, Parks, and the mayor and city council—pointed questions about the city-sanctioned low-barrier encampment scheduled to open in March just off Aurora Ave. N in Licton Springs. Mayor Ed Murray announced that the city would be opening four new sanctioned encampments (including one low-barrier encampment that would not require its residents to be clean and sober) last fall; since then, that number has been reduced to three because the city has had trouble finding suitable sites that neighbors will accept.

Unlike meetings for previous encampments—I’m thinking particularly of Nickelsville in Ballard, where neighbors showed up to scream and berate District 6 city council member Mike O’Brien—last night’s comments were a mixture of the usual concerns about public safety, garbage, and that perennial favorite, “lack of public process”—and supportive remarks from neighbors who said they welcomed the site, including several who encouraged opponents to actually go out and meet some of the homeless people they were vilifying. For those who weren’t following along on Twitter, I’ve Storified my tweets here.

3. District 5 council member Debora Juarez stole Mayor Murray’s thunder last night when she announced, almost offhand, that the mayor’s State of the City speech would be held at the Idriss Mosque near Northgate—a symbolically powerful gesture intended to signify that Seattle is serious about its status as a sanctuary city. (Previously, Murray has said that he is “willing to lose every penny” the city receives from the federal government in order to protect immigrants and refugees here). “I don’t think this is even public yet,” Juarez said. Nope.

4. I grabbed homelessness director George Scarola briefly before the meeting to ask him about a tension I noticed during last week’s panel on homelessness.  Barb Poppe, the city consultant who published a plan called Pathways Home that emphasizes short-term rental vouchers as a solution to homelessness, seemed to push back on Scarola’s insistence that Seattle was experiencing a “perfect storm” that includes an affordable-housing shortage, the opioid addiction epidemic, and a huge number of people who became homeless after growing up in foster care. “There does seem to weirdly be this acceptance that it’s actually okay for people to be on the streets,” Poppe said. “You’ve had very low accountability for results and that low accountability for results, I would find to be a mystery.” The solution, Poppe suggested, was not short-term shelter like tent cities or tiny houses, but housing, and the city’s resources should go toward providing rental vouchers for people to move off the streets instead of those short-term solutions. At the time, Scarola pushed back, noting that with more than 3,000 people living unsheltered in Seattle (and more than 80,000 very low-income people in line for just 32,000 affordable apartments), immediate housing for every homeless person was an unrealistic short-term goal.

Last night, Scarola told me he and Poppe had a “professional disagreement” about the right short-term solutions. “Her overall view is absolutely right—she wants stable housing,” he said. “I just don’t know how you get there without going through steps A, B, C, and D”—where at least the first few of those steps involve getting people out of doorways and into demonstrably better shelter like tent cities.

Morning Crank: Ten Things I Heard at the DSA Panel on Homelessness

1. City homelessness consultant Barb Poppe, who wrote the Pathways Home report that is the basis for the city’s sudden shift toward “rapid rehousing” through the use of short-term rental assistance vouchers: “I come from state of Ohio. You did the right thing in November; we didn’t. But there does seem to weirdly be this acceptance that it’s actually okay for people to be on the streets” in Seattle. “You’re smart, caring people. You know how to get stuff done. I don’t know why you don’t get [solving homelessness] done.”

2. George Scarola, appointed by Mayor Ed Murray to head up the city’s homelessness efforts, on one of the main causes of homelessness, the lack of affordable housing: “It’s an affordability problem that’s the result of income inequality. … There are about 32,000 units for people who earn between 0 and 30 percent of median income, and there are more than 80,000 households that are eligible for [those units]. So what do those other almost 50,000 households do? They’re paying 50 percent on rent or 70 percent or all of their income on rent.”

3. Poppe, in response to those “excuses”: “You go back to affordable housing and the rental crisis, and in your community, that becomes the excuse to not get things done, and in other communities, it becomes, ‘This is the reality that we’re in, and how are we going to overcome that reality and get really energized to do that?'”

