The C Is For Crank Interviews: Former Mayor Mike McGinn

Last week, former mayor Mike McGinn took many in the local political community by surprise when he announced he was running again for his old position. Although McGinn’s name had certainly circulated in the past as a potential challenger to Mayor Ed Murray, who defeated the then-incumbent in 2013, he always demurred when asked, calling the question of whether he planned to run “unanswerable.” It became answerable, it appears, after a man named Delvonn Heckard sued the mayor, alleging Murray had sexually abused him when Heckard was a teenager in the 1980s. McGinn announced his run with a press conference in his Greenwood backyard and the perplexing campaign slogan “Keep Seattle,” which he told me means “Keep Seattle for people.” I sat down with McGinn on Capitol Hill last week.

The C Is for Crank (ECB): I know you don’t want to comment on the charges against Mayor Murray, but I do wonder whether your decision to run now, instead of declaring before the scandal broke, is a bit opportunistic. Did you decide to run because you have specific issues with the mayor’s record, or because you saw an opportunity open up and you want another bite at the apple?

Mike McGinn (MM): I do care a lot about the city, and I’m interested in how we can make it so that people can move here and live here, and that we’re still a place for immigrants and refugees to land, that we’re still a place for young people and artists, and that we’re not driving people out. This has been the dominant issue of the day. I’ve been watching the land use and transportation issues with concern. The homelessness issues also concern me. And all of this is in the context of a budget that’s growing and growing and not really being managed very well. When I saw Ed come out at the State of the City speech and say, ‘Here are my solutions: two more taxes,’ [a tax on sugary soda and a property tax increase to address homelessness], I just decided we’re not managing the city for the people who are here or who want to come here.

ECB: In your announcement, you said specifically that growth has been responsible for driving up rents, and that the city needs to adopt policies to mitigate those impacts. To me, that sounds very different than the Mike McGinn of 2013 or 2009, when you ran as a pro-growth candidate. What’s changed?

MM: I think that my views on land use and transportation issues have really been consistent over time. I think the biggest thing that’s changed is the incredible growth in jobs at Amazon and other companies. It’s like a different environment. That’s the biggest difference. Things really change when we have a situation where tens of thousands of jobs are being added, and that puts demand on housing and increases rents and housing prices. And then the taxes. Our overall tax system is very regressive. So it turns out that there are people benefiting from the growth, but the people who are objectively benefiting the least, those with the lowest income, are actually getting priced out. And that’s a different place than the city has been. When I was at Great City [the pro-growth nonprofit McGinn co-founded], we were still working on, how do we get major employers to locate downtown? And that, historically, has been the issue for cities like Seattle that saw big employers depart for the suburbs, whether it’s Microsoft or T Mobile or A&T Wireless—all of these companies were moving out.  We went from zero cranes in my term to many, many cranes now, and that calls for a more aggressive policy response than we’ve had.

ECB: What do you mean by a more aggressive policy response?

MM:  I’m in favor of the policies that I’ve always been for. I’ve been a supporter, as you know, of missing middle housing. In my term, we tried to make it easier to build small apartment buildings, microapartments, backyard cottages, and the like. We were for those things. The critique I’ve had—and this is, I think, where some of the confusion arises—was of the HALA process. It was good-hearted in the sense that a bunch of people came together to promote their best ideas, but coming from my own experience as mayor and my own experience in the green community, I could sense what was going to happen, and it did happen, which is that there were a lot of people who were left out of that process and there was an immediate backlash against the proposals, which led to some of the more promising proposals just being dropped entirely right off the bat.

ECB: Are you actually saying that you don’t think there would have been a backlash if Murray had included all the groups that feel they were left out of the process, even if they arrived at the same set of recommendations?

“The HALA process was good-hearted, but there were a lot of people who were left out of that process and there was an immediate backlash against the proposals, which led to some of the more promising proposals just being dropped.”

MM: There may have, but we know the result we ended up with. The debate over growth, as we can see ,is becoming a really polarizing one in the city. People want to label each other—’Oh, they’re an urbanist,’ or ‘Oh, they’re a NIMBY’—you’re not going to make that go away. There are people on either pole who aren’t necessarily going to be persuadable, but in my experience working in neighborhoods, there are people in the middle who are persuadable. But if you can’t overcome the process objection, your’e never going to be able to get there.

ECB: So are you saying that you think the HALA process should be revisited, even though the council has already adopted a lot of the upzones?

MM: I think that process is going to obviously run its course through the council. There’s a number of things happening and we can quibble over specific policy details, but I do think it’s not going to produce the types of changes in housing policy that we ultimate need. It’s just not the scale that we need. So we’re still going to have to revisit the issue of, how do we make it so that people can live here.

ECB: One specific thing Murray has done is to distance the city from the neighborhood councils, and as you know, there was a backlash to that. His response to that backlash, and I think it was a appropriate one, was to say, ‘We’re not excluding you, we’re just including other people too.’

 

“Now I’m not saying that all of a sudden everyone says, ‘Oh, I’m for a bike lane.’ There are going to always be some people who hate a bike lane. But when you have neighbors talking to neighbors about what an outcome should be, you remove the process objection.”

MM: I personally was bothered by the way Ed kind of got rid of them. I do think they have a place but—you should go reread the article I wrote on Crosscut. I expressed that there were weaknesses. But I think that [cutting ties with the councils] was a divisive act. It was perceived by those folks as an attack. And I think there’s a way to say, ‘Look, you’re a voice and we’re going to continue to solicit your views, but we’re also going to invite more people in. That’s a process issue as well.

ECB: But I feel like those people hated you anyway. So how are you going to convince people that Ed is divisive but you’re not?

MM: You have to define what you mean when you say [divisive]. Are there are people in every neighborhood who are resistant to changes? Sure. But I think there are also people in every neighborhood who are open to change. I’ll give you an example: Bicycling in the the city. When it was portrayed as, the mayor is imposing his will on neighborhoods on biking, that was not something that went so well. That was one of the beauties of the road safety action plan. We actually brought folks in the room and we found a different way of talking about and approaching the issue. That helped change the debate. Now I’m not saying that all of a sudden everyone says, ‘Oh, I’m for a bike lane.’ There are going to always be some people who hate a bike lane. But when you have neighbors talking to neighbors about what an outcome should be, you remove the process objection. I look at the HALA focus groups. The reason people dropped out is that ultimately, it didn’t feel meaningful to them, for whatever reason. And so that’s what I’m trying to get at, is you need to have that engagement on the front end. When I went to a town hall and had a group of people saying we can’t do something on this street, and we had other people saying, ‘I live in this neighborhood, and I do those things.’ That fundamentally changes the debate.

ECB: It’s my impression that the neighborhood-versus-city or homeowner-versus-renter divide is much sharper now than it was when you were mayor. What’s the breaking point, when you have to say, ‘Sorry, you might not like this policy, but we’re going to do it anyway’?

MM: Ultimately, you have to make the call, but first you have to listen.

