Viva La Cola!

Founded in January 2009, PubliCola is a blog about Seattle written by journalists who are dedicated to non-partisan, original daily reporting that prioritizes a balanced approach to news. Started by longtime local editor and award-winning reporter Josh Feit, PubliCola is the first online-only news site in state history to get media credentials to cover the state capitol.

PubliCola was off and running. In June 2009, PubliCola hired another award-winning journalist, super-sourced Seattle city hall reporter Erica C. Barnett.

People were afraid that blogging would change journalism. Instead, we believe journalism can change blogging. Twenty-first century journalism may look and feel different, and yes Erica isn't afraid to get cranky, but we're committed to making sure online news still delivers independent, reliable, even-keeled coverage. And most of all, we're committed to making sure the coverage sparks honest civic debate.

Bringing you cola for the people, PubliCola is named after Publius Valerius PubliCola, the alias for the authors of the Federalist Papers—the original bloggers.

The first online-only news site in state history to get media credentials to cover the state capitol and Seattle city hall, PubliCola has been called a “must-read” by the Seattle Post Intelligencer and a hot “New Media Mover and Shaker” by Seattle Magazine—which also cited our own Erica C. Barnett as the city's No. 1 news nerd.

McGinn Uses ST Board Seat as a Bully Pulpit for Rail Expansion

Mayor Mike McGinn marked his first meeting as a member of the Sound Transit board last week by making a lengthy campaign speech for his upcoming light-rail expansion proposal.

McGinn’s speech was surprising, only because all the other new board members’ introductory speeches were standard-issue, such-an-honor-to-be-chosen affairs. In contrast, McGinn’s remarks sounded like the beginnings of a stump speech for November 2010.

“I made a very serious commitment … to give Seattle voters a choice to expand light rail in the city of Seattle, which is something we hope the Sound Transit board will see as a valued extension, paid for by Seattle citizens, to a system that will continue to grow regionally,” McGinn said. “The voters have spoken … and we’re going to push [light rail and the First Hill streetcar] through.”

What you think of McGinn using his Sound Transit seat as a bully pulpit probably depends on what you think of his light-rail expansion plans. As a fan of rail expansion (although not necessarily McGinn’s nascent plan, which hasn’t been fleshed out yet), I think McGinn is smart to come out swinging for rail early. Particularly if his seawall bond measure fails to make it past the council, keeping rail on voters’ minds sets him up to come out with a popular levy in November.

  • Giffy

He is not smart however to do things that might alienate a board that is not exactly pro-Seattle as it stands, nor based on his opposition to roads and transit all that pro-him. I don’t think McGinn really understands that being an elected official is different than being an activist.

He’s already pissed off the City Council, probably shouldn’t do the same to Sound Transit.

That being said I do support the light rail plan but coming into the opening session and using it to do something like this just seems rude. Kind of like announcing a major levy without at least talking to the City Council.

He has proposed a Seattle light rail. Not quite sure why the ST board really gives a shit what he says about that, other than in passing interest. They are not planning or paying for it. What is his demanding?
In order to have a “bully pulpit” he has to have leverage of some kind and is demanding something from somebody else.
I guess I just do not understand how not waiting for ST, and going it alone has to do with the ST board.

McGinn is having a hard time figuring out that he is the Mayor as opposed to the Greenwood Community Council. He needs to get other elected officials — who have more influence and their own power bases and frankly more knowledge of local and regional govt than he does. Maybe Mike should have just listened for a change.

nope; a bully pulpit does not require you to have leverage over someone else or be demanding something from someone else. Where do you make up these silly rules from?

A bully pulpit is simply a platform to speak and get attention, and it implies you don’t have leverage or any other means. This is a good use of one. The reason ST is involved is because they’re going to run the damn trains Seattle would pay for and plan, so, um, for ONCE a bit of coordination from the git go is in order. Of COURSE he needs to wake up ST board to his big light rail plan, what’s he supposed to do, work on it for two years and get it passed and THEN tell them?

    Jeez.

