Founded in January 2009, PubliCola is a blog about Seattle written by journalists who are dedicated to non-partisan, original daily reporting that prioritizes a balanced approach to news. Started by longtime local editor and award-winning reporter Josh Feit, PubliCola is the first online-only news site in state history to get media credentials to cover the state capitol.

PubliCola was off and running. In June 2009, PubliCola hired another award-winning journalist, super-sourced Seattle city hall reporter Erica C. Barnett.

People were afraid that blogging would change journalism. Instead, we believe journalism can change blogging. Twenty-first century journalism may look and feel different, and yes Erica isn't afraid to get cranky, but we're committed to making sure online news still delivers independent, reliable, even-keeled coverage. And most of all, we're committed to making sure the coverage sparks honest civic debate.

Bringing you cola for the people, PubliCola is named after Publius Valerius PubliCola, the alias for the authors of the Federalist Papers—the original bloggers.

The first online-only news site in state history to get media credentials to cover the state capitol and Seattle city hall, PubliCola has been called a “must-read” by the Seattle Post Intelligencer and a hot “New Media Mover and Shaker” by Seattle Magazine—which also cited our own Erica C. Barnett as the city's No. 1 news nerd.

Council Still Skeptical of McGinn’s Seawall Plans

Mayor Mike McGinn briefed a skeptical city council this morning on his proposal to put a $241 million bond measure on the May ballot to replace the waterfront seawall. Brandishing a poll by unofficial (see below) mayoral advisor Chris Bushnell showing 70 percent support for his proposal, McGinn urged council members to put his measure on the ballot now.

However, McGinn allowed that the poll did not include the average cost to taxpayers—$48 a year for the owner of a typical home. And he acknowledged that his proposal would only move up construction by about a year from the planning already underway at the city, at a additional cost of about $3 million (plus $1 million for a special May election).

Council members, already angered by McGinn’s decision to move forward with the proposal (which must be approved by the council) without informing them of his plans, fired tough questions about McGinn’s motivation for moving forward with an entirely city-funded seawall measure now, when a city-appointed work group has been working on the seawall as part of a comprehensive waterfront planning process for months. That work is expected to wrap up later this year. Only Mike O’Brien, a tunnel opponent like McGinn, did not ask any questions.

“I am concerned about doing whatever we do in a comprehensive manner,” council member Sally Bagshaw told McGinn. “[The state department of transportation] has been calling this the Alaskan Way Viaduct and seawall project. I don’t want to go this alone. … If we ask the citizens of Seattle … to take on the burden of replacing the seawall alone…. That strikes me as not being a comprehensive and thoughtful process.”

Council members suggested that the city might seek money from the Port of Seattle or the Army Corps of Engineers as well as city taxpayers. McGinn, however, said that based on informal conversations he’d held with the Port and the Corps, “the odds of getting money” from either agency “are low.”

Bagshaw, a tunnel fan and onetime chair of Allied Arts’ pro-tunnel Waterfront for All committee, also pointed out that she has been working with Seattle Department of Transportation viaduct project director Bob Chandler on waterfront planning for years. “Why now, and why in May?” she asked.

“I have worked for years to move the waterfront project forward. That included the seawall and now the [downtown] tunnel,” Bagshaw continued. “I feel like, frankly that I’m still fighting with you about whether we’re going forward with the tunnel.”

McGinn, bristling visibly, responded: “The issue of ‘why now’ is that the seawall is a safety risk and we have known that for nine years and have not acted. … I have not heard in the last nine years that anyone has said the seawall is a public safety risk.” He said that after watching a “horrifying” video released by the state transportation department last October, he realized that fixing the seawall was urgent.

“I’ve worked for a long time in the city of Seattle. We do indeed have a difference of opinion on the tunnel, but that disagreement should not stop us from fixing a public safety risk now.”

Council member Tim Burgess took strong exception to the charge that the city hadn’t taken action on the seawall.

“You’ve characterized it as, we have not done anything” about the seawall, Burgess said “I think we’ve done a lot. Our existing plan calls for the seawall to be replaced by the end of 2015. … To characterize the city’s work as ‘basically no response to the seawall,’ I think, is incorrect.”

Council members also questioned whether McGinn’s polling was an accurate reflection of voter opinion. The poll, which McGinn said he paid for “out of my personal checkbook,” asked 1,001 likely voters whether they would approve a levy of 12 cents per thousand dollars of property value; 70 percent said yes. I’ve got a call in to McGinn’s consultant, Bill Broadhead, to find out more details about the poll, including how much it cost; the phone number at Bushnell’s firm, Constituent Dynamics, is not in service.

The council did seem open to the idea of going to the ballot in August instead of May, which would save money (because the measure would share the ballot with the 2010 primary) and give council members more time to vet McGinn’s proposal.

    Anyone who cares about public education should be angry with Mayor McGinn. To float such a trial balloon right before school levy/bond elections on Feb. 9 is amateurish and contradicts the community’s expressed concern for public school funding.

    The polling was done a week after his public announcement.
    This is really messed up.
    It was good listening while I worked.

I have been sworn to secrecy, so I can’t do more than hint, but let me assure you that McGinn’s priority here is NOT public safety. This is a political manuever plain and simple, and we all know it’s a bad one. I personally think he’s quickly moving from Coakley-level incompetence to the “Heckuva Job, Brownie/Mission Accomplished” level. The impact of his decisions isn’t as harmful and he’s no neo-con, but everything else is there: Arrogance – check. Surrounding yourself with sycophants and cronies – check. Destroying government capacity – check. Mismanaging resources – check.