And I walked into rooms with hundreds of people yelling at me, and I brought my staff with me and I brought my department heads with me. Has [Murray] ever just walked into the room and said, ‘Anybody in the neighborhood who wants to ask me a question, go, one after the other’? I did. And what I learned was, the first meeting, people really unload. And the second meeting, it’s like, ‘Oh, he’s showing up again.’ And by the third meeting, maybe you feel like you’re starting to make some progress. But you need to show that you’re going to have a continued commitment to showing up in the room, and the next time you show up in the room, you show that that you’ve delivered something, and that you’ve heard what they say and you’re trying to deliver an outcome. Who you speak to, who you let question you, changes what you do, and if you’re just in the room with the lobbyists, if you’re just in the room with the donors, certain things are going to become priorities. If  you don’t hold yourself accountable to the neighborhoods, other things become priorities.

When you talk about the divisiveness issue, you should look at who’s getting upset and saying that. I think a lot of groups in the city thought I was far more inclusive than they had seen. But there are hard issues where there are deep divisions, like land use, zoning, bike lanes, and you can do things as mayor, inadvertently, to drive that division.

ECB: Can you give me an example of something you did to inadvertently exacerbate a division?

MM: Fire station 39. [In 2012, Lake City residents opposed plans to use a decommissioned fire station in their neighborhood for shelter and services for homeless people. Last year, the city reached an agreement with the Low-Income Housing Alliance to develop workforce housing at the site.] There were neighbors that were upset about that. They didn’t want it there. And this was an example where we were like, ‘Okay, who are the neighbors who support it?’ And the breakthrough, as time passed, was that we realized that there was a division in that neighborhood that already existed, between people who were fine with it and supported it and people that were adamantly opposed. And we started a Lake City planning process to talk about how we deal with these issues, and projects came out of that that people could agree on who disagreed w other things.

The HALA process is very divisive, it is tense, but we’re going to have to revisit it.

ECB: But the HALA upzones are all passing the council unanimously.

MM: Yeah, but I think at the end of the day, I don’t think that those upzones are going to be sufficient, and the measurement of sufficiency is in the rents and housing prices that we’re going to see.

ECB: So what do you want to see? Higher incentives? Higher payments? Just more process? What would you change?

MM: I think we could have gotten a little more out of luxury condos and we’re probably getting too much out of small apartment buildings, as an example, and one of the ways to get more out of the bigger buildings was to let a tower be more of a tower. It’s harder to get as much out of small apartment buildings. But having said that, let’s not forget that in the last couple years we also saw microapartments ruled illegal as well.

ECB: With the support of your ally, Mike O’Brien. What did you think of that vote [effectively barring new microhousing developments]?

“Murray did not recognize that this problem is scaling up, and that we need to scale up the response—not just ring the fire alarm, ask the feds to come in, and then just run out of the building. You’ve got to be the fireman on this one.”

MM: I think that they were not for everyone, but they are for some people, and it’s disappointing to me that we don’t make that option available. With backyard cottages, Mike had to try to carry that alone, really without much support from the mayor’s office at all, and now it’s tied up in litigation. [A neighborhood activist sued to stop the implementation of rules that would making it easier for homeowners to build accessory dwelling units, and O’Brien announced last month that the city would do a full environmental review of the impact of backyard cottages and basement apartments]. Maybe it would have happened anyway,  but that’s something where the mayor basically walked away from those recommendations because he thought it was too hot.

ECB: The issues you hear people getting worked up about now are not things like a single fire station. They’re, ‘I see encampments 400 times a day.’ How do you think the mayor has been doing at addressing the issue of homelessness?

MM: Not well. I think what we saw was the scale of the problem grew dramatically but not the scale of the response. Declaring an emergency is a good thing, but it was then followed by, ‘Let’s wait for the state.’ The strategy was that [the declaration of emergency] will encourage the state or the federal government to give us more, and I don’t think that was good judgment. When I was mayor, we had Obama as President and community development block grants were being cut. It was happening even without Trump. And the idea that he federal government was going to rapidly change course was not realistic. We spent a lot of time not responding. The number of sweeps picked up and we weren’t picking up the scale of our response. It’s a management issue around effectively handling the sweeps, but there was also the policy issue of prioritizing our resources.

ECB: You use the word ‘sweeps,’ which is itself a loaded word. Are you now opposed to sweeps?

MM: I did them as mayor too, but my view was always that if we needed to do it, we needed to be able to say to the public that we were providing more options for somewhere to go.

ECB: Murray says his new Navigation Team does offer meaningful alternatives. Do you think that’s b.s.?

MM: No, I don’t think it’s b.s., and I’m sure there are some really good things happening there, but we are three years and three months into his term, and he finally figured out how to do it, and that’s a serious problem. He did not recognize that this problem is scaling up, and that we need to scale up the response—not just ring the fire alarm, ask the feds to come in, and then just run out of the building. You’ve got to be the fireman on this one.

ECB: You’ve said you want to find efficiencies in the city before asking voters for another tax. Do you think there’s enough room in the budget to pay for the growing need for homelessness services?

MM: We may indeed need more resources—I suspect we will, as a way to get through it—but I don’t want to say we need another tax until we take a really close look at spending. I believe there’s real money in that budget to be reprioritized.

And if we are going to tax, what I would look at would be what happens if you, for example, increased the business and occupation tax on businesses over a certain size and expanded the exemption so that small businesses have lower costs. There’s actually a lot of money to be had. The dreaded employee hours tax—what came to be known as the head tax—is another example. And these are things, by the way, that the city council can do without passing a ballot measure.

And I think, let’s answer the income tax question, for crying out loud. [State law prohibits a state income tax, but both McGinn and Murray have said they want to propose a local tax to see if it stands up in court]. I would get that going as soon as we could so we could get an answer on that. I actually think a city income tax, if legal, could probably be better than the corporate tax I was just describing.

ECB: Do you think that since you left office, the city council has moved in your direction politically?

MM: Absolutely. Yeah. For example, the city council’s big response to homelessness the first year I took office was an anti-panhandling statute [which Tim Burgess proposed but which never passed]. They opposed the temporary  encampments again and again—in fact they took a vote and told me I had to evict them back then, and for that, some labeled me divisive because I was standing up for the homeless. And now we’re starting to see people putting tiny houses in the encampments, and they’re really better places than they were when the council was trying to stomp them out.

Municipal broadband, while it’s certainly been quashed by Ed, the demand is still out there. (Ed. note: In fact, McGinn commissioned a study that found that municipal broadband would cost between $700 million and $900 million and did not pursue the idea further, instead announcing a partnership with a small, new company, Gigabit Squared. That deal fell apart when Gigabit ran out of funding and left the city with thousands of dollars in unpaid bills; the company’s president soon stepped down over the botched deal.) I remember when I first ran, people were going, ‘Municipal broadband—what does that have to do? Fiber optic—what does that have to do?’ That has changed. When I ran, a lot of people criticized me for wanting to get involved in the school district, and now the it’s taken for granted that the city should be part of education and the school district, and a partner on things like expanding youth violence prevention. So has the city moved more in my direction and the things I was fighting for then? Yeah. And that’s where I thought the city was going.

Morning Crank: It’s On

The big news from the first joint mayoral-city council election forum of 2017, sponsored by the 46th District Democrats last night at the Mennonite Church in Lake City, was Mayor Ed Murray’s announcement that he will propose a local income tax on high earners, taking away a major campaign talking point from one opponent, former mayor Mike McGinn, and potentially overshadowing efforts by a coalition called Trump-Proof Seattle that has been working for months to come up with a local income tax that will pass legal muster.

