Viva La Cola!

Founded in January 2009, PubliCola is a blog about Seattle written by journalists who are dedicated to non-partisan, original daily reporting that prioritizes a balanced approach to news. Started by longtime local editor and award-winning reporter Josh Feit, PubliCola is the first online-only news site in state history to get media credentials to cover the state capitol.

PubliCola was off and running. In June 2009, PubliCola hired another award-winning journalist, super-sourced Seattle city hall reporter Erica C. Barnett.

People were afraid that blogging would change journalism. Instead, we believe journalism can change blogging. Twenty-first century journalism may look and feel different, and yes Erica isn't afraid to get cranky, but we're committed to making sure online news still delivers independent, reliable, even-keeled coverage. And most of all, we're committed to making sure the coverage sparks honest civic debate.

Bringing you cola for the people, PubliCola is named after Publius Valerius PubliCola, the alias for the authors of the Federalist Papers—the original bloggers.

The first online-only news site in state history to get media credentials to cover the state capitol and Seattle city hall, PubliCola has been called a “must-read” by the Seattle Post Intelligencer and a hot “New Media Mover and Shaker” by Seattle Magazine—which also cited our own Erica C. Barnett as the city's No. 1 news nerd.

More Changes Under McGinn: Planning Director to Leave City

UPDATE: Diane Sugimura, director of the city’s Department of Planning and Development, confirms that planning director Ray Gastil is leaving the city. She says Gastil ” sees that there’s a new administration, and he has chosen to resign and look at those things, like teaching and writing and learning, that he’s interested in.

Numerous sources at the city tell PubliCola that Ray Gastil, director of planning at the city’s Department of Planning and Development, is leaving the city. Marshall Foster, head of waterfront planning at DPD, has reportedly been tapped to replace Gastil as head of planning. Since late last year, Foster has been a board member at Great City, a green-urbanist nonprofit founded by McGinn in 2006.

Gastil started at DPD just over a year ago, in late August 2008. He came to Seattle from New York City, where, as Planning Director for Manhattan, he was credited with revitalizing the city’s urban waterfront.

It’s unclear whether Gastil was asked to leave or did so on his own accord. Gastil did not return a call for comment, and mayoral spokesman Mark Matassa said he had no comment and could not confirm or deny that Gastil was leaving.

Foster also did not return a call for comment.

    The first thing McGinn should have done after firing Grace was to put Ray in Diane “I have no expertise in planning or architecture” Sugimura’s job. This man revitalized New York’s waterfront, balancing competing interests and honoring neighborhood input. What he did is EXACTLY what Seattle needs and now he’s gone.

    Ray thought the street option was stupid (why put roads where people should be) and that’s probably why he couldn’t survive in the McGinn regime.

    I love Team McGinn, but am struggling with how the past two weeks have gone. Many great leaders and minds are leaving the City and I am not so sure that they are being replaced with people of the same quality or with people who won’t just do whatever McGinn says without thinking it through or challenging him. Here is hoping the next month is better than this one.

    What you talkin’ about? — I concur. My heart sank when I read the headline and at first thought it meant Diane was leaving. She’s dedicated, passionate, intelligent and thoughtful (and though it’s not a job requirement, she has one of the best laughs I’ve ever heard).

    I don’t know Ray, but I’ve heard only good things about him, so I believe this is likely a huge loss for the City.

    With all the other comings and goings announced today, coupled with the continued response of “no comment” from McGinn’s team when it comes to the actual qualifications and new duties of the Great City/Sierra Club/campaign groupies that continue to be placed in every vacated position (or newly created position) at the City while he continues his witch hunt on existing staff, I’m left desperately hoping for just the tiniest bit of news to come out of the 7th floor that gives me the slightest hope that we’re not really completely screwed both within the City and throughout the city.

    And thanks, Erica & Josh, for continuing to report on these important matters…it’s shocking that no other media outlet seems to care that our city government is falling apart.

    Apparently the city’s only olympia lobbyist with city experience is leaving, too. seriously – this has gotten to the point of ridiculousness. Sierra club crony as head (and now only) lobbyist, sierra club crony as co-budget director, Great City crony doing a new waterfront freeway. All men. White. In the meantime, all the talent that was hired for their smarts has rightfully used those brains and are leaving: Quinn, Sugimura, East, Crunican, Mann – and that’s only at the director level. Its a sad sad time to be a seattlite with this mayor.

