Founded in January 2009, PubliCola is a blog about Seattle written by journalists who are dedicated to non-partisan, original daily reporting that prioritizes a balanced approach to news. Started by longtime local editor and award-winning reporter Josh Feit, PubliCola is the first online-only news site in state history to get media credentials to cover the state capitol.

PubliCola was off and running. In June 2009, PubliCola hired another award-winning journalist, super-sourced Seattle city hall reporter Erica C. Barnett.

People were afraid that blogging would change journalism. Instead, we believe journalism can change blogging. Twenty-first century journalism may look and feel different, and yes Erica isn't afraid to get cranky, but we're committed to making sure online news still delivers independent, reliable, even-keeled coverage. And most of all, we're committed to making sure the coverage sparks honest civic debate.

Bringing you cola for the people, PubliCola is named after Publius Valerius PubliCola, the alias for the authors of the Federalist Papers—the original bloggers.

The first online-only news site in state history to get media credentials to cover the state capitol and Seattle city hall, PubliCola has been called a “must-read” by the Seattle Post Intelligencer and a hot “New Media Mover and Shaker” by Seattle Magazine—which also cited our own Erica C. Barnett as the city's No. 1 news nerd.

McGinn Advisor Misrepresented his Educational Background

[Erica originally published this on Tuesday at 6pm. We're reposting it today because of the high reader interest.]

Prior to his appointment to his current $110,000-a-year city job, Chris Bushnell, a special advisor to Mayor Mike McGinn, (and a pollster for McGinn when he was a mayoral candidate), misrepresented his educational background on business cards and during presentations made as a King County employee.

Bushnell falsely claimed to have a PhD on his personal business cards, which said he had a doctoral degree; at King County, where as chief economist he referred to himself in official county documents as “Christopher Bushnell, PhD” (see, for example, this 2007 presentation on the county’s emergency medical services system); and in his work as a pollster for Constituent Dynamics, where he was referred to as “Dr. Chris Bushnell.”

This afternoon, McGinn’s office confirmed to PubliCola that Bushnell does not have a Ph.D. They also told PubliCola that Bushnell did not claim to have a Ph.D when discussing his appointment with McGinn, and that Bushnell did not provide a resume as part of his hiring process.

Bushnell did study economics at the University of Washington, where he served as national director of the Associated Students of the UW until being ousted in 1999 after a 1994 felony conviction for bank fraud came to light.  (Bushnell’s last name at the time was Haugen; he took his wife Megan’s last name after they married in 2006.)

Mark Matassa, McGinn’s chief spokesman, said Bushnell’s appointment was not “based on his academic record” but on his “track record of working with the mayor.” During McGinn’s campaign for mayor, Bushnell was a close advisor and helped perform numerous polls through the firm he worked for, Constituent Dynamics. Matassa added: “I don’t think the mayor is concerned with Chris’ background. He knows him, likes him, trusts him, and enjoys working with him.”

Matassa says Bushnell told him he had been working on his doctoral studies, but had never completed them. “[Bushnell] said that it’s possible that there’s a business card out there that has ‘Ph.D’ on it, because he was in the process of finishing” his doctorate, Matassa says.

Obviously, plenty of people in professional jobs don’t have doctoral or even bachelor’s degrees. The best person for a given job isn’t necessarily the one with the most formal education. The issue isn’t whether Bushnell got a Ph.D—it’s that he misrepresented himself to colleagues and clients in a professional capacity as recently as 2007, as a pollster for political campaigns and as chief economist for King County.

Matassa says the mayor isn’t concerned about whether Bushnell inaccurately claimed to have a Ph.D in the past. “The important point from here is that he does not have a Ph.D and [that], even so, the mayor stands behind Chris,” Matassa says. “I don’t think Chris misrepresented himself to the mayor.”

Bushnell did not return calls and emails for comment.

    One word. Integrity. This man clearly lacks it and as Seattle resident I am embarassed that this man is in the mayors office and can have his hand shaping public policy. Past behavior is a very good indicator of future behavior and am disgusted that this person has been selected as a policy advisor. If I tried to pull a stunt like this as a regular City employee, I would have been fired in a heart beat. That is if I would have been hired at all if they found out I had a felony conviction especially in a position of public trust.

    @Giffy: Frankly, not being all Seattle Process was the best thing about Nickels. Sometimes things need to get done, not just talked about until they become a real crisis.

    If I was going to chose someone to have a beer with, I’d pick McGinn over Nickels any day. But if I was going to chose the chief executive of a major city (again) I’d pick Nickels. Except in the primary I didn’t, to my everlasting regret.