At the forum, Murray said he planned to “send to council … a proposal for a high-end income tax.” Murray announced the proposal in response to a question about solutions to homelessness, and preceded McGinn in the order, knocking the former mayor a bit off balance. “In my announcement, I proposed an income tax,” McGinn said. “If that is found not to be legal, we need to tax the big corporations that are benefiting from the growth” in Seattle.

Murray said a high-earners income tax would probably face an immediate legal challenge, one reason he has cited in the past for not proposing such a tax. (Murray initially proposed a new local property tax to pay for programs to address homelessness, but abandoned that plan in favor of a countywide sales tax, which he endorsed along with King County Executive Dow Constantine last month.

Of the eight mayoral candidates on stage last night, only one—Cary Moon—raised her “no” sign to the lightning round question, “Do you support a local income tax?” Moon told me yesterday afternoon that she is more interested in a capital gains tax, which she believes is more likely to hold up in court.

Morning Crank: McGinn Again

At least he already has the Twitter handle covered.

Standing in the yard of his single-family home in North Seattle Monday, former mayor Mike McGinn announced he was running for his old position again as a champion of the little guy—the small business getting squeezed out by rising taxes, or “the people who helped make this city what it is [who are] being pushed out by growth.”

Both the setting and the tone were a departure for McGinn, who ran for his first term as a Vulcan-backed advocate for density, urbanism, and—lest it be forgotten—GROWTH.

In a PubliCola endorsement of McGinn in 2009,  my former colleague Josh Feit and I wrote:

Ever since 2004, when Mike McGinn emerged as a Greenwood neighborhood leader and reclaimed the vaunted role of “neighborhood activist” from the anti-urban reactionaries who had dominated local politics for so long, he has been shattering the status quo and pointing Seattle in the right direction. His first victory: Turning the Greenwood Community Council into a platform for green density, pedestrian-oriented streets, and smart development.

Even before he ran for office, McGinn was a friend to developers; for example, his green urbanist organization Great City was bankrolled by companies like Vulcan and Triad Development and advocacy groups like the Master Builders Association. So it was a bit jarring to see the onetime density advocate standing proudly in his single-family yard and denouncing property taxes and growth as the reason for rising rents.

Likewise, it was odd to hear a candidate who was once a passionate advocate for a tax on sugary soda—McGinn’s tax, which Murray did not support, would have paid for parks—speak out against raising revenues through additional taxes, finding savings instead through efficiencies and increasing revenues through a city income tax. (McGinn, an attorney, surely knows a city income tax is unlikely to pass legal muster).

And it was, frankly, jaw-dropping to hear McGinn suggest that the city should reverse the course it has set under Murray (who has worked to involve traditionally underrepresented groups in the Seattle process) and get traditional neighborhood activists more involved in city planning; as mayor, McGinn was never one to pander to lowest-common-denominator NIMBYism, although many on the left (including socialist council member Kshama Sawant and Position 8 candidate Jon Grant) have certainly cozied up to anti-growth homeowner activists since McGinn’s 2013 defeat. By extending an olive branch to density opponents of all stripes, including homeowners who believe new neighbors will harm their ever-rising property values, McGinn may simply be acknowledging the new political reality—candidates who want to flank pro-growth incumbents like Murray from the left have started taking the view that density and affordability are at odds.

On the other hand, it’s entirely possible McGinn hasn’t put together a coherent campaign plan yet. Everything about his announcement—from the slapped together logo to the grammatically confusing slogan (“Keep Seattle” may be 2017’s “Mike Listens“) to the fact that, so far, McGinn’s campaign lacks both a website and an endorsement list—suggests that the former mayor arrived at his decision to run not long after news broke about a sexual abuse lawsuit against Murray.

 

Murray, who beat McGinn 52 to 48 in their initial matchup, obviously considers McGinn a credible threat. Just 12 minutes after McGinn’s morning press conference got underway, Murray’s campaign issued a statement touting what the campaign described as Murray’s accomplishments and McGinn’s failures, and concluding: “We believe that the people of Seattle do not want to return to those bad old days of failed and divisive governance. We look forward to drawing a clear contrast between Mayor Murray’s stellar record effective, progressive leadership and the track records of all of the other candidates in the race.”

“Contrast” usually translates as “negative campaigning,” and indeed, the famously combative current mayor—whose response to a lawsuit alleging he sexually abused a teenage boy was to hand reporters a medical exam that included a description of his genitals—had this to say about his equally pugnacious two-time opponent: “Mike McGinn picked fights with everyone under the sun. He attacked our Democratic governor, calling her a liar. He fought the Obama Dept. of Justice on police reform. He fought with our U.S. Attorney. He fought with our City Attorney. He fought with the City Council.”

No doubt, the mayoral campaign just got a lot more interesting—Murray and McGinn are worthy combatants, and McGinn, at least, is clearly raring for a rematch. But with two big-egoed men who like to hear themselves talk thumping their chests in the foreground, will other voices—like Nikkita Oliver, who previously occupied the campaign’s lefty spot, or a second female candidate (perhaps activist Cary Moon?), who is rumored to be announcing Wednesday—get drowned out?

Morning Crank: The Political Rumorscape

1. Samantha Bee has invited the “Seattle Seawards”—the five women of the city council whose vote against vacating Occidental Street to enable billionaire Chris Hansen’s basketball arena inspired sportsbros across the city to flood them with a torrent of rape threats and sexist hate speech—to her Not the White House Correspondents Dinner on April 29.

The five women voted against handing over a portion of Occidental Avenue S. to Hansen because of concerns that a new arena in SoDo would exacerbate traffic problems in the area and make it harder for the Port to do business. Bee featured them on her show, “Full Frontal With Samantha Bee,” after the backlash, which featured grown men telling women to kill themselves and “get back in the kitchen,” among many more vulgar taunts and threats. Three of the five—Sally Bagshaw, Lisa Herbold, and Debora Juarez—have reportedly accepted Bee’s invitation to the shadow correspondents’ dinner,  a black-tie daytime affair that will raise money for journalism scholarships.

2. UPDATE: Well, at least one of the people on the list of perennial candidates, former mayor Mike McGinn, plans to run; this morning at 10:30, he will formally announce his candidacy. McGinn had one term as mayor before losing to Murray in 2013.

Although there have been many reports about “long lists” of credible candidates lining up to challenge besieged Mayor Ed Murray, most of those lists include people who have already said emphatically that they aren’t running for mayor, like Kshama Sawant, Mike O’Brien, and Tim Burgess. Others include people who haven’t said they aren’t running, but who also tend to show up on lists of potential contenders for council or mayor every two years, then disappear from the political rumorscape until the next campaign cycle—former US attorney Jenny Durkan, Seattle Chamber of Commerce CEO Maud Daudon, ex-mayor Mike McGinn.

But here’s one we haven’t heard before: Downtown tunnel opponent, affordable housing advocate, and anti-neoliberalism writer Cary Moon, who Crank hears may be the “well-resourced” female candidate consulting firm Moxie Media has been working with. No confirmation from either Moon or Moxie yet,  but we’ll let you know as soon as we hear yea or nay from either.