4. All Home director Mark Putman, responding obliquely to Poppe’s claim that Seattle is just using the lack of affordable housing as an “excuse” to avoid action on homelessness: “A lot of times we do get caught up in ‘It’s a lot cheaper in Las Vegas or Houston’ comparisons to different cities.”  (Critics of Pathways Home have pointed out that the cities cited as proof that very short-term rental assistance vouchers work are much cheaper than Seattle, making it easier for formerly homeless people to pay full rent when their vouchers run out in three to nine months.) “Look at our data. Bring in, sure, some of your thoughts and concepts and strategies that have worked in other areas, because we all need to be learning from each other, but look at our data and tell us what we can do here.”

5. Poppe, on being shocked to find homeless children in Seattle’s tent cities: “I was taken around to sanctioned encampments and I was proudly shown that there was a hut that a newborn infant was living in with their mother. They said it was better that they’re in this hut-slash-“tiny home” with no running water or electricity. I don’t understand why that is acceptable in this community and there’s not tremendous moral outrage to do better. … In almost every community in the United States, it’s completely unheard-of and unacceptable that a child would be outside.” (I fact-checked this and it is not true; in reality, according to the US Department of Health and Human Services, child homelessness is a significant and growing problem in communities across the country, including an estimated 25,000 homeless in Poppe’s state, Ohio.)

6. A questioner, who demanded to know why she had to walk past “up to 13 tents” and “piles of human excrement” when leaving her “half-million-dollar condo” in Belltown: “For people who live in tents, who really want to live in a tent, who choose to live in a tent and who don’t want the services that are offered—for these people, it’s working for them” to live on the streets.

7. Scarola, responding to moderator Dave Ross’s restatement of the woman’s question, “When can she pick up the phone and say these people need to move and they’ll be moved?”:  “The mayor fought a battle with the city council to make it clear that sidewalks, parks, or school grounds are unacceptable for people to camp in. We are standing up a team in the next week of eight police officers and outreach workers who are specialized in that problem, let’s call it street disorder. They’re going to go and say, ‘Here’s the plan for you: We will either find you shelter quickly or you will not come back,’ and they will have a police person next to them to make the point clear.”

8. Poppe, on what she calls a total lack of accountability by nonprofit housing providers that receive city funds: “You’ve let 1,000 flowers bloom and there has not been any effort to make sure that nonprofits do anything that they weren’t hired in 1985 to do, and you allow providers to perform in whatever they feel is their niche. …  You’ve had very low accountability for results and that low accountability, I would find to be a mystery. Even this year, with the recommendations that All Home and the city put out, you’ve had a lot of nonprofits say, ‘We shouldn’t be held to outcome-based funding.”

9. Scarola, trying to explain why not everyone wants to stay in existing overnight shelters: “The shelter system, it’s not very user-friendly. You cannot bring your partner or your friend. You can’t bring a dog. You can’t bring more than a small amount of possessions. The shelters are crowded. There can be bedbugs. All it takes is to have that happen to you once and you don’t want to go back. We don’t have an alternative. That’s what we’ve got to change. We’ve got to turn all those shelters into 24/7, where you don’t have to leave in the morning.

10. Poppe, on some factors she does think contribute to the lack of affordable housing in cities like Seattle: “There is a huge impact from local communities that have effectively zoned out rental housing. … As Americans, our expectation of an amount of space that we get to occupy is a way to keep others out. It’s a huge problem. The other piece … is we actually do invest very heavily in housing across the country, and disproportionately, those of us in this room get a disproportionate benefit to actually low-income people: We’re homeowners, and there’s a really high subsidy level to homeowners that is actually tied to the value of your housing and your mortgage, so the more you make, the greater your housing subsidy. There has been a national movement to reduce the mortgage interest deduction and instead fund affordable rental housing through the National Housing Trust Fund.”

Navigation Center Behind Schedule, Fourth Encampment Off Table


A proposed low-barrier, 24/7 shelter called the Navigation Center won’t open by the end of the year as planned because of issues with site selection, city officials told the city council’s human services committee Monday. A second planned 24/7 shelter will be much more like a bare-bones traditional shelter—not pets, property, or partners allowed. Four planned encampments may now be three, since the city has had trouble locating a suitable site for the fourth. And ongoing sweeps to “clean up” unauthorized tent encampments will no longer be monitored by the Office of Civil Rights, whose work revamping protocols for tearing down encampments the mayor’s office says is now complete.

