Viva La Cola!

Founded in January 2009, PubliCola is a blog about Seattle written by journalists who are dedicated to non-partisan, original daily reporting that prioritizes a balanced approach to news. Started by longtime local editor and award-winning reporter Josh Feit, PubliCola is the first online-only news site in state history to get media credentials to cover the state capitol.

PubliCola was off and running. In June 2009, PubliCola hired another award-winning journalist, super-sourced Seattle city hall reporter Erica C. Barnett.

People were afraid that blogging would change journalism. Instead, we believe journalism can change blogging. Twenty-first century journalism may look and feel different, and yes Erica isn't afraid to get cranky, but we're committed to making sure online news still delivers independent, reliable, even-keeled coverage. Bringing you cola for the people, PubliCola is named after Publius Valerius PubliCola, the alias for the authors of the Federalist Papers—the original bloggers.

The first online-only news site in state history to get media credentials to cover the state capitol and Seattle city hall, PubliCola has been called a “must-read” by the Seattle Post Intelligencer and a hot “New Media Mover and Shaker” by Seattle Magazine—which also cited our own Erica C. Barnett as the city's No. 1 news nerd.

The Seattle Six

The PI.com is calling it the biggest issue in the mayor’s race: It’s the fight between Joe Mallahan and Mike McGinn over an amendment in the tunnel legislation that says Seattle is responsible for any cost overruns.

McGinn says he will not proceed with the tunnel if Seattle is stuck with the overruns.

Mallahan wants to move forward with the tunnel and says he will try to get the provision stricken.

However, they both agreed last night that Seattle shouldn’t be hit with any overrun costs on a state project. As many have pointed out—including Mallahan in last night’s debate and our very own LawNerd—it’s against the state constitution for the state to make a city pay for a state road project.

So, this seems like as good a time to re-post something we reported during the legislative session: The  Seattle reps who voted for the amendment.

The roll call was actually deleted from the legislature’s website, but we managed to get it before it was removed.

Voting Yea: Seattle Reps. Eileen Cody, Mary Lou Dickerson, Sharon Nelson, Jamie PedersenEric Pettigrew, and Frank Chopp. (Also voting Yea: Mercer Island Rep. Judy Clibborn, now on Mallahan’s advisory board.)

Voting No: Reps. Reuven Carlyle, Bob Hasegawa, Phyllis Kenney, Sharon Tomiko Santos, and Scott White.

    Isn’t Judy Clibborn the one responsible for the amendment?

    The tunnel is a Downtown Seattle bypass – a convenient way to avoid Seattle altogether, and a traffic change that will make access for people trying to reach downtown more difficult. Why should downtown businesses pay for the overruns?

    The Seneca and Western exits will no longer exist, and I doubt the north and south exits will be as convenient as Broad street or 1st Ave South.

    To pin overruns on the very businesses that are going to be hurt by this change doesn’t make any sense.

    Mallahan has stated over and over again that he will not stand up to the State for any reason; and why would he? He’s sold himself to become a pawn of the State.

    And later when he talked about people who are concerned about having Seattle alone saddled with cost overruns, he referred it as their, “little objection.”

    Yeah, one or two billion dollars of cost overruns on a 1.7 mile car tunnel, I’d say I have a “little objection” to that.

    Currently on a light rail and TOD tour with large group including Clibborn. She just said that she doesn’t intend, and has never intended Seattle to be on the hook for cost overruns. She used an example of Tacoma HOV lanes that cost 3x more than planned. She said the state never asked Tacoma to pay the extra and won’t on the AWV. This whole thing is a red herring. The language was only included to get the bill passed and even Clibborn admits it’s NOT constitutional.

    In the KING 5 debate, Mallahan stated that Seattle was holding up a decision on 520, that the Eastside and the State already know what they want, with the implication being that we should accept the Eastside’s position on 520 as somehow more important than the concerns raised by the westside.

As a business person with years of management experience, Joe should no better than to commit his customers to billions of dollars of potential risk.

    After the election I’ll be happy to give you a tutorial on project risk management, but the short answer is that the next mayor must actively work to ensure that the risks are being managed. Some approaches for managing (mitigating) cost risks include working with legislature to remove the cost over run provision (that’s likely unconstitutional), negotiating the cost risks contractually with the Governor and WSDOT, and/or encouraging WSDOT to use its frequent practice of shifting cost risks to the contractor(s).

    There’s 147 members of the legislature. One senator is entitled to his view but I doubt he speaks for the legislature.

    Joe’s titles have included VP – Corporate Strategy, VP – Operations Strategy, and at one time yes VP – Customer Delight. At T-Mobile Joe was the go-to guy for big complex projects.

    I haven’t seen the BBB mentioned anywhere but here but T-Mobile holds the wireless industry record for JD Power customer satisfaction awards and is the only wireless company ever listed in the BusinessWeek Customer Service Top 25.

I would like to point out that Link Light Rail currently has just 16,000 passenger trips per weekday, whereas the Viaduct has 110,000 (of which the tunnel is expected to take 85,000, while 25,000 go on the new waterfront boulevard). Light rail is expected to approach this number of trips (116,000) – but only in 2030, including the addition of the $300 million airport link and the $1.9 billion, 3.15 mile University Link. So we’re spending $4.5 billion on light rail to accommodate the same number of trips as the tunnel project. I’m not implying that these projects are interchangeable. I am making a point about costs. It’s not just about miles – it’s about usage and capacity. So your assertion that I just don’t understand the costs of light rail vs freeways appears to be wrong, when looking at cost per use, which looks to be roughly equal for these two projects. Anyway, in your haste to insult me, you apparently failed to notice that I’m not pro-tunnel or anti-light rail – just that some of the rabid anti-tunnel rhetoric surprises me given transit realities.