3. Operation Nightwatch, the overnight men’s shelter that had to vacate its old digs at the Pearl Warren building in the Little Saigon neighborhood when the city announced it was opening a 24/7 Navigation Center there, has to move again. Earlier this month, the city announced it had found a temporary space for the shelter at the Next 50 Pavilion at Seattle Center, but their time runs out today. Operation Nightwatch Executive Director Rick Reynolds said last week that the group has found a short-term space that will be ready in May, and a longer-term solution beginning in August, but that still leaves a “wretched gap for the next few weeks.” Seattle Human Services Department spokeswoman Meg Olberding said Friday that the city has figured out a way to fill the gap, but did not provide any details about what that solution looks like or when the shelter will relocate.

Afternoon Crank: I’m Shocked At the Scale of That

1. The city auditor has completed his investigation into the implementation of a new joint billing system for Seattle City Light and Seattle Public Utilities customers (memorably known as the New Customer Information System, or NCIS), and concluded that the reason the NCIS went $34 million over budget is that … the system ended up being more complicated than anyone had anticipated, and took more time and manpower to implement.

Or, as assistant city auditor Jane Dunkel put it during a briefing before the council utilities committee Tuesday, “The simple answer is that it took … ten months longer than anticipated,” and the extra cost “was in labor—city labor and consultants.” Specifically, the city spent $10.8 million more than budgeted on consultants, and $20.6 million over budget on city staffing, in the 10 extra months it took to complete the new billing system.

Mike O’Brien, a former CFO himself, seemed incredulous at those figures. “When I look at $20 million over 10 months—so, $2 million a month— if a city employee is costing us $10,000 a month, that means 200 employees were on this project,” O’Brien said. “I’m shocked at the scale of that.” Dunkel said that many of those employees had probably been reassigned from other tasks, but acknowledged that 200 employees is a lot of city workers to dedicate full-time to a single project. (The city calculates costs in full-time equivalent employees, or FTEs, so 200 full-time workers is just a proxy for the total cost.) And, Dunkel said, the city decided to “prioritize quality over timeliness.”

That brought O’Brien to his second question: Why, if project leaders knew they were slipping over budget and behind schedule, did they not inform the council sooner? (Committee chair Lisa Herbold had the same question.) Dunkel acknowledged that the trend toward being over budget and late was obvious “in retrospect,” but said the people working on the project may have thought they could make up the money and time. “Is it just well-intentioned people who are optimistic and thinking, ‘If we just keep working harder and faster, we’re going to make it’? Or is it people saying, ‘Wait a minute, we’re not going to make it and we need to let someone know that,'” Dunkel said.

“There were vacations and leaves, there was mandatory overtime—there wasn’t a point when they said, ‘Let’s stop and recalibrate.’ And part of it is that it’s hard to come back and report on that. You don’t want to do that until you’re really certain that you can’t make that date.”

You can read the auditors’ recommendations—which include requiring the city’s Chief Technology Office, Michael Matmiller, to report back to the council monthly on the status of the city’s IT projects—as well as the auditor’s presentation and a report on best practices by an outside consultant—on the city’s website.

2. On Wednesday, Mayor Ed Murray’s Human Services Department announced the location of a new, 24/7, low-barrier homeless shelter on First Hill. The shelter, which will accommodate about 100 men and women, will be located at First Presybterian Church, at 1013 8th Avenue. The city will hold one community meeting on the shelter at the church, on May 22 and 6pm, and hopes to open the shelter in June or July. If opposition to a methadone clinic in the neighborhood is any sort of guide, expect protests.

3. HSD and the mayor’s homelessness director, George Scarola, came to the council’s human services committee yesterday armed with numbers that they say demonstrate the success of the city’s new Navigation Team. The eight-member team, which includes both police and outreach workers, notifies residents of homeless encampments when the city plans to remove them from public property, and provides information on services and shelter, including other, authorized encampments. Scott Lindsay, the mayor’s special assistant on public safety, said that of 291 homeless people the team has contacted since it formed in February, 116 went into “alternative living arrangements”—about 70 to traditional shelters, and 46 to authorized encampments. “That’s more than just a referral—that’s actually a connection,” Lindsay said. “Those are people who were weeks or days or months ago living on streets unsheltered, who are now living inside or at an authorized encampment.”

But how big of a victory is that, really? People who live in camps tend to do so for many reasons: Shelters tend to be dirty and crowded, and most don’t allow people to come in with partners, possessions, or pets. Major addiction problems and mental illnesses that make it difficult to sleep in close quarters with hundreds of other people can also be issues. And sanctioned encampments fill up as fast as the city opens them—a point HSD deputy director Jason Johnson acknowledged.

Tuesday’s sweep of the encampment under the Spokane Street Viaduct, which the city said was necessary because of an RV fire at the site last week, was less successful by the city’s standards. Of 38 “total contacts,” Lindsay said, 15 “declined any form of services,” and 8 agreed to go to shelter or an authorized encampment. The rest took referrals to employment, case management, and other services, Lindsay said.

4. Chris Potter, director of operations for the Department of Finance and Administrative Services, updated council members on the city’s new delivery service, which allows people to retrieve  belongings confiscated from encampments without busing all the way down to the city’s storage facility on Airport Way. So far, Potter said, two people have asked for the belongings back, and one has gotten their “materials” returned. Pressed by council member Tim Burgess to explain why this was good news—given that the city has hundreds of bins full of unclaimed stuff taken from homeless encampments—Potter said, “Getting two calls represents a dramatic increase in the number of people who have reached out to us and said, ‘Hey, can I get my things back?'” But, he acknowledged, “It’s difficult to have a conversation with somebody whose material you’ve gotten and who hasn’t made a phone call to try to recover it from us.”

5. The Seattle Times ran a breathtakingly solipsistic, question-begging editorial this week calling on Mayor Ed Murray not to run for reelection. Their argument: Someone under such a “cloud” of “sordid” allegations can’t possibly win reelection, but could divide the electorate, leaving the city stuck with “Mayor Kshama Sawant, or some other extreme left-wing ideologue.” First of all, Kshama Sawant has repeatedly and explicitly said she does not plan to run for mayor—a minor detail the Times omits. (Obviously, people can change their minds, but this seems a somewhat crucial point.) Second, and more glaring: The Times itself is the publication that decided to publish all the sordid details about the allegations in the first place, including detailed allegations about rough sex and a mole on Murray’s genitals, so if anyone has created an environment of “sordid theater,” it’s them.

Finally, it requires a truly special sort of arrogance for a newspaper to first declare that its own story is “the biggest political scandal in Seattle in generation,” then claim that the subject of that story has been “transformed [by that story] from the bold big-city mayor into one who defers to his defense lawyer when he is invited to speak to The Seattle Times editorial board,” and then use that entirely reasonable deferral—which no one was aware of until the paper reported it, making the story about itself—as a justification for demanding his resignation.  Traditionally, a newspaper that wants a public official to step aside cites public opinion or some other outside evidence to shore up such a demand; the Times cites only itself, and its own declaration that its own reporters have uncovered the biggest scandal in generations.

Attorney: Accuser Should Drop Case Against Murray in Light of “False Information”

It was the press conference everybody wished wasn’t happening.

