Founded in January 2009, PubliCola is a blog about Seattle written by journalists who are dedicated to non-partisan, original daily reporting that prioritizes a balanced approach to news. Started by longtime local editor and award-winning reporter Josh Feit, PubliCola is the first online-only news site in state history to get media credentials to cover the state capitol.

PubliCola was off and running. In June 2009, PubliCola hired another award-winning journalist, super-sourced Seattle city hall reporter Erica C. Barnett.

People were afraid that blogging would change journalism. Instead, we believe journalism can change blogging. Twenty-first century journalism may look and feel different, and yes Erica isn't afraid to get cranky, but we're committed to making sure online news still delivers independent, reliable, even-keeled coverage. And most of all, we're committed to making sure the coverage sparks honest civic debate.

Bringing you cola for the people, PubliCola is named after Publius Valerius PubliCola, the alias for the authors of the Federalist Papers—the original bloggers.

The first online-only news site in state history to get media credentials to cover the state capitol and Seattle city hall, PubliCola has been called a “must-read” by the Seattle Post Intelligencer and a hot “New Media Mover and Shaker” by Seattle Magazine—which also cited our own Erica C. Barnett as the city's No. 1 news nerd.

More on the McGinn Shakeup

As we mentioned in Morning Fizz, Mayor-Elect Mike McGinn just announced several members of his new administration. In addition to the names announced last night, we’ve heard that McGinn will bring on Ethan Raup, former chief of staff for ex-county executive Ron Sims, and Chris Bushnell, former chief economist for King County. McGinn hasn’t announced either hire or confirmed what either Raup or Bushnell would do, but I’ve heard Raup would be a special assistant for external affairs and Bushnell would serve as some sort of financial adviser.

Although McGinn wouldn’t comment beyond last night’s press release on his specific choices, here are my thoughts on the transition (aided by, and in some cases cribbed from, city hall insiders):

Current finance director Dwight Dively’s new position looks like a demotion to me. Although McGinn announced that Dively would be “continuing as director of finance,” what’s actually happening is that McGinn is consolidating the Department of Executive Administration (currently headed by Fred Podesta, who will take an unnamed “customer service” position in McGinn’s cabinet) and the Department of Fleets and Facilities (currently headed by Brenda Bauer, who came under fire for her handling of the Fire Station 20 controversy) under Dively. Dively will no longer be at City Hall, where he has long enjoyed easy access to the mayor. Instead, he’ll be across the street in the Seattle Municipal Tower. And he’ll no longer oversee the city’s annual budget process, something he’s done for eight years under Nickels.

McGinn’s real budget guru? Beth Goldberg. Goldberg, a longtime economist at King County and a former monorail board member, will head up the actual budget process. City hall staffers say they expect Goldberg to shake up the city’s usual budget-writing process (in which the mayor and council start with the previous year’s budget and cut or add as needed) and potentially propose consolidating some departments.

Of all the folks McGinn could have fired, Alan Painter, the current director of the human services department, seems like an odd choice. Sure, he wasn’t the type of department head interested in shaking up the status quo, but he was a solid bureaucrat with strong support from the human services community. In fact, Candace Inagi, one of McGinn’s “ambassadors,” explicitly mentioned Painter as a “very good” human services director in response to the question “How do we build the strongest possible team?”; when he was appointed HSD director in January 2009, Painter received 47 letters of support and none in opposition. McGinn’s announcing more department heads next week, so I assume he’s had someone in mind to replace Painter for some time.

The biggest missing pieces in this week’s announcement: Who will head up the departments of housing, City Light, and Transportation? McGinn seems pretty unlikely to try to replace City Light director Jorge Carrasco. First of all, it would be tough to find an equally qualified candidate to replace him (and to get that person confirmed by the City Council). Second, McGinn’s already in the middle of reviewing candidates for another critical, hard-to-fill position, police chief. It wouldn’t make much sense to pile a City Light search onto that workload.

As for housing, currently headed by Adrienne Quinn, there’s been some speculation that McGinn will keep Quinn on but consolidate housing into another department.

Finally, speculation is heavy that McGinn will keep controversial (but eminently capable) transportation director Grace Crunican, at least until the council moves forward on the proposed Mercer fix. (The complicated $290 million project involves turning Mercer into a two-way street, reconnecting some of the street grid near South Lake Union, and preparing area for tunnel construction). In January, the federal government will announce whether Mercer will receive federal money; Crunican’s reconfirmation, meanwhile, is scheduled for April.

    Raup has been gone for a long time now…and when he was here he was really wasn’t. Ended up working for a bunch of right wingers who wanted to build a monster dam in eastern Washington. Then off to Pennsylvania. Very odd choice if true. And disturbing.

