Viva La Cola!

Founded in January 2009, PubliCola is a blog about Seattle written by journalists who are dedicated to non-partisan, original daily reporting that prioritizes a balanced approach to news. Started by longtime local editor and award-winning reporter Josh Feit, PubliCola is the first online-only news site in state history to get media credentials to cover the state capitol.

PubliCola was off and running. In June 2009, PubliCola hired another award-winning journalist, super-sourced Seattle city hall reporter Erica C. Barnett.

People were afraid that blogging would change journalism. Instead, we believe journalism can change blogging. Twenty-first century journalism may look and feel different, and yes Erica isn't afraid to get cranky, but we're committed to making sure online news still delivers independent, reliable, even-keeled coverage. And most of all, we're committed to making sure the coverage sparks honest civic debate.

Bringing you cola for the people, PubliCola is named after Publius Valerius PubliCola, the alias for the authors of the Federalist Papers—the original bloggers.

The first online-only news site in state history to get media credentials to cover the state capitol and Seattle city hall, PubliCola has been called a “must-read” by the Seattle Post Intelligencer and a hot “New Media Mover and Shaker” by Seattle Magazine—which also cited our own Erica C. Barnett as the city's No. 1 news nerd.

Probably a Good Call

fizz

1. Mayor Greg Nickels reportedly called city council members urging them not to sign a letter supporting King County’s request for federal transportation stimulus dollars to replace the crumbling South Park Bridge, because he feels the county project will compete with Seattle for federal TIGER Grant (transportation stimulus) dollars, which the city wants to go toward the $290 million two-way Mercer project.

The irony: Seattle has argued for years that the bridge—which is in the city of Seattle but is owned by the county—should be a county project. Now that the two are in competition, the mayor has changed his tune.

2. Speaking of transportation stimulus dollars: While Seattle has, so far, remained focused on megaprojects like the Mercer Mess fix in seeking stimulus dollars, Portland, Oregon has gone a different direction, seeking federal money for a slew of nonmotorized (i.e., bikes, not roads) projects from the feds. Among them: a 55-mile “complete bikeway network”; retrofitting of Portland suburbs for bike access to transit stations; and a new trail connecting downtown Portland to Mount Hood.

The next mayor, obviously, will play a huge role in determining whether Seattle keeps pursuing money for auto-oriented megaprojects or takes a different route.

3. The 37th District Democrats (Southeast Seattle and a small part of Renton) made their endorsements for the general election last night. No big surprises: Because the district happened to pick folks who made it through the primary during the previous round of endorsements, the latest round was predictable: Joe Mallahan and Mike McGinn for mayor, Pete Holmes for City Attorney, Richard Conlin and David Ginsberg for City Council Position 2, David Bloom for Position 4, Nick Licata for Position 6, and Mike O’Brien for Position 8.

The 37th District’s bylaws don’t allow members to revisit previous endorsements; although some members were unhappy with the dual for Mallahan and McGinn, district vice chairman S. Michael Wolfe says the group opted not to open the bylaws up to contention for a single race (probably a good call, given the chaos that ensued when the 34th District did just that).

4. The widely derided decision by Mount Vernon Mayor Bud Norris to award a “key to the city” to race-baiting FOX commentator Glenn Beck is now being opposed by six of seven Mount Vernon City Council members. (It’s also the target of an online petition, which you can sign here.)

Council members are seeking to pass an ordinance that would require the mayor to get the council’s approval before naming a day after an individual or awarding him or her a key to the city—a proposal that would have the effect of quashing the mayor’s controversial proposal.

5. Sable Verity (AKA SoulNerd) argues on her blog that Joe Mallahan’s controversial statement about gang violence in last week’s mayoral debate (he said (@ 1:09), “Adult role models who can be effective and credible in attacking the culture of self hatred that leads to the illogical behavior that you see with a young person joining a gang”) shows that his approach to public safety goes “beyond the simple reasoning of ‘more cops will fix everything.’”

on #2, many of those projects require coordination b/w state, county, and city officials, something this area does not seem capable of.

the network from PDX to Mt. Hood would be freakin’ rad.

A quick correction: The western footing for the South Park Bridge is technically in unincorporated King County–Seattle left a narrow sliver of unincorporated county when it annexed the neighborhoods on either side so as not to accept responsibility for bridge replacement.

Nickels is, however, a jackass for fighting against federal funding for a vital transportation infrastructure project in a working class neighborhood in favor of a beautification/traffic calming project to benefit Paul Allen’s property holdings.