Does this mean McGinn is planning on eliminating bus service in Seattle, too?

If it ain’t broke, Mike, don’t fix it.

    Personal Transit is the future:

“There will be no fossil fuel cars within Masdar City. The city will be a pedestrian-friendly environment, with a Personal Rapid Transit system (PRT) available for longer journeys. The PRT vehicles will travel at speeds up to 40km/h, with the longest routes in the city taking around 10 minutes. Ultimately there will be 3,000 PRT vehicles serving 130,000 trips/day over the 85 stations.”

We already have personal transit. They’re called cars.

What you’re describing requires us to tear out all the roads and build a different type of infrastructure for what is, essentially, a car.

    That is crazy.

Isn’t he supposed to create a blue ribbon focus group that meets for three years and then announce something like this?

Seattle voters approved the Monorail, but in hindsight, light rail running the proposed green line would probably be a better fit since it won’t be subject to as many fleeting public votes as the Monorail was.

  • Deep Throat

McGinn needs the ST Board’s cooperation for the specific actions mentioned above (planning, operations). Did he mention what he’s looking for from the Board, or just talk about the concept?

One other point: if Seattle goes it alone for an ST expansion two years from now, it could make it more difficult for the rest of the 3-county region to pass ST3 w/o Seattle, or with Seattle taxpayers already funding another expansion.

He’ll have to tread carefully with the ST Board for this reason alone. Their priorities are implementing ST2 and paving the way for ST3, not setting up a Seattle-only vote.

ST’s vision for Seattle transit is a spur line to Ballard from the U Dist. and another spur from SODO to WS. The WS vision isn’t so bad but the Ballard route seems to be a poor route.

The problem for LR to Ballard from DT is that it would need extensive expensive tunneling to get out of DT and running it at grade on 15NW would be expensive, as the property will much more costly than it was on MLK, and selling at grade to the locals will be difficult.

The E-W route from the U Dist. will also require tunneling and the cost will be great.

The dual spur lines will probably cost as much as the monorail green line and a light system following the green line route will be much more expensive.

Another blast of hot air from El Nino. So McGinn supports the First Hill Streetcar, which is proceeding entirely independently of anything he might do. And he stands by his intention to support a vote on a plan somebody else might dream up for light rail.

But McGinn himself has no plan, either for light rail or, apparently, for the First Avenue Streetcar that Nickels was so close to building. Not too surprising, really, considering his original campaign literature had no plans at all for rail transit- except to cancel the First Avenue Streetcar to pay for more buses.

I’m sure the ST board members were very impressed by McGinn’s big talk.

What concerns me is McGinn’s proposal to put LR on 520 which was studied during the ST2 planning process and eliminated mostly for structural reasons. Was McGinn part of those deliberations and does he understand the technicalities (especially considering the grueling SR 520 replacement negotiations with the east side)?

I love light rail but not at the expense of draining resources — esp. time and the political will of this fragile 3-county coalition — from ST2.

[Deep] I’d be surprised if Seattle voted against ST3, even if we were already building a rail line. Each areas’s funds stay in that area, and if ST3 doesn’t have Ballard to WS, it would have to have something else for us.

I am a bit concerned about his tone right out of the gate on this and other issues. Lots of pontificating and chest pounding…not a lot of demostrating a willingness to collaborate and build the necessary partnerships to get an agenda passed. Time will tell. I (mostly) agree with his aspirations and vision for the City but his leadership abilities are a big question mark unless his goal is to piss off and alienate everyone we need on our side to get the vision implemented.

Wait– didn’t Susan Hutchison also support light rail on 520? The decision was made to go across 90. At this point, the legislature is already cutting funding from the 520 project. There’s no way this is possible. Not at this point. Maybe in the future.

I agree with McMayor– in the first 17 days of the McGinn administration, we have seen a neighborhood activist who somehow got elected to the highest executive office in our city and has not learned the basic political moves necessary for effective leadership. Clumsy, flat-footed, tone-deaf. It’s painful to watch.