    Many of you may not be ready to accept this but Nickels came in third in the primary. There are multiple reasons why that happened but no matter how you cut it he was resoundingly rejected by the voters of Seattle. The combined votes of the two guys with no government experience over the mayor was a thrashing.

    That said, McGinn needs to get his act together in a hurry and a good place to start would be to show Bushnell the door. Today would not be too soon.

    @Giffy: Frankly, not being all Seattle Process was the best thing about Nickels. Sometimes things need to get done, not just talked about until they become a real crisis.

    If I was going to chose someone to have a beer with, I’d pick McGinn over Nickels any day. But if I was going to chose the chief executive of a major city (again) I’d pick Nickels. Except in the primary I didn’t, to my everlasting regret.

    Bushnell can save a small portion of his face by resigning, right now. McGinn needs to focus his energy off of your mistakes, and on to his own. He needs to clean up his own act and study up on why is is WRONG to put a convicted felon and habitual liar in an influential position over critical city services. Bushnell should be no where near the mayor’s office. I guess this is why McGinn assumes all city strategic advisers are worthless political hacks. This stinks like rotten gribbles.

    I see the biggest enemies as politics and process. I know enough people at SDOT to believe that getting something done, even if it’s not perfect or I don’t completely get it, is much more desirable than being stuck in the quagmire of the Seattle Process.

    I heard a rumor that the person in the Mayor’s Office who is reviewing all personnel decisions and all contracts got the job not on her professional qualifications (she’s a former Yakima County clerk) but her personal connections. Her son is involved with Chris Bushnell’s sister. There are some good people in the Mayor’s Office but these types of hires make everyone look bad (and make McGinn look like a hypocrite).

    I’m still willing to give the new mayor the benefit of the doubt. Politics is full of liars, it’s part of how the process of getting elected works. Mr. Bushnell clearly has some issues with reality and truth (which clearly dates back to his teenage years), but does that mean he is not qualified? This is one of the people that, according to the mayor, advised McGinn throughout the electoral process, and took an unknown entity, and helped to get him elected as mayor.

    As for the people mentioning Nickels – I agree that Nickels was a fine mayor. However, I had made up my mind to vote for someone else prior to the snowstorm. While I am not a fan of term limits for legislators, eight years of an executive is a long time, and time to pass the torch. But that’s just my opinion.

    And congestion generates fewer mobile source emissions than adding capacity – because of the new trips induced and the downstream congestion those new trips create. Or you could reference the US EPA Office of Transportation and Air Quality research. Either way, the preponderance of peer reviewed data suggests you’re off base.

    I do love that this has evolved into a conversation about the Mercer Mess. I haven’t really dived into that personally, but my understanding is that if the entire grid for SLU/Cascade needs to be re-done. I’ve driven there, and that makes sense. Having only one East-West arterial is stupid. Having one that dumps from the freeway, and leads to, and then a couple smaller ones for local traffic and transit, is smart. And I have a PhD in…stuff…and therefore, I am correct!

I’d already seen firsthand the effects of charismatic visionaries with a lot of ego and little management experience, but I was persuaded by Publicola and others to vote for him instead of Mallahan… and I hope that turns out to be a good choice.

    Falsifying your credentials on an application is grounds for dissmissal. That was at KING COUNTY. Obviously, that was not verifed when he applied for his position there. The polling firm he worked for obviously did not do a standard background check, and if they did, did not see a conflict or an issue with his particular offense and his position. This guy puffed up his resume, (as many people do-not saying it’s OK), but the time for penalizing him for it is past.

    Appointees don’t go through the application process, and are not subject to the same hiring policies. The fact that he is a Felon should be a concern only if it presents a conflict of interest, or the appearance of one. Unless you beleve that “once a felon, always a felon,” and that non-violent felons should just be banished to the hinterlands forever.

    It seems that background checks were not done for McGinn’s appointees, and they should have been. Does that mean McGinn’s tenure is forever tainted? It does if you don’t like him for reason’s unrelated to this.

He tried to lie to the former Dean about his degree pursuits and when he was asked for verification of even attending graduate school he ended up resigning. Publicola should request a degree verification for Bushnell/Haugen. From what I understand he only has a BA in Econ from 2004, which is two years after he claimed to be working on a PhD. It should also be uncovered that Sims administration was alerted to the degree falsification and chose to do nothing while Bushnell kept using PhD after his name. In the world of academia falsifying the degree is such an insult to those of us who work very hard to attain it. If he was even truly working on the degree (wonder if he ever enrolled in classes now) he could easily have has said he was ABD (all but Dissertation). But that would probably be false as well.