Oh, and those trash cleanups at encampments that neighbors fed up with seeing litter and needles have been demanding? They’re not exactly working out as planned, in part because some trash contractors hired by the city are refusing to venture into the encampments.

The mayor’s director of homelessness and officials from the Human Services Department, Finance and Administrative Services, and Seattle Public Utilities briefed the council on the status of what the mayor’s office is now calling “Bridging the Gap”—the plan to add new encampments and shelter beds while the city ramps up its large-scale plan to address homelessness, a voucher-based “rapid rehousing” proposal called Pathways Home. As homelessness director George Scarola described it today, Bridging the Gap is “an interim plan that is how the city responds not just to encampments, but to the issues of garbage, needles, and crime that community members associate with encampments.”

There’s a lot to unpack from today’s status report, starting with the news that the Navigation Center is behind schedule.

The contract to operate the Navigation Center went to the Downtown Emergency Service Center, the most experienced provider of low-barrier shelter services in Seattle, last month. Despite initial plans to open the center in November or December —in time to get some hard-to-house people inside for the winter—the city has yet to announce a site, which pushes the project back at least a couple of months. “Identifying a site has taken longer than we originally [anticipated], so we’re going to have to issue a new timeline once the site has been identified,” said Jason Johnson, HSD’s deputy director, today.

When we spoke last week, Johnson told me that the Navigation Center will be designed to shelter people with barriers (including active problems with substance abuse) that have kept them out of traditional shelters, and won’t be a traditional first-come, first-served facility like DESC’s large shelter at the Morrison Hotel downtown; outreach workers will identify candidates for the center at homeless encampments and on the streets (in San Francisco, the Navigation Center typically identifies new “guests” when the city sweeps homeless encampments there)and bring them to the center. When they arrive, Johnson continued, they’ll get notice of the center’s “30-day expectation”—that is, the understanding that guests are expected to leave the center within 30 days of their arrival. “It’s not that on day 29, someone’s going to be given an eviction notice, but yes, we set a 30-day expectation on all our shelter programs,” Johnson said. The average shelter stay in King County is around 200 days.

Johnson mentioned the 30-day expectation in today’s council meeting, calling the Navigation Center “a place where people can remain in a shelter with a roof over their head, but the entire time they’re there, we’re working on their exit.”

Those who don’t qualify for the Navigation Center, or can’t find a space in the new encampments or existing shelters, would also have the option of spending the night in one of the new low-barrier shelters the city said it also hoped to open next year. These lower-cost facilities  would include lockers, but people wouldn’t be able to hold on to large quantities of possessions or bring their pets or partners with them. Most likely, these shelters would look similar to DESC’s current facilities, which include small lockers and gender-segregated dorms with metal bunk beds set up head-to-foot across a large, warehouse-style room.

Alternately, they could apply for a spot at one of the city’s three new sanctioned encampments, in North Seattle, South Seattle, and South Park. However, those new camps will house fewer than 200 people, leaving thousands still outside. Originally, Mayor Ed Murray had announced that the city would open four new sanctioned camps, but Scarola said the city had had trouble siting a fourth, and anyway, “They will fill gradually, they won’t fill overnight, and we’ll see what the market [need] is for the fourth site.

Ultimately, city staffers emphasized, the goal is to transition the county’s entire human services and homeless housing infrastructure over to the framework described in Pathways Home, a plan touted by Mayor Ed Murray and most council members that would provide homeless people with short-term vouchers to help them rent apartments on the private market, and assumes that many people will have to be severely rent-burdened or move far away from the city of Seattle to find a place they can afford.

(At a public forum on rapid rehousing the other night, several service providers and housing experts panned this plan for imposing de facto segregation on low-income people, and suggested the real problem was not a lack of flexibility on the part of homeless people, but a lack of affordable housing. In response to those critiques. HSD director Katherine Lester shot back, “Are we waiting for a perfect situation? Or do we want people to get indoors?”)