Members of the press groaned and rolled their eyes in anticipation of a statement today by Mayor Ed Murray’s attorney, Robert Sulkin, confirming that Murray submitted to a medical examination by his personal doctor, Craig Pepin, to prove that he does not have a mole on his scrotum. The reason I had to write that last sentence, and the reason you’re reading it, is because Murray has been accused of sexually assaulting a man, known in his complaint as “D.H.,” when the accuser was a teenager in the 1980s. Sulkin, who prefaced his remarks by saying, “unfortunately, the level of discourse in the lawsuit has been very low,”  argued that the medical report lets “the air out of the balloon” and takes “the feathers out of the pillow” on D.H.’s case. Translation: The description of a mole on the mayor’s scrotum is the linchpin of D.H.’s whole case; without it, it’s just his word against Murray’s.

Sulkin wasn’t done yet. After saying that D.H. had “absolutely no credibility,” Sulkin accused the man of “provid[ing] false information to his attorney” and demanded that his attorneys drop the complaint. (The Seattle Times reports that D.H.’s attorney, Lincoln Beauregard, said the medical exam by Murray’s personal doctor had not been independently verified.) When I asked him why he believed the absence of the purported mole was so important, when the lawsuit also included other details about Murray’s address, phone number, and apartment, Sulkin responded, “What does he have left? That this accuser knows his phone number? Would you say that if someone knows your phone number from 20 years ago, would you agree that you committed [a sex crime] with that person?”

It’s clear that Murray’s camp feels emboldened by yesterday’s announcement. The question that remains is whether they should have made it. The mayor has a reputation for being thin-skinned and taking things personally, and the impulse to fight back by submitting himself to a genital examination—and then subjecting the rest of the city to the results—is certainly in keeping with his tendency to choose fight over flight. This can be admirable when it comes to matters of principle—when fighting a decades-long battle for marriage equality, say, as Murray did in the legislature—but becomes more questionable when the result is that hundreds of thousands of voters are thinking about your junk, rather than your accomplishments.

The filing deadline for the mayoral race is May 15. So far, apart from poet and Black Lives Matter activist Nikkita Oliver, no high-profile or viable challenger has emerged to take Murray on. The mayor’s campaign has reported no contributions since the allegations emerged last week.

 

Morning Crank: An Excuse to Remove Us Immediately

1. The city council’s approval of the HALA upzone in South Lake Union and downtown yesterday—which requires developers to make between 2 and 5 percent of their new units affordable, or pay a fee of up to $13.50 per square foot into an affordable-housing fund—played out pretty much as everybody expected it would. aAnti-development activists booed loudly and shouted “Shame!” when council members Rob Johnson and Tim Burgess spoke in favor of the legislation, the Raging Grannies sang, and Lisa Herbold proposed an amendment that would have required developers to contribute more to affordable housing, which lost.

Oh, and Kshama Sawant gave a speech.

But there were some familiar faces who were missing from today’s HALA hearing—namely, the single-family homeowners and erstwhile affordable housing advocates who turn out in droves (and even sue the city) when a proposed upzone threatens to allow apartments (or cottages) in their North Seattle backyards. When the U District upzone was up before the council, for example, homeowners from across North Seattle filled council chambers, decrying developers as heartless opportunists and demanding greater concessions in the form of large affordable housing mandates that would have made the upzone unworkable. And yet, when an upzone that actually constitutes more of a giveaway to developers, because it will require them to build less affordable housing than in any other upzoned part of the city, came up, they were nowhere to be found.

Weird. It’s almost as if they care more about preserving exclusive single-family zoning in their own neighborhoods than they do about making sure developers provide affordable housing in every part of the city.

2. Homeless residents of the West Seattle bridge encampment where an RV caught fire last week said they have been informed that the city will sweep their camp tomorrow morning at 9. The fire destroyed two RVs at the camp, which has been home to dozens of people in recent months. It was ruled an accident.

Rebecca Massey, who has lived at the encampment for the last eight months, told the council yesterday morning that the city was using the fire as “an excuse to remove us immediately.

“They’re offering a few individuals places to go, but most of the people that live there are not being told where to go—they’re just being told you have to leave,” Massey said. “The housing solution for the homeless is great, [but] it’s a long-term solution—it’s an eventual solution—and there’s people living under the bridge in my community that have been on the waiting list for housing for years.”

3. Council president Bruce Harrell, who would become mayor if Mayor Ed Murray were to resign in the wake of a lawsuit alleging he molested a teenage boy in the 1980s, said yesterday that the council would have no comment on the allegations, then went on to comment:

“Our city cannot afford to be distracted. There is a judicial process that will address the serious allegations that this situation has presented, and we will respect that process and the rights of all parties involved. All accusations of abuse require a thorough investigation. It is in our human nature to immediately want answers, but I ask we not cast aspersions to the parties involved before we have all the facts through the legal process. I am confident that through this process, truth and justice will prevail.”

Murray isn’t hiding from public view. Yesterday, he attended a naturalization ceremony at the downtown library (where he was trailed by multiple TV cameras) and went to the Mariners’ opening game.

Morning Crank: A Political Motivation

1. Well, god damn.

I’m reserving judgment on the sex abuse allegations against Mayor Ed Murray until all facts are out, because I don’t know a whole lot more than anybody else who’s reading the Times report and watching the statements that come out of the mayor’s office, but I will say this: the victim-blaming strategy Murray’s team has taken so far isn’t a good look. Moreover, it seems sure to backfire. A person’s criminal history (which was related to both addiction and homelessness) has no bearing on whether an accuser is telling the truth. Likewise, the amount of time that has elapsed between an alleged incident and when the alleged victim reports that incident to authorities has no bearing on its veracity, and suggesting a political motivation or saying “why did he wait so long to come forward?” is inexcusable (and, incidentally, also detracts from Murray’s defense). I would like to think that, in the post-Cosby era, we were beyond requiring accusers to be “perfect victims” and questioning their motives when they come forward, but if the statements made by Murray’s attorney Robert Sulkin in his defense yesterday are any indication, apparently we are not.

It’s unclear how Murray plans to proceed (so far, he has said through his attorney that he will vigorously defend himself against the charges) but if he continues to seek reelection, contributions are bound to dry up and candidates who had been holding back because of Murray’s apparent invincibility won’t hold back any more. If Murray resigns before the end of his term, the city charter mandates that the city council president take his place; currently, that’s Bruce Harrell, who ran for mayor (against Murray and incumbent Mike McGinn). If Harrell declined to serve as mayor, the council would elect a mayor to serve out Murray’s term from among its members.

2. James Toomey, a private security guard who worked for a company hired by Magnolia homeowners to protect their property last year, was already on probation when he pepper-sprayed Andrew Harris, a homeless man who had been sleeping in his car. Toomey was put on probation after being charged with assault for pepper-spraying two teenagers and slamming one of the teens’ head on the ground in Tacoma in 2014. In that case, as in the Harris case, Toomey justified his aggressive actions by saying the teens were “doing drugs.” In the Harris case, Toomey also claimed he was “in complete fear for my life” from the homeless Harris, who was attempting to record Toomey with his cell phone when the security guard hit him with pepper spray. “I was scared for my life. I have four kids and a wife,” Toomey said later by way of explanation.

