Founded in January 2009, PubliCola is a blog about Seattle written by journalists who are dedicated to non-partisan, original daily reporting that prioritizes a balanced approach to news. Started by longtime local editor and award-winning reporter Josh Feit, PubliCola is the first online-only news site in state history to get media credentials to cover the state capitol.

PubliCola was off and running. In June 2009, PubliCola hired another award-winning journalist, super-sourced Seattle city hall reporter Erica C. Barnett.

People were afraid that blogging would change journalism. Instead, we believe journalism can change blogging. Twenty-first century journalism may look and feel different, and yes Erica isn't afraid to get cranky, but we're committed to making sure online news still delivers independent, reliable, even-keeled coverage. And most of all, we're committed to making sure the coverage sparks honest civic debate.

Bringing you cola for the people, PubliCola is named after Publius Valerius PubliCola, the alias for the authors of the Federalist Papers—the original bloggers.

The first online-only news site in state history to get media credentials to cover the state capitol and Seattle city hall, PubliCola has been called a “must-read” by the Seattle Post Intelligencer and a hot “New Media Mover and Shaker” by Seattle Magazine—which also cited our own Erica C. Barnett as the city's No. 1 news nerd.

Mallahan Spokeswoman: Joe Didn't "Come Out Against" Parking Tax

Charla Neuman, spokeswoman for mayoral candidate Joe Mallahan, called this afternoon to say that opponent Mike McGinn’s press release this afternoon—in which McGinn said Mallahan had come out against Seattle’s commercial parking tax during an appearance on KUOW earlier this week—was inaccurate. “I have not heard him say that,” Neuman said.

However, Neuman could not clarify what Mallahan’s actual position on the parking tax is, saying only, “I don’t have him here next to me to ask him that.”

Here’s what Mallahan had to say on KUOW (emphasis mine):

My goal would be to keep taxes as low as possible for residents and businesses alike. I’ve gotten a lot of feedback from small business owners that the current parking tax has become so onerous that people outside Seattle have chosen not to come here.

I do think, when we think about our tourism industry, the most important tourist is the tourist from Issaquah or Redmond or Bellevue… We’re competing with Bellevue, with all the tony shops and new restaurants that are opening, and Bellevue loves to tout how all the parking is free.

I’m not saying we can get there. … My point is that before we can consider additional taxes, we have to think of all the implications, and I believe we have to make sure Seattle is competitive economically. … The overall cost of coming to Seattle should be considered carefully.

    I’m SO CONFUSED … but I think the Mallahan camp is EVEN MORE CONFUSED.

    The visiting suburbanites (who are apparently more important to satisfy than funding our transportation infrastructure) don’t pay the tax themselves. The commercial parking tax is paid by commercial parking vendors. The only way visiting folks “pay” the tax is if the parking vendor has chosen to pass on some of the cost to the parking consumer. If they choose to park in city spots they’re not affected.

    So…Joe’s said the parking tax is too much. He said it more than once (one of my friends said he talked about it at a SE event).

    So… no matter what, considering the fact that they want to greatly increase it to pay for the tunnel, it sounds like Joe wouldn’t support it. But obviously he doesn’t know where the cashola for the viaduct is supposed to even come from.

    One thing’s clear: Joe doesn’t know what he’s talking about.

    not that I’m a huge fan of McGinn but you do realize that the majority of the surface improvements that he’d want would be done even if we bore the tunnel? And that the state ain’t paying for all those surface improvements even if they get their tunnel.

    As for this flap…I isn’t good when your campaign “clarifies” by not having a position.

    Well, no, he was asked if he will raise a tax and said no because the businesses that carry that tax against their business already think it is already is too high. Not raising a tax, and giving a reason for not raising it, is not the same as lowing a tax, or saying that you will cut the tax.
    You have to assume that he said or meant something he did not say.

    The question should frame the limits of the intent of the answer (hopefully).

    I have an awsome idea, how about a newsy organization ask your assumed question, (kind of looks like they got that answer).

    It is not straight up, it us assumed, and out of context, and then expressed as a fact by McGinn, and repeated by McGinn endorsing Publicola.

    I like to assume that people actually mean to say what they say, because they are saying it, and not the words imagined in McGinn’s head.

    McGinn is a lawyer depending on something other than testimony, that being the clay-like jury of public opinion.

    Seems pretty straightforward to me: Mallahan is unabashedly in favor of the deep-bore tunnel, which requires $200 million in city parking taxes. If he says on the radio that a tax he must raise significantly to fund his highest-priced item is already unfairly high, that’s worthy of further investigation. As usual however, the Great Wall of Charla prevented any clarification on the issue.

    Maybe Mallahan just doesn’t know how he’s going to pay for the tunnel.

    I would say that Mallahan is all talk, but he doesn’t even do much of that. He pays people for that.

We all understand that you want to be the one getting nasty and attacking McGinn so that your boss can remain above the fray and stay dignified, but I am pretty sure that at some point we the voters are going to need to hear from his own lips where he stands on this stuff.

    More importantly, when are you going to let Joe come out from behind the curtain and actually answer some questions for himself? What are you afraid of, that we’ll all see how completely clueless he is? That if he’s asked questions that he doesn’t have a prepped answer for he might say something he shouldn’t? If you think he can avoid answering real questions and speaking with the public until November then you’re either incredibly stupid or think very little of both the media and the electorate in Seattle.

    I guess this is how a Mallahan Administration will go. Mallahan will rarely poke his head out in the sun, when he does he will get confused and be against something “onerous” like parking taxes before he needs to be for increasing the “onerous” tax & and then a snarky spokesperson will come out and try and cover for him.

    I guess this is how a Mallahan Administration will go. Mallahan will rarely poke his head out in the sun, when he does he will get confused and be against something “onerous” like parking taxes before he needs to be for increasing the “onerous” tax & and then a snarky spokesperson will come out and try and cover for him.

    Hey Charla, care to answer just why Joe flip flopped on Mercer st. after a “talk” with Vulcan? How about his continual confusion over his exact position on the First Hill Streetcar (you didn’t help that situation by the way)? What about Joe’s complete 180 on incentive zoning from the primary to the general? Did that one have to do with his “talk” with Vulcan as well? I’d ask Joe, but he never seems to call back.

    You are going to have to have an excel sheet to keep track of the flip flops. For it? Against it? Joe’s a blank slate (no political experience, no service to community, etc). The establishment is busy making him what they want him to be. When he screws up (every time he talks without a spokeswheel, he just claims he was missquoted or the media is lying.

    Why are we still listening to Charla, anyway? She wasn’t cutting it and was replaced. The story was that she has so many roles that she just can’t spokeswheel effectively and needs more help on the strategery, right?

As I asked you numerous times yesterday, what is Joe’s position on the commercial parking tax? Does he support it at its current level, or does he not?