That was just the beginning and the pace of intellectual loss has been staggering. And who are the replacements? Seattle has been a place professionals have wanted to work for, now many are looking to leave because McGinn is showing that professionalism, experience and commitment to the City of Seattle does not mean anything to him.     soap – there are those that i think have been bad public servants – in fact, i think they think we citizens can just take whatever they dish out – i have also complemented people please note SPUer’s comment. i doubt the mo will do anything because of an anonymous comment but if it is the final straw great or if the public servant is reminded that serving the public and not some department politics is his first obligation even better.

    i’m concerned about some other city workers and have told them that i’ll do whatever they ask to keep them working -

    Bottomline is there’s always more to the story then Josh or Erica can scoop. And while it’s fun to speculate, the targeted hate-spew by anonymous individuals (some to many of whom might not even know their target well) is depressing.

    So are the very public missteps of the new administration, but this change isn’t necessarily one of them. Both men are extremely talented, and smart people can civilly disagree about whether Ray should have been maintained or whether the process should have been different. But Marshall is not a crony, and neither was Ray really on the verge of a transformational planning breakthrough. It’s a mixture of the Mayor wanting his people (how shocking for a politician!) and the very real need to re-energize planning as a more integrated, interdisciplinary, meaningful activity in this city.

    I’m not sure why a planning director(it’s lower than a senior advisor) leaving is worthy of a post. I’ve known several who left during Nickels, because of his cronyism and bullying, maybe they can comeback.

    Please Publicola, in this laundry list of departures, please remind us all how many people leave every time the mayor changes. It happens every time an administration changes, only in the past there wasn’t a blog recording it real time for the supporters of the losing candidate to whine all day.

I personally thought he was smart and talented but did often seemed frazzled and overwhelmed in the job. The person I spoke with described him as “not a good fit”. Which to me is a nice way to say..I liked the guy but he was not for whatever reason…doing the job.

    Second thing I heard was Marshall, who came to Seattle leaving a position in SF as Gavin Newsom’s ‘urban sustainability czar” was being heavily recruited to return to SF in a pretty high profile position. When word got back to folks in Seattle that we were getting ready to lose this talented and thoughtful guy they made him an offer they could not refuse.

    I understand that this is how the stars align.

    Out of all these comments, @Inside Scoop is obviously the only one who knows what’s going on. It’s a shame to lose Ray, but it’s true that things were not working out within the department. While young, Marshall is the right kind of mind for this job. I sincerely hope he pulls this off. I also hope this is a sign of something bigger going in within the department – a shift to more multidisciplinary, bold, and innovative planning. Knowing Marshall, he (and a few others there) get’s this. Let’s wish him the best.

    It is interesting how McGinn was always clamoring to have advisory committees for hiring and planning while he was a citizen. Now tubby doesn’t want any help from the unwashed masses. Hypocrite.

    BTW, this is probably more suited to the other thread, but the mayor’s office has decided to “re-calibrate” the senior position review process. He has asked departments to “pause” in the staff reduction process and fold it into midyear reductions and in the context of budget development.

    Ray was not the right fit even if he was brilliant. He blew a nasty hole a mile wide through the neighborhood planning process that the City is going to be fixing and patching for a long time. He doesn’t know how to speak with, work with, or organize neighborhood-based planning. He probably has some other great skills working with developers and those types. Gotta have both in this town.

    Transparency is great, but can you really expect McGinn to comment on rumors and speculation? People’s jobs are at stake. Getting “scoops” in this area is more than a little destructive and irresponsible.

    Transparency is great, but can you really expect McGinn to comment on rumors and speculation? People’s jobs are at stake. Getting “scoops” in this area is more than a little destructive and irresponsible.

    Diane Sugimura should have been the one cut from DPD. The department has been in analysis paralysis the entire time she has been running it. She presided over some of the greatest giveaways to developer buddies of a mayor that this city has ever seen, while squashing any kind of coherent neighborhood planning. Gosh – come to think of it, some of those developer buddies are the same ones the new mayor will be bending over for now, so she can provide some much needed continuity.

    Coming in and having Neighboorhood Plan updates be your first big assignment would be a touch act for anyone. Also not too fun considering that there is a small but extremely vocal contingent of neighborhood activists who use the civic engagment process to work through issues that would be better dealt with by mental health professionals. Not really the greatest way to be introduced to to Planning in Seattle. I wish Ray the best of luck. I also wish Marshall Foster every success and believe he is extremely talented.

    Just remember these are real people and they give a lot of there hearts and souls to make Seattle a better place. In my opinion they don’t deserve to be trashed.

Its as though the head of Red Cross was replaced by the head of the local neighborhood cleanup group right as an earthquake hits Haiti.

    I agree with Marie. I sat on the council-created Neighborhood Planning Advisory Committee for the past year, and I never saw Ray Gerstil once.     Those of you who praise Ray have obviously never worked with him. He has a history of flying off the handle and doing things that put the organization in a vulnerable position when he doesn’t get his ego stroked the way he feels it should be.

    From humiliating his assistant in front of his entire team, to infringing on an employee’s constitutional rights, the violations are incredible. Gastil is out of Gas, and that is good.