Turns out that wasn’t the only time Toomey had claimed to be afraid for his life from an unarmed pepper-spraying victim. Earlier this month, Pierce County prosecuting attorney Pedro Chou unsuccessfully attempted to convince a judge to revoke Toomey’s parole in the 2014 head-slamming and pepper-spraying incident by introducing a security video from 2011, as a way of demonstrating a pattern of violent behavior by Toomey that would, along with the incident in which he pepper-sprayed Harris, justify revoking his parole and punishing him for the 2014 assaults. (Toomey has convictions on his record for felony forgery and violating a no-contact order in a case related to domestic violence charges by his ex-wife and required to take anger-management and domestic-violence classes.)

In the video, Toomey can be seen gesticulating and yelling at a woman who is trying to enter the Latitude 84 nightclub in Tacoma. The woman is turned away by Toomey (who later reports that she pulled out her ID “in a very threatening way”), and argues with him briefly before walking away and yelling at him from several yards away. A moment later, the woman begins walking toward Toomey again and is restrained by a bouncer, who pushes her woman against the wall and holds her arms; at that point, Toomey can be seen approaching and pepper spraying the restrained woman in the face several times.

In the police report and in his recorded testimony, Toomey struck a familiar refrain: He was afraid the woman planned to hurt or kill him. In the report, Toomey describes the woman, who is black and considerably smaller than Toomey, as almost superhumanly strong and powerful, claiming that she was trying to “smash through” the bouncer who stood between her and Toomey to get at him. In addition, “she kept on making verbal threats, saying stuff like, ‘I’m going to have my homies do this and do that,'” Toomey said. “You see how powerful she was.”

In his statement to police, Toomey writes, “Thank you so much for filling these charges against them, it is hard enough to run a security company as it is, and it makes are job a little less stressful knowing that these type of people are in jail and have to face charges for their criminal actions!” (The prosecuting attorney’s office never pursued charges against the woman, but they did consider charging Toomey, according to Harris’ attorney, Mike Maxwell).

Toomey remains on probation. (The judge in Pierce County was unconvinced that Toomey had demonstrated a pattern of unjustified attacks, and seemed very disturbed by Harris’ use of profanity during his statement.) Harris, meanwhile, continues to pursue his civil case against Toomey and Central Protection, the company that employed him. Harris, who is seeking about $300,000, remains homeless; he says he is working two jobs and hopes to have an apartment soon.

3. Two interesting items from Wednesday night’s meeting of the North Precinct Advisory Council, where the three North End city council members—Debora Juarez, Rob Johnson, and Mike O’Brien—spoke briefly and took questions, mostly about the delayed North Precinct police station replacement, from a roomful of North Seattle residents and business owners. (O’Brien walked in late after racing up to North Seattle College from the Ballard Library, where his monthly “office hours” with constituents were dominated by a group of Green Lake Community Center and Evans Pool users who wanted his assurance that he wouldn’t support “privatizing” the pool and community center.)

First, O’Brien said he expected that the city would begin taking concrete actions to bring the once-controversial, now-wildly-popular Law Enforcement Assisted Diversion program, a pre-arrest diversion program for low-level offenders that started in Belltown, citywide.

Second, council member Deborah Juarez announced that she would be introducing an amendment to police accountability legislation that would require that seven members of 15-member Community Police Commission be appointed by districts. At the council’s public safety committee meeting Thursday morning, Juarez announced rather abruptly that she had gotten pushback to her idea of district representation by CPC members, who suggested that district appointments “would limit the available pool of applicants to those living in the districts … when there might be an ideal candidate living elsewhere. The translation for me,” Juarez continued, “is that there is an assumption—an unfair assumption and a bias—that there will be no qualified applicants [in each district.] … That’s a false narrative.”

Enrique Gonzalez, a CPC member who was at the previous night’s meeting in North Seattle, countered that the current system doesn’t prohibit the CPC from having members from all across the city, but that there may be times when it makes sense for some communities with acute public safety and police accountability concerns (say, South Seattle) might need more representation on the police-oversight board than other areas with fewer concerns (say, North Seattle).

 

 

 

Mayor: Just Kidding About That $275 Million Property Tax for Homelessness

Just three weeks after rolling out a proposal to increase Seattle residents’ property taxes about $135 a year to raise $275 million for homelessness over the next five years, Mayor Ed Murray, joined by King County Executive Dow Constantine and other county officials, announced today that he was scrapping that proposal in favor of a countywide 0.1-percent sales tax, which will go on the ballot in 2018. The measure would raise $68.6 million in the first year, according to the city, rising to $91.1 million in year 10. (Murray’s original proposal would have raised about $45 million a year, but the new, higher figure will have to be spread across the county and its 39 cities).

Standing in a room filled with many of the same city and nonprofit agency staffers who flanked him at the last announcement, Murray called the new-look homelessness plan a “regional approach” that unites the county and city in fighting what Murray called a “regional problem” that impacts cities across the county, from Seattle to Bellevue to Enumclaw.

It was a remarkable, and remarkably abrupt, turnaround for a mayor who had touted his earlier proposal as a data-driven, results-oriented approach to homelessness, mental health care and addiction. Based on last year’s Pathways Home report from Ohio consultant Barb Poppe, the proposal would have invested heavily in short-, medium-, and long-term “rapid rehousing” vouchers, and would have gotten the city into “new lines of business,” in Murray’s term, such as mental health care and opioid addiction treatment. Signature gathers have been out in force over the past two weeks, collecting tens of thousands of names to qualify the measure for the August 2017 ballot—a path Murray chose for his measure, at least in part, because it would allow him to circumvent the red pens of the city council. All reports are that the measure, known as Initiative 126, was polling well, but not great, and with the mayor facing election in November, the prospect of fighting a pitched battle over property taxes with homeowners disinclined to like him anyway couldn’t have been appealing. (A handout provided by the mayor’s office included several data points about Seattle’s relatively low property taxes that would be non sequiturs if they didn’t come from a mayor who tends to get defensive when criticized about property taxes.)

On the other hand, the political calculus also includes King County Executive Dow Constantine, who is trying to pass his own taxes this year—one old, a levy that funds programs for health care and human services for veterans and other county residents, and one new, a sales tax for arts, science, and cultural education. Speculation at city hall today was that Constantine didn’t want all three measures to be on the ballot in the same year—arts and culture and homelessness in August, and veterans and human services in November.

Neither Constantine nor Murray would directly answer questions about what changed between three weeks ago and today, instead falling back on boilerplate about realizing the need for a regional approach to homelessness. “The conversation got started with the city about how we can team up and do a better job to do a comprehensive approach, and really put together a plan that involves all of the stakeholders in the community,” Constantine said. “If you don’t plan, if you don’t take into account where you can get the most value, you end up measuring success by the amount of money you’re putting in and that is not the right way to do it.”

While Constantine was throwing gentle shade at the mayor’s abandoned proposal, two of the men who helped craft that measure were openly disappointed that the plan on which they both collaborated was headed for the shredder. Nick Hanauer, the lefty billionaire whose entrepreneurial expertise was supposedly key to the original proposal, said he felt “a little sad to not be moving forward with our city initiative,” and Downtown Emergency Service Center director Daniel Malone said that “giving that up isn’t something that any of us were ready to do lightly. But,” he added, we’ve settled on something that is even better, bigger, and bolder … and still has the same key emphasis, which is to house people.”