In the world of academia falsifying the degree is such an insult to those of us who work very hard to attain it. If he was even truly working on the degree (wonder if he ever enrolled in classes now) he could easily have has said he was ABD (all but Dissertation). But that would probably be false as well.

    TJ: You’re right, I shouldn’t have used the word “jerk” for all PhDs who use the title “Dr.” However, it isn’t standard usage, and the fact that Rev. King used it doesn’t alter that. There aren’t many Rev. Kings, and there were many different and better reasons for him to do so than others I’ve seen do so. It’s not even used in academic settings; when a professor is a PhD, he/she’s called “Professor.”

You hire the people that got you to the position you are in, and you stay loyal to them until the embarrassment is too much to take.     It should have been McGinn’s top priority (after the election) to research the best possible candidates for his key positions. Doing so would have avoided the unnecessary embarrassment of the seawall gaffe or his 520 fantasy – a train wreck in the making.

    It is becoming increasingly apparent the Mayor failed to grasp the importance of this obligation and is suffering the consequences.

    Yes, it takes time for any team to gel and it’s still early in the game – so to speak. But if the McGinn team is to ever to function as a whole and govern effectively, he’d be wise to have a second look at the starting line up.

Hiring processes for “senior staff” likely omit verification of a candidate’s claims, and from time to time, someone will take advantage of that vulnerability in the system.

    I’m glad someone is noticing the takeover of our city government by dishonest players.

    Gogerty is the one who found an end run around our vote to not build another stupid stadium and has been great the downtown business association, but lousy for the citizenry. Broadhead was the loudest voice against the monorail (while driving his Mercedes SUV to the meetings) and now makes push polls to provide cover for his clients’ cockamamy ideas; McCoy is mainly known for stabbing people (especially other women) in the back and trying to ruin reputations.
    McGinn has a reputation for ignoring everyone who doesn’t already agree with him and as a grossly inept manager.
    If the new mayor had any brains, he would have sought out a staff that had some experience in governing or at least running a large organization, instead he has surrounded himself with his partying buddies.
    Amateur hour all the way.

    There are some solid people in the new administration. Rebecca Deehr and Sol Villarreal are two that immediately come to mind.

    Bushnell is only a problem for the administration in as much as they do nothing about it. If the Mayor continues to believe that his past felony conviction is “irrelevant” (even though, as he well knows, were this man a witness in court proceedings, that conviction would make it easy to have him declared untrustworthy), and that his inflation of his credentials (which, IMO, isn’t awful if you can do the job competently, however, in an administrations infancy, not something that you want hanging around) is no big deal, and refuses to address the issue, then problems will be created down the line. This isn’t the same City Council that Nickels had. Rassmussen, Conlin, Burgess and Bagshaw have already made it clear they will stand up to the administration. Licata and Clark have never really been pushovers (especially Licata), and Harrell and Godden are starting to look like they’re in the game.

    Hell, if shenanigans on the 7th floor continue, I fully expect O’Brien to break with the Mayor where they disagree. That Mike is a good guy, and doesn’t need his closeness with the Mayor hurting his reputation and future on the Council.

    As for why other news outlets aren’t covering it…I can only speculate. The Stranger is eerily quiet, but maybe they just don’t think this particular staffer is that big a deal. The Times is probably just sitting and waiting for this to really fester, and then publish something that is damaging to the administration. Or, they don’t see any financial value in covering it. And local TV news…well, this isn’t that sexy. This is total wonk news.

    I would love for a reporter to ask McGinn if it would be ok for his department directors to follow the same hiring practices as the Mayor’s Office. No interview. No resume or background check. No competitive hire. Is this really the standard McGinn wants to set for City hires?

    Winning the 8th ward of DC is hardly the city taking him back. Plus what most people don’t get was that Berry was a master politician and knew the city inside out. He was always able to find some coalition or segment that would keep him going. Eventually he “washed up” in Anacostia. Another missed detail, is that while he was a drug user, he was framed by the department of justice. Long story short, the theme that “the man” was out to get him was helpful in a city that 75 percent African American, and where the majority of the locals are poor. As a politician, McGinn does not have half of Berry’ skill, and has yet to prove himself anymore competent as a mayor. Thats right – I just said McGinn might not end up any better a manger than Marrion Berry!