The Navigation Center will shelter about 75 people. The three new encampments might add (substandard) shelter for another 150 to 200. That still leaves thousands of people sleeping outside, in doorways and alleys and the unsanctioned encampments that cause neighborhoods such consternation. To address these perceived public safety issues—including, council members and staffers noted pointedly, the safety of people living in encampments—the city plans to continue its practice of periodic sweeps, under protocols that are still being hashed out by the mayor’s office.

“One of the most contentious topics that [the mayor’s] task force [on encampments] took up was the protocols on where and when city would be cleaning up encampments,” said FAS director Chris Potter. “We embrace the need for, and process of, having other people weigh in on the [protocols], and I fully expect that will be a very extensive and contentious process.” Potter said council members could expect to see a draft of the sweeps protocols by the end of January.

Council member Lisa Herbold said she had been told back in November that whatever the protocols end up being, the Seattle Office of Civil Rights—which was charged with monitoring encampment removals and making sure workers were complying with rules about notice and disposal of people’s possessions—will no longer be monitoring the sweeps. A Seattle Times report yesterday detailed many apparent violations of existing protocols for encampment removal between September and November of this year, and described several sweeps that were shut down after SOCR monitors observed violations of the rules.

“I want to know if the executive feels there is not value to be added by the unique perspective that SOCR brings to monitoring this work, and if an FAS staffer can adequately replace that value,” Herbold said. Potter responded that, basically, SOCR has been helpful at suggesting new practices, like posting stickers on tents to give their occupants advance notice of sweeps, but “we want to operationalize and routinize the process of encampment removal.” Then he changed the subject to the reports FAS plans to publish detailing the outcome of each future encampment sweep.

Despite what sounded like an awful lot of bad news—no more civil-rights monitoring of sweeps, fewer encampments than anticipated, delays to the Navigation Center, a huge unmet need—both Scarola and committee chair Sally Bagshaw seemed remarkably bullish on the city’s homelessness efforts. “We are at the point where big changes are going to happen, and people in our city are going to be able to see that big changes are happening,” Bagshaw said. It was unclear to which people she was referring.

New Seattle Homelessness Director: “It Helps to Have Some Diplomatic Skills,” Tenacity

Last week, Mayor Ed Murray announced he was appointing George Scarola, a former League of Education Voters lobbyist and aide de camp to State House Majority Leader Frank Chopp (D-43), to a new cabinet-level position overseeing city departments’ work on homelessness.

Scarola is a known quantity to Murray, who worked with him in his previous job as a senator and, before that, as a state representative, which is one reason, both Murray and Scarola say, that the mayor offered him the position. But he’s less familiar to a more recent generation of homelessness advocates and policymakers. The last time Scarola found himself in the trenches on homelessness was back in the late ’90s when, as head of the Sand Point Community Housing Association, he led efforts to build new housing for people experiencing homelessness on decommissioned Navy land in Magnuson Park.

After his time in Chopp’s office, and a stint as head of the state House Democratic Campaign Committee, Scarola worked on Seattle housing levy and education levy campaigns after leaving. Most recently, he was the legislative director for the League of Education Voters, where, several acquaintances say, he brought a rare combination of skilled political player and hardcore public policy wonk. “He’s very good at understanding politics and very sharp when it comes to policy,” Seattle political consultant John Wyble says. Moreover,  “George is great at working with some tough personalities. I’ve seen him do it before and think he’ll do it again with Ed.”

Murray, of course, disputes the “narrative” that he’s rough around the edges, telling me he picked Scarola based on his ability to bring people together, including the lasting coalition he helped build that has passed education levies for nearly two decades.

“George is one of the most value-based, understated individuals I can think of, and in a situation where there’s a lot of anger, tension, and egos, we really need someone who can focus on getting us to yes on all the issues we face,” Murray says. The $50 million the city has pledged to spend this year on homelessness, Murray says, is “more than most departments’ budgets, but there is no single director of this effort. It’s scattered throughout the departments. And so, basically, a lot of it has been in my office, and we can’t do that kind of work. Operationally, it needs to be in an office or department of its own.”

Scarola himself has been on the job less than a week, and still seems to be getting his head around the enormity of the job he’s been tasked with. To be successful, he’ll need to be a combination diplomat-enforcer, as well as a policy wonk who can back up the mayor’s policies with evidence and data. I talked with Scarola recently about his plans for the office, his history with the mayor, and why anyone would step out of semi-retirement to take on the most contentious and challenging issue of the decade.