Murray (and Hanauer) also carefully sidestepped questions about whether opposition from property owners helped sink the proposal, and whether a sales tax, which is more regressive (that is, it falls harder on the poor) than a tax on property, was the right way to fund services for homeless people (who don’t pay property taxes but do pay sales tax. Hanauer seemed to deny that the sales tax is particularly burdensome, with an ill-conceived comment that “I pay way more” in sales taxes than a homeless person, “because I buy way more stuff!” Murray launched into a verbal assault on the state’s tax system, which doesn’t allow an income tax. Gesturing at the officials around him, many of whom were state legislators once themselves, Murray said, “Washington State doesn’t have progressive taxes. There’s just no way around it. … Because of our state tax structure, we don’t have the tools here to try and change that.” A fact sheet passed out by Murray staffers at the end of the conference said the average household would pay $30 more in sales taxes per year, and a person making around $11,000 a year (the median low-income person’s annual pay, according to the mayor’s office) would pay an extra $9.

How Seattle Is Dismantling a NIMBY Power Structure

For decades, activist homeowners have held virtual veto power over nearly every decision on Seattle’s growth and development.

In large and small ways, these homeowners, who tend to be white, more affluent and older than the average resident, have shaped neighborhoods in their reflection — building a city that is consistently rated as one of the nation’s most livable, as well as one of its most expensive.

Now — in the face of an unprecedented housing crisis and a dramatic spike in homelessness — that may be starting to change.

Last July, Mayor Ed Murray and the director of the city’s Department of Neighborhoods, Kathy Nyland, announced that Seattle was cutting formal ties with, and funding for, the 13 volunteer Neighborhood District Councils that had been the city’s chief sounding boards on neighborhood planning since the 1990s. Through this bureaucratic sleight of hand, Murray and Nyland signaled their intent to seek more input and feedback from lower-income folks, people of color and renters — who now make up 54 percent of the city — and away from the white baby boomers who have long dominated discussions about Seattle’s future. The message: We appreciate your input, but we’re going to get a second opinion.

A few months later, the Department of Neighborhoods doubled down on its commitment to community engagement, putting out a call for volunteers to serve on a new 16-member Community Involvement Commission, which will be charged with helping city departments develop “authentic and thorough” ways to reach “all” city residents, including underrepresented communities such as low-income people, homeless residents and renters. Finally, DON will also oversee and staff a second new commission, the Seattle Renters’ Commission, which will advise all city departments on policies that affect renters and monitor the enforcement and effectiveness of the city’s renter protection laws.

The shakeup has rattled traditional neighborhood groups, which have grown accustomed to outsized influence at City Hall, and invigorated some groups that have long felt ignored and marginalized by the city.

The shift toward a more inclusive neighborhoods department, and neighborhood planning process, is more than just symbolic; it’s political. The homeowner-dominated neighborhood councils have typically argued against land use changes that would allow more density (in the form of townhouses and apartment buildings) in and near Seattle’s traditional single-family neighborhoods, which make up nearly two-thirds of the city. Including more renters and low-income people in the mix could dilute, or even upend, those groups’ agendas.

“Our city has changed dramatically since our district councils system was created three decades ago, and we have seen them over time become less and less representative not only of their neighborhoods but of Seattle itself,” Murray said last year.

His statement echoed a point Nyland made in a memo to the City Council back in May: “We have heard from residents active in the system that ‘District Councils work for us.’ … However, they don’t work for everyone.”

Nyland should know. She came up through the council system, first getting involved in the Georgetown Community Council where she questioned the purpose of a new trash dump in the largely industrial neighborhood where she lived and owned a boutique called George with her partner, Holly. She also got involved with the Greater Duwamish District Council and helped fight down a proposal that would have turned Georgetown into the city’s official strip club district. She eventually became the chair of the citywide Neighborhood Community Council, and recalls sending emails “at 1 in the morning in my pajamas sitting in my living room, because that’s when I had time to do it.

“We have systems in place that are not easy to navigate,” Nyland says, and people in established groups who say that “people are just choosing not to come to the meetings. … What if someone works at night? What if someone has kids and can’t get a babysitter? What if someone can’t speak English? What if someone just didn’t know about the meetings? They’re not making a choice not to come. They can’t come!”

 

Mohamud Yusuf came to Seattle as a refugee from Somalia by way of Nairobi, Kenya, in 1996, when the Somali community in Seattle was still “very small,” he recalls. Today, his community is thriving in areas like southeast Seattle, which is still one of the most affordable parts of the city, although rising costs are pushing many immigrants and refugees farther south, outside Seattle. Yusuf was a writer, activist and photojournalist in Somalia in the 1980s and 1990s, and 10 years ago, he started a newspaper called Runta News; “runta,” in Somali, means “the truth.” Today, Yusuf also works as a community liaison to the city, earning $50 an hour to connect community members to city programs and services.

The changes at City Hall excite Yusuf. “I’ve been involved in the community since I was here but I’ve never seen this kind of involvement,” he says. “What we needed was to be included, to be at the table and have a voice.”

Yusuf recounts a recent effort to get the Somali community involved in a long-range plan for Seattle Public Utilities, which provides the city’s trash service and drinking water. Instead of just making materials available in Somali and other languages upon request, the city sent outreach workers to meet with community members where they already were — in neighborhood community centers, in libraries and during English-language classes at the local Goodwill — and talked with them, in their own language, about what forthcoming changes will mean. They taught the immigrants how the city’s sanitation system works too, equipping residents with knowledge they will be able to use next time there is a question about trash collection or clean water in their community.

“The people I talked to were so happy to know more about where the water goes,” Yusuf says. “They would say, ‘We all know our garbage goes away, but we didn’t know where it was going. We are drinking clean water now at home, but we didn’t know who was doing it.”

Nyland’s reform can be traced back to a 2009 audit of the district councils that found an obsolete system that did not reflect the city’s true demographics. “The system is dominated by the presence of longtime members whose point of view is overly dominant at both the district council and city neighborhood council levels and potentially not representative of their communities,” the city audit found. “The district councils in general are not sufficiently representative of the communities they nominally represent,” it concluded.

The disconnect was even deeper in 2016, when a report by the neighborhoods department found that while the population of Seattle was becoming younger, more diverse and more evenly split between homeowners and renters, “residents attending district council meetings tend to be 40 years of age or older, Caucasian and homeowners.”

“If you’ve ever gone to some of these community meetings, they’re just deadly dull, and the same 25 people have been there for 100 years,” City Council Member Sally Bagshaw says.

At a meeting of the Ballard District Council in northwest Seattle immediately after the announcement, district council members seemed shell-shocked by the city’s decision to cut them off. Sitting around a horseshoe of tables at the area’s branch library in northwest Seattle, they took turns grousing about the change. One member argued that the mostly white, mostly middle-aged council should be considered diverse, because “this group represents homeowners, environmental groups, businesses and other organizations.” “We have people here from every state,” he added. Another suggested that the city had made the move in haste, without a plan to replace the councils. “If you’re going to get rid of the current plan, you need to have a new plan in place before you get rid of the old one,” he said.

“Right now, we’re just planting seeds. We might not see the results for a long time.”

At another recent meeting of the group formerly known as the Magnolia/Queen Anne District Council, which represents a wealthy enclave just south of Ballard, one member asked plaintively, “Why do we have to encourage certain groups to come? Why can’t it just be an open forum?”

