Founded in January 2009, PubliCola is a blog about Seattle written by journalists who are dedicated to non-partisan, original daily reporting that prioritizes a balanced approach to news. Started by longtime local editor and award-winning reporter Josh Feit, PubliCola is the first online-only news site in state history to get media credentials to cover the state capitol.

PubliCola was off and running. In June 2009, PubliCola hired another award-winning journalist, super-sourced Seattle city hall reporter Erica C. Barnett.

People were afraid that blogging would change journalism. Instead, we believe journalism can change blogging. Twenty-first century journalism may look and feel different, and yes Erica isn't afraid to get cranky, but we're committed to making sure online news still delivers independent, reliable, even-keeled coverage. And most of all, we're committed to making sure the coverage sparks honest civic debate.

Bringing you cola for the people, PubliCola is named after Publius Valerius PubliCola, the alias for the authors of the Federalist Papers—the original bloggers.

The first online-only news site in state history to get media credentials to cover the state capitol and Seattle city hall, PubliCola has been called a “must-read” by the Seattle Post Intelligencer and a hot “New Media Mover and Shaker” by Seattle Magazine—which also cited our own Erica C. Barnett as the city's No. 1 news nerd.

Costco Writes a Huge Check to Liquor Privatization Initiative

This was originally posted yesterday afternoon.

David Ammons, communications director for the Washington Secretary of State’s office (and veteran AP reporter in Olympia), once told me that unless you have tremendous grassroots support, it takes between $300,000 and $500,000 to take an initiative to the November ballot.

Modernize Washington, the campaign for Initiative 1100, which would virtually wipe clean the state’s role in liquor sales in Washington state, is all set thanks to Costco.

New campaign finance reports show that the wholesaler backed up its announced support for the initiative with a $350,000 check last Tuesday.

The Seattle Times had a good overview of why Costco supports this initiative last week, but the degree to which Costco would rule liquor sales in Washington if I-1100 passes cannot be overstated. In a bit of reverse-Socialism, the giant corporation would be the new state in the liquor business.

That’s because I-1100 goes further than any other move by a state in the U.S. to eliminate the state’s presence in liquor distribution and retail. Distributors could price liquor like they price any other product i.e. with volume discounts. Liquor would be treated like any other product. Like pop, apples, ranch dressing, you name it.

Typically–and this is the case in California–the state still has a degree of regulation of the three-tier system that takes liquor from the distillery to into someone’s mouth. For example, it can maintain a price markup to prevent discount wholesaling of liquor by private distributors, an opportunity that Costco has fought for legally in the past and would benefit tremendously from. A state price markup levels the playing field for small shops to some degree because it essentially standardizes the price at which distributors must sell a product.

The only presence Washington state would have if I-1100 is passed is a sales tax and volume tax of the goods sold and the ability to issue liquor licenses. Everything else related to price would be up to the retailer, and its common knowledge that when it comes to Mom and Pop stores, they can’t compete with Costco.

The other initiative to privatize liquor sales, I-1105, which appears to be all but dead after Costco bankrolled I-1100, which was once considered to be the off-Broadway liquor privatization initiative but is now taking center stage, does not repeal the state’s ability to control prices between the two tiers and requires retailers to pay the state a percentage of its liquor sales for the first five years. It’s unclear whether it would level the playing ground for small retailers to any degree, however.

    Sigh. This is all but passed. Voters can be easily bought by corporations that can profit enough, as the bag tax repeal and Tim Eyman have proven. Add in the incentive for people to buy Bailey's at their favorite Walmart or Costco and progressive liquor sales don't stand a chance.

    Goodbye to good jobs, state revenue, and equal liquor sales. Hello to even more megastore profits and nothing but crappy, mass-produced liquor in every neighborhood. I better start stocking up on good liquor now.

    huh? Are you laboring under the impression that every bottle of Absolut is currently hand-crafted by state employees? Were you thinking that this initiative blows out all local zoning so that there can be a liquor store in every elementary school?

    You may be against this, and that's fine. But yapping on like a Pomeranian in a rainstorm doesn't earn you any credibility, especially with the people who have lived in places where privatization happened, and the world didn't end.

    State run liquor stores offer 4 times the product selection that is available in a typical grocery store or independant liquor store in an open state such as California. Add to that…they are a very profitable operation. The price you pay is a function of the liquor taxes. 90% of the cost of booze has nothing to do with operational cost. Don't be fooled. You can modernize Washington but you will ultimately create 10 times more liquor stores which you will need in order to get the selection currently available. Prices will not drop as the State is in no position to walk away from the tax revenue.

    By not addressing this issue legislatively, lawmakers have created a scenario that is close to a fre-for-all. The state should control liquor sales. but it should not be in the retail business. We're not going to like I-1100 but don't blame Costco. Blame lawmakers who have passed on dealing with this one for more than a decade.

    GREAT selection of booze at great prices. Just went into one in LA yesterday.

    The nice thing is you don't need to make an extra trip just to get booze. We want to cut down on auto trips. Requiring a special store owned by tghe state and liamiting the number of stores = more trips = not environmental.

    Plus if you drink at home you don't drive as much another plus for good old planet earth.

    You Washingtonians are so funnily uptight. Loosen upa bit, learn to enjoy life. You have too many little tiny rules micromanaging every aspect of behaviour

    I'd love for someone to explain to me why 1100 is bad–arguments that state jobs will be lost or that “everyone will have too much access to booze” are not valid arguments in any sane universe. Arguments that the state will lose revenue I can buy. I don't get it.

That's why people use local stores for things like Microbrews, most produce, fish, cereal, and pretty much other groceries and beverages. Costco doesn't carry my brand of Seltzer, so I buy it down the street.

    Fact is, the legislature had the opportunity to do something about his coming storm for a long, long time. But they didn't. When the legislators won't legislate, the people will. Whether campaign funding is from Costco or Sue Megabucks, there are no contribution limits on iniatives, which is why the Washington Education Association could self fund the teacher pay initiative; why SEIU self-funds a bucketload of initiatives; why Paul Allen could self-fund the Seahawks stadium measure. If you don't like the rules, lobby the legislators to change them — or write an initiative, like I-134 — to do so.

If you want to buy, say, Creme de Violette, then the Washington State Liquor stores are one of the few places in the country you can buy it. And you can go on their website and find every liquor store in the state that has it in stock. Or special order it if you want it in Cle Elum.

    That is such a freaking lie about the great selection at the state liquor stores. Try getting a Lagavulin or Dalwhinnie single malt on a Friday night anywhere on the Eastside – no dice. Then repeat the same exercise in California – plenty of options. Hell, you can even get it delivered.

    Anyone who drinks knows that the state stores have a lousy range, don't even carry some products and have poor stock control, especially on high end products. What's more, I can go visit a local craft distillery like Dry Fly or Dukes Hill, but I can only buy two bottles while I'm there without the blessing of our masters in Olympia.

    This whole article stinks of the entitlement attitude that permeates the WA State Liquor Board. The sooner the citizens of WA drive a stake through the heart of this monster, the better. It can't happen soon enough.

The State Auditor produced a report earlier this year clearly showing that the cost of state stores, the massive warehouse in SoDo and the overhead of countless bureaucrats and overpaid surly clerks and their pension plans exceeds the added revenue from selling liquor, as opposed to just collecting the tax.