The C Is for Crank (ECB): The mayor’s announcement said that you’ll be guiding the city’s efforts on homelessness across many different departments. Can you explain what that means?

George Scarola (GS): At the moment, I’m a department of one. The city has about 20-plus departments that touch or deal in big ways with the problem of homelessness—everything from the human services department, sanitation, the police, libraries, the people who do cleanups at encampments, who provide the Port-a-Potties—and because the problem stretches across agencies, it’s easy for the city to look schizophrenic.

The mayor is looking at a model in Boston, where he has one person who can say what’s happening across the board and look at what’s happening across the city, and someone he can hold accountable. I’m a cabinet-level position so that I can call on any department to carry out or clarify what the city’s policy is and ask for resources, ask for help, provide direction, and coordinate the city’s message.

“[Murray] needs a combination of people who have tact and are not going to take no for an answer. … It helps to have some diplomatic skills and still get results.”

ECB: Murray told me that he asked you about taking this position several months ago and you turned him down. Why did you reconsider?

GS:  That was in January or December, and I had made a commitment to go back [to China, [where Scarola moved after leaving his position as policy director at the League of Education Voters] and teach a graduate school course at the same university that it’d been at. It was a cool opportunity, I was teaching public policy at a great university in China, and I was like, “I just can’t tell them no.” And I thought, “There are people who know this issue better.” I talked to my friends in the housing world and homelessness world who I thought should be doing this. Now that I see better what the job is, I get better why the mayor asked me to do this.

[Murray] needs a combination of people who have tact and are not going to take no for an answer. Instead of saying, “We’ll get there, but it’ll take us a year,” he would like to have somebody who will just get these things that we know would work better done in a shorter time frame, and just press everybody harder. He somebody that he knows who can do that, and that’s what I do. I try to make things happen without alienating or turning it into an ever more tenuous situation. If you’re talking to the police chief, if you’re talking to a community group, it helps to have some diplomatic skills and still get results.

ECB: Since you’ve worked with both Mayor Murray and Frank Chopp, I have to ask: Is part of your job being a buffer between a sometimes-hotheaded mayor and the departments and community groups?

GS: I don’t see myself as a buffer. Ed wants to get something done and he is determined to make a difference. He’s elevated the issue. He’s communicated that. Now the trick is spelling that out with the city departments and to some extent with people outside of the city. He’s the elected. I only have one job, which is to move a set of policies through across a number of agencies, so I think what he wants is tenacity.

How can you provide any services to anybody if they have no shelter? Once you’ve got housing, you can access conventional services, but without it, I don’t know how you even get started.

ECB: Do you have a theory about the root causes of homelessness? Do you attribute it mostly to a lack of affordable housing, mental illness, addiction, or something else?

GS: It’s all of the above. There’s a statistic I’ve seen where a $100 increase in rent will produce [15] percent more homelessness. That’s one factor. We have an opioid epidemic. We have an economy that forces people into structural unemployment, where there’s just no jobs in rural Washington and small towns in Washington, and people at the edge give up looking for jobs because they can’t find them. You have the federal government getting out of the housing business in the last 30 years in a big way. State funding for mental health has declined. It’s like a perfect storm. Probably there were many people in the past with mental health and drug problems who could afford to get by with cheaper housing. So you raise the housing costs and those people can’t afford to get by anymore. And then add one more: Because the people who come to Seattle are not just people coming to work for Amazon and Microsoft but people who have heard there are more jobs in Seattle and in the service sector, sometimes those jobs aren’t very stable.

ECB: But of all those factors, isn’t the lack of affordable housing the main issue?

GS: Clearly, that is the biggest problem. There can’t be any question that if there’s not much affordable housing, that the people who have the lowest-paid jobs or are in the most unstable situations are going to be the most affected by those increases in rents.

ECB: Given that, what do you think of the “housing first” model, which says that we need to get people into housing before we deal with whatever other problems they might have?

The mayor is very clear: I don’t want to see people on mats on the floor. I want them to have decent shelter. 

GS: I’m totally there. How can you provide any services to anybody if they have no shelter? Once you’ve got housing, you can access conventional services, but without it, I don’t know how you even get started.