In a sense, traditional neighborhood groups are right to feel threatened. Nyland’s announcement, coupled with her department’s new emphasis on outreach to communities that have rarely had a say in city decisions, represents a fundamental shift in the very definition of the “neighborhoods” department. By emphasizing outreach to underserved groups such as renters, immigrants and refugees, Nyland is shaking up traditional notions of community engagement and redefining community as something based not on geographic proximity, but on personal and cultural affinity.

“It’s kind of taking off in a way that I can’t keep up with,” says Sahar Fathi, a member of Nyland’s team. “We get a lot of emails from people who are like, ‘We want this to come to our community. We’re starting to go into places where people have never heard of us, and they don’t even know what government services are” — including, she says, “communities we didn’t even know existed.” In Seattle, a city of about 650,000, 25,000 residents were born in another country; of the 120 languages spoken there, the city’s liaisons collectively speak at least 65.

Fathi is one of Seattle’s relative newcomers. The Boston-born Iranian-American moved to the Emerald City a decade ago, when she was in her early 20s. After a stint as a legislative aide to City Council Member Mike O’Brien and an unsuccessful run for the State House of Representatives, she put her background as a lawyer and immigrant rights advocate to work as a policy analyst for the city’s Office of Immigrant and Refugee Affairs. These days, Fathi oversees DON’s Public Outreach and Engagement Liaison program, which recruits and pays community members like Yusuf to serve as links between the city and marginalized groups. The liaisons’ job duties include everything from driving people to resource fairs where they can sign up for city assistance programs, to facilitating meetings at community gathering places and interpreting for city staffers, to engaging people in their first language in larger community discussions over neighborhood spending, parks programs, and planning debates.

“Before, the city would say, ‘We have a pedestrian master plan meeting, and we want people to come and give us feedback,’” Fathi says. “With all due respect to the pedestrian master plan, there are a lot of people who can barely afford to pay rent. So how do we meet people’s needs first and then build their capacity” to come to meetings about city policies that affect their neighborhoods.

Seattle’s modern neighborhood movement dates back to at least the late 1980s, when then-Mayor Charles Royer appointed neighborhood activist Jim Diers to head up the new Department of Neighborhoods and create the 13 neighborhood district councils and a citywide council made up of representatives from all the councils. Ever since, the district councils have enjoyed outsized influence at City Hall, staking out and defining “neighborhood” positions on issues and channeling city grant dollars toward their own pet projects, such as National Night Out events, neighborhood welcome signs and security lighting.

For decades, the councils advised the neighborhoods department on what “the neighborhoods” wanted, and if that advice happened to coincide precisely with the interests of the comfortable, white homeowners who dominated the council, nobody at the city seemed to mind. The councils frequently advocated against zoning changes to allow more development in or near the city’s single-family neighborhoods, including Murray’s Housing Affordability and Livability Agenda, which would upzone much of the city and require developers to build affordable rental housing. Neighborhood activists have shown up in force at council meetings and community briefings by city staff to oppose the HALA recommendations, and one neighborhood group has successfully sued to block an approved HALA rule change that would make it easier for homeowners to build backyard cottages.

In recent years, though, groups that have traditionally been left out of the process have started demanding seats at the table, including advocates for transit-oriented development and immigrants and refugees, and renters. At a recent City Council briefing on the new renters’ commission, Erin House, a renter, told the council, “I see conversations at both City Hall and in neighborhoods dominated by homeowners, often at the expense of renters’ best interests. As a city, we need to find ways to correct this trend and give renters a seat at the table on conversations about Seattle’s future.”

Last year’s announcement severing ties with the neighborhood councils was a first step in that direction. For the first time since its inception in the late ’80s, the city’s neighborhoods department would spend as much time engaging with underrepresented communities as it did listening to the concerns of white property owners.

“DON has great programs,” Nyland says, “but the department has not evolved with the changing demographics of the city.”

Nyland’s department is small relative to other city agencies, but it has found ways to connect with residents without a huge infrastructure. Ice cream giveaways at summer events. Crowd canvassing at the West Seattle Farmers Market. Plopping down in a temporary parklet on the annual (PARK)ing day. And partnering with organizations like the local Goodwill training center once a quarter, to offer services and information about opportunities to get involved with city initiatives. Some of the department’s efforts have had mixed success. A recent push to engage people of color and low-income residents in the HALA planning process fizzled after the city failed to adequately prepare new participants and follow up when they stopped showing up. But others have been effective at getting new people connected to City Hall.

Nyland notes that many people bemoan the loss of neighborhood service centers, the “little city halls” where residents could talk to city staffers face-to-face. Most of those closed down years ago, the victims of city budget cuts and a population that increasingly does business with government online. Today, Nyland says, what people need more than storefronts is opportunities to engage with the city on their own time. That means telephone town halls instead of in-person presentations by city staffers; online surveys instead of public comment cards; and Skype calls instead of nighttime meetings in library activity rooms and church basements.

“My mantra is, people should be able to participate on their own timeline, from their own location,” Nyland says. “DON has been in existence for 30 years, and it has a lot of really important programs, but I think its mission and its purpose has gotten lost. We haven’t kept up with change. We haven’t refreshed. … I mean, I can’t force people to participate, but we can create opportunities to make it easier.”

At the most recent Goodwill event, Fathi says, the public outreach liaisons came in and took over the second hour of a group of immigrants’ English as a Second Language class. First, they talked briefly — in 17 different languages — about the mayor’s upcoming education summit, which aimed to find solutions to address racial disparities in Seattle schools. Then, they signed the residents up for “all the services the city had to offer” — utility discounts, low-income transit passes and summer programs for kids. This may seem superficially unrelated to the kind of community building and neighborhood planning that is DON’s primary mission, but Fathi says it isn’t. “There are a lot of people who can barely afford to pay rent, so we ask ourselves, how do we meet people’s needs first and then build that capacity, and we think being a good government neighbor is the first step.”

But what the next step holds is a question that some critics say hasn’t yet been substantively answered. Dustin Washington is an experienced community organizer in Seattle and the director of the American Friends Service Committee’s local community justice program. He used to be a member of a race and social justice roundtable created by Murray and is no stranger to City Council. To him, DON’s community outreach efforts are little more than meaningless lip service to cover for the mayor’s pro-gentrification, developer-friendly agenda. “When the mayor and the City Council want to engage with developers — the folks who really hold the power in the city — they don’t have to create any of these mechanisms,” Washington says. “You can set up any mechanism that you want, but I don’t think this mayor is truly interested in engaging with voices that have been left out of the process.”

In many ways, community activists who question the mayor’s sincerity and neighborhood activists who think the mayor is trying to shut them out are coming from the same place — a profound skepticism that the city is interested in hearing what they have to say. Nyland says she understands those concerns. “Right now, we’re just planting seeds,” she says. “We might not see the results for a long time.” Nyland urges skeptics on both sides to be patient and give her a chance to earn their trust.

Over in Magnolia, at the meeting of the group formerly known as the Magnolia/Queen Anne District Council (they’re still searching for a new name), members spent more than an hour crafting a new vision statement to reflect their new mission as an organization. On the second pass, they came up with this: “This group is a catalyst for enhancing quality of life and community building by being a forum for all voices, leading to effective influence on government and in our communities through innovation, education and advocacy.” Hardly a full-throated endorsement of Nyland’s agenda, but it’s a start.