    Because he appears to be tumbling downhill after winning a race he probably shouldn’t have. It was a short honeymoon and the man is in over his head. Not transperant, firing people while buying expensive toys for his office, not realizing he needs the council onboard to pass initiatives and blindsiding them publicly, hiring almost no women to top jobs ——- which of these is not newsworthy? My guess is when publicola sees something they like they will publish it (and they want to like him….i mean they endorsed him right? BTW – do regret that endorsement yet guys?).

    I applaud Publicola for paying attention to McGinn’s floundering. It’s important to see beyond the media myth of the “BikeMike” thing and watch how the guy really governs. So far he seems to be making some major missteps. All fair game for a new administration. But the question about McGinn remains, can he really govern or is it just smoke & mirrors?

    I’m a citizen of this City and I want to know.

    And I have not now, nor have I ever been in the employee of the City of Seattle, FYI. Assuming that McGinn critics are just a bunch of disgruntled City employees is just insulting.

    Publicola is hoping to increase page views, and I’m hopeful for that too. I want them to succeed. But, hyping a thread’s comment count as evidence of this, when it is clear that the thread is largely dominated by a few people posting under different names degrades the value of discussion at Publicola by those of us who care deeply about the future of this city and the very issues that are being discussed here.

    AKA…I don’t dismiss anonymous comments out-of-hand. In fact, I’d support a registration system that allows you to remain anonymous. But, at least if you’re posting under a single name, then I can begin to learn about who you are from what you post. And, even if you register an anonymous user name, you’ll still likely care that we take you seriously, or not, but either way, we have something to attach to the ID.

    Publicola is hoping to increase page views, and I’m hopeful for that too. I want them to succeed. I tend to stick to the same moniker for an entire thread, first of all, so there’s not likely to be 10 posts from the same person under different names. Second, occasionally I want to pass on information that I do not want to be tracked back to me. So, I’m not involved in any thread-count hype (sorry for the pun) and I do have a primary moniker that you can get to know when I choose to identify myself that way.

Perhaps this will push all the expert to get on with the work they’re been working on for nine years and as to which they do not even seem to have come up with a plan….a description….or even a 1% engineering budget……

    during today’s visit the mayor went back to the citizens, voters, etc are smart enough when voting schtick. It discounts the questions, and the questioners from the press. It works pretty well in a campaign when you want to partly dismiss the question, and partly suck up to the public. The problem is that he needs 5 votes for anything, and using that social leverage in that context is just stupid.

    This says something about his perspective on his power. He appears to want to play the public off the council, the grandstand two weeks ago, today’s couching the citizens when pressed by the council.
    This morning was a chance to find a workable solution, some of that happened, but his reflex to get leverage hurts him.

    Next time, Mike, pose your propsal in the form of a question, how can we get the seawall safety issue completed sooner? That would have landed you where you are right now without looking like an ass.
    You gave up voting in May for good reasons presented by Nick Licata.
    You got the council to agree to work with you to see if there is a way to complete this sooner, the down side is you made some people that may have agreed with you into foes, for no good reason.

    If we fixed the sea wall tomorrow, a big quake could still easily bring down the viaduct. The sea wall in and of itself is not a big public safety issue.

    The projects, tunnel and sea wall, should be coordinated to minimize the impact on the businesses on the waterfront. The new rushed schedule would only move up the work by one year so that is the only year we would be reducing risk.     I am not a sheep and know that McGinn was not sent by god herself, but reading this website leaves me to believe that the McGinn I voted for has just been possessed by W himself or worse, Karl Rove (they do kind of look alike…) Seems like this second by second muck raking is getting in the way of actually presenting the whole story.

    I feel it could is misleading to write “I called and no one got back to me” without noting the amount of time that elapsed between that call and publishing this story.     Unfortunately for the new administration, he did not demonstrate a clear or convincing case for expending an additional $3-4M to speed up construction by only a year or two. Even his own transportation advisors agree the current plans and schedule for rebuilding the seawall is safe and on track.

    The seawall is old and in need of replacement – no arguments there. The question is whether or not the mayor had thought out his plan thoroughly before unilaterally proposing it last week.     Watch the full 65 minute video. He deftly turned the tables on his detractors by using their own tactics against them. He cites the dirty tricks campaign from the Governors’ office – the viaduct collapse video – as the main reason to act now. He correctly stated that the seawall must happen before anything else. When Sally Bagshaw complains that he should not separate the seawall from the viaduct replacement, he correctly points out the fact that it was the city council who separated the seawall when they voted to put the full cost on Seattle. Lesson to be learned: Be very careful what club you pick to bludgeon an irishman into submission. We can take a beating and we don’t like to be pushed around. Before you know what happened, you may find that club snatched right out of your hand as you are bonked on the nose with it. That was great political theater and I am personally looking forward to more of it. I don’t think the council knows what hit them.

He cites the dirty tricks campaign from the Governors’ office – the viaduct collapse video – as the main reason to act now. He correctly stated that the seawall must happen before anything else. When Sally Bagshaw complains that he should not separate the seawall from the viaduct replacement, he correctly points out the fact that it was the city council who separated the seawall when they voted to put the full cost on Seattle. Lesson to be learned: Be very careful what club you pick to bludgeon an irishman into submission. We can take a beating and we don’t like to be pushed around. Before you know what happened, you may find that club snatched right out of your hand as you are bonked on the nose with it. That was great political theater and I am personally looking forward to more of it. I don’t think the council knows what hit them.

    Anyone who cares about public education should be angry with Mayor McGinn. To float such a trial balloon right before school levy/bond elections on Feb. 9 is amateurish and contradicts the community's expressed concern for public school funding.