ECB: The mayor has appointed a task force to look at how to improve what homelessness advocates are calling sweeps, and what the mayor’s office is calling “cleanups.” When you hear “cleanup,” what exactly do you see the city “cleaning up”? Garbage, people’s possessions, the people themselves?

GS: I think the idea of a sweep is that you move people out without any real place to go, and to some extent the city has chased people from one place without another place to go. The city’s saying, that doesn’t work for anybody. and the cleanup protocols will address that problem. But if we waited until we had realistic shelter available where you could bring pets, partners, and possessions, we’re not going to do much, if any, cleanups waiting for that day.

There’s a task force, and its job is to come up with better protocols. The mayor asked for that task force. I would be the first to say we’re not satisfied with the way the cleanups have been carried out. So he asked the task force to look at the protocols: Why can’t we do this better, how can we do this better? And so I think that’s going to be a tall order, but that’s high on my list, is to do everything I can to help that task force reach some recommendations for the city about how to do the cleanups better.

I worked very closely with a young man who was a classic foster child. He became a young adult and I tried to find him housing. This was years ago and it was like an education.

ECB: Does it undermine the task force’s work to have the ACLU and Columbia Legal Services submitting legislation that would halt the sweeps?

GS: First of all, that’s what the task force is supposed to be doing. Probably that proposal, either in whole or in pieces, will be part of the task force deliberations. If that piece of legislation were acceptable, I suppose we could call off the task force, but the mayor believes that when you have piles of garbage, when you have generally unhealthy situations, when you have encampments in places that either endanger the people getting to them because they’re so close to the roadway or prevent, in the case of the Duwamish, the state from doing some inspection work, that it’s the responsibility of the city to deal with those problems.

I think we’re on a fast track here, and I think that although the task force only has a month and the issues are complex, I don’t think if you took six months you would have a better product. We know what the issues are.

ECB: Do you think the proposed Navigation Center will be a model for what the city will provide to people who don’t or can’t go to conventional shelters?

GS: It is a model, and it is the kind of program that lots of people think is the right alternative to offer. In the legislation the ACLU is proposing, it reads like the Navigation Center:  24/7 [shelter], the ability to store your possessions, a safe, low-barrier place [where] you’re not excluded because you have an addiction problem. I think the Navigation Center is the example that that legislation points to, and it’s been working in other cities, so that’s a very high priority for us.

ECB: A lot of people have told me a policy wonk, but your area of expertise to this point has been education. Would you say that you’re someone who picks up new things, like the politics and policy around homelessness in Seattle, quickly?

GS: I am somebody who, when I know it, I really understand it. It’s a little bit more gut for me. If you’re saying, will I remember all the statistics? No.

The reason I said no in January was, I couldn’t stand the idea of waking up in the morning, in the winter, when several thousand people were living in cars and in tents. It was more than I could deal with. I’ve had six months to get over that, and so I go, “okay, someone’s going to do this job.” And I’ve got a few months before winter hits. It’ll be very personal. I will know the subject at a gut level. It’s not something you can gloss over. It’s a big problem. It’s going to take time go get all these pieces working to move in a direction that’s going to move more people out of the outdoors, out of mats on the floor. The mayor is very clear: I don’t want to see people on mats on the floor. I want them to have decent shelter.

ECB: Is homelessness an issue that has impacted a family member or someone else you know personally?

GS: How could it not? I worked very closely with a young man who was a classic foster child. He became a young adult and I tried to find him housing. This was years ago and it was like an education. Every place he walked in, everyone knew him. And what happens in the foster care system is people learn how to get along and how to fit in in the 15th, 16th, 17th family. But you never learn to take care of yourself. I watched him become the dad to three children, with three different young women. So yeah, I know it from that point of view. And when I told his girlfriend, it probably would be good if you waited [to get pregnant] until Eddie had a job and could provide for you, and you could have an apartment of your own instead of going back and living with your mom, she said, “You are so old-fashioned. She knew that if she got pregnant she could get support from the state, that it worked for her, and I didn’t know that. One of the things you learn is that people do make access that are rational from their circumstances that look crazy from the outside.