    So an economist from the County, which is in a financial mess even worse than the city’s, who also was on the board of an organization that essentially went bankrupt and collapsed under its own weight, is going to run the city budget process? Excellent.

    what department would housing consolidate into? economic development? that dept just went through a reorganization, and now we are going to merge it with another? it seems weird to me that we just passed a housing levy at the widest margin of victory ever in this city (65%) and we are talking about getting rid of the person who successfully managed the last levy, leading to huge taxpayer confidence in her department…just sayin’.

    It is very sad that Painter is going, and Quinn’s been absolutely as good as anyone could be under someone like Nickels. The irony is that McGinn may appoint people not as competent and compassionate as these two, but if Nickels had won, they would have had to continue to toe his line and not be all they could be.

    Dively is the pro here and I don’t think he’ll much take to the lack of professionalism that is Goldberg. And the county budget has been a mess under her watch, so what is the upside here?

    Crunincan should run as fast as she can to Clackamas county.

    McGinn has to get a new police chief, new head of SPU, probably a new head of SDOT, a new (and not very good) budget director, trouble at City Light (with Sung Yang departure to the county who will runt he place?) new head of human services and it looks like Dean is going to retire as Fire Chief.

    So far, no experience or little experience among his appointees but one clear personality trait, an inability to get along with people. A “my way or the highway” bunch.

    Anyone regret their vote yet?

    A very sad moment that demonstrates what we’re going to get the next four years. Dively has been the franchise player in City government for at least 15 years, with integrity, the ability to manage Council relations, the ability to “speak truth to power”, and the ability to recommend and make tough decisions. And, Seattle has a great reputation in the financial community thanks to Dwight. What a huge mistake for McGinn..bringing someone in who has various “supervisory” (?)jobs in the County for 14 years, which has been the poster child of financial dysfunction since the Metro/County merger?

    Change is not good when there is no wisdom to go along with it. I hope the Council finally shows some wisdom on this one…shocking…

    @10 I know the county is having revenue problems, but that is hardly their economists’ faults. There are policy decisions (see Tim Eyman) that are actually hurt the county’s revenues. Also, the county’s bond rating is very high despite its problems which suggests they are not doing so bad from a bankers point of view… Bushnell actually has been gone from the county for at least a year. If my recollection is correct, Goldberg opposed the monorail because she realized that the revenue stream was inadequate.

    It’s interesting to see that McGinn is a lot more of a mainstream government guy than his campaign would indicate (whether you think that’s good or not is your own call). But why all the Ron Sims retreads?

The fruit hasn’t fallen very far from the tree but technically they are “outsiders” from the city.

    Agree that A. Quinn has done an excellent job – she has the respect of both the Council and the affordable housing community and has managed the 2002 Levy in a superlative fashion. Hard to believe there is anyone better suited to manage the 2009 Levy to similar success;Quinn has earned the right to continue on.

    Grace Crunican is a menace deceitfully catering to ignorant environmentalist-types.

    The Deep-bore is an absolutely terrible option, especially compared to the 4-lane Cut/cover. The Alaskan Way boulevard is woefully engineered to guarantee gridlock, the Wide Plaza doomed to become makeshift and permanent parking. The Mercer West project will increase traffic and trucking through the corridor between Elliott and I-5 as if there isn’t already too much traffic there, and Lower Queen Anne residents have yet to be informed of this travesty.

    Gotta say though, someone who managed a department that both managed to botch a high profile weather event and that also had personnel management problems that resulted in the City conducting a 1/2 million investigation that found SDOT to have a unhealthy and hostile workplace could hardly be called “eminently capable.” Of what else, one wonders?

    Out-of-touch car culture warriors aside, those who truly take the time to understand what Grace has done at SDOT know these “high-profile” events are minor blips on an extremely impressive record.

    Removing Brenda Bauer is a very wise move. She has cost the City untold millions with her arrogant attitude, her poor administration of the Fire Levy, her mishandling of the Fire Department Training Facility and many other expensive debacles.

    From my perspective Dwight Dively hasn’t proven himself to be a strong leader. I’ve watched him in the context of the Fire Levy Oversight Committee operation and I haven’t seen a truly straightforward accounting of the overall projects, there are always items missing or funds not properly accounted for in relation to individual station projects. We need tight control of the tax payer funds. Can Dively do a better job? I guess that we’ll find out.

What we should be trying to figure out is why he continues to call himself a PhD when he may not have one – just finished his bachelors recently and not sure he can really prove the PhD part (??). It’s one thing to say you forgive the past felony – but what about ongoing deception on credentials? It would be interesting to know the truth here. Could be a great asset to the new mayor I suppose.

    WOW…most of you must be pretty amazing people if you feel you have a right to be so harsh on others–it would seem most of Publicola’s readership lives on a pedestal and can only look down.

    As for the folks he’s picked, you may not like them but odds are–you haven’t been doing half as much as most of them to make your community a better place to live.

    It would be nice if you spent less time crafting negative feedback and focusing and working more on positive solutions.

    It’s easy to judge other people when you hide behind the curtain of a blogsite–not so easy when you stand up and work in the public arena. I certainly respect those who choose public service more than people like you.