Just to correct you ecb. The south park bridge is a county owned project and is not short about 130 million. The county and commiunity wants the city council and mayor to write on support of king county’s application for tiger funds. The city really does not have much to do with the application itself. I agree that the bridge is in horrible condition but this nothing more than a last minute hail mary attempt to secure federal funds. The bridge is only 70 percent designed and king county has not even officially negotiated right of way rights with the city (this is happening today in Drago’s committee).

The bridge deserves a serious design and planning process and this is especially important for seattle taxpayers as no doubt kc wants to annex this region to seattle once the bridge is complete.
By all accounts, the bridge does not fulfill many of the app requirements for tiger money. the success of south park is heavily dependant on the bridge and the community deserves better.

The mercer project is ready to go. Ivan you can put two and twon together.

So sorry morning fizz you are partially wrong on this on

I fail to see the irony for Seattle because one end of the South Park bridge starts in Tukwila and the other end is in unincorporated King County. Sounds like it should be a county project.

Seattle’s South Park neighborhood is just to the south of this bridge. They’ll be cut off without it. It is beyond asinine that a Seattle Mayor is opposing funds that would benefit an already existing Seattle neighborhood.

@6/7–Seattle doesn’t have much to do with this because it has repeatedly refused to provide any funding, despite the direct impact on Seattle residents.

One of the standards for federal funding emphasizes “jobs and activity that benefit economically distressed areas.” South Park: yes. Mercer: no.

Its a county project why would you buy material for your neighbor who has refused to repair his roof for the last 20 years.

Why isnt Tukwila engaged, Burien, Boeing where is their money??

Mercer would create about 1200 jobs. South Park Bridge has not done a job analysis.

That said Seamus O this is not about Mercer v South Park. The South Park Bridge absolutely needs to be replaced. It is just NOT READY! Its only at 70% design.

Speaking of LD endorsements for the general, tonight it’s the turn of the 43rd District Democrats. Unlike the 37th, we made no endorsements in the primary for Mayor or Council #8 (nor for KC Executive, but that will be easily rectified).

The 43rd’s bylaws don’t permit revisiting races where an endorsed candidate is still in the running, so we won’t look again at Council #2 (Conlin), Council #4 (Bloom), Council #6 (Licata), or City Attorney (Holmes). In addition to the two positions noted earlier, we’ll also vote on potential endorsements in the Assessor race and School Board #7. Oh, and if we haven’t already done so (I don’t recall), we’ll heartily back YES on R-71 and NO on Eyman’s odious I-1033.

Has Sable’s pay been disclosed in PDC reports?

Seriously, this Mallahan quote on why kids join gangs is so far off the mark, I don’t know where to start. Furthermore, this isn’t an off-hand comment. He’s said it three times.

    Link here: http://www.kcts9.org/video/joe-mallahan-how-i-would-address-gang-violence-seattle

Exact comments: There’s really a culture of self-hatred that drives gang behavior. It’s just not logical thing to be part of a gang. It’s really culture of self-hatred, and, those male mentors address that issue specifically and help break that down.

Mallahan restated the self-hatred line at Cinerama. “Adult role models who can be effective and credible in attacking the culture of self-hatred that leads to the illogical behavior that you see with a young person joining a gang.” starts at 1:09 http://www.ustream.tv/recorded/2137950

All groups are gangs. A Board of Directors is a gang. Not all gangs are violent, for one thing. And not all gang members break the law.

Seems to me that kids join gangs, not out of self-hatred, or racial self-hatred, but because they are looking for community.

Poverty, lack of family structure, lack of community support, and many other factors play into gangs. Some kids join for safety (to be safe from other gangs), some join for access, some join for basic needs: money and and food, still others join for power. Many join because they don’t have a choice.

But, this is all founded on lack of support (family/community/educational) and breathtaking poverty.

Joe either really believes this self-hatred crap or is completely clueless. Both are unacceptable.

BTW: Why the hell did Police and Fire endorse when it appears that he doesn’t even have a policy plan beyond some regurgitated talking points and a gratuitous pandering. I hate politics! — Rant OFF.

@7, 9: A lot of misinformation there, Mr. Mike. The South Park Bridge is indeed owned by King County, but the project is about $133 million short, a “serious design and planning process” has already been completed, and the project is ready to get underway by next April (the grant will be handed out in mid-February).

King County has the duty to either replace the bridge or close it, which they will do next year if funding cannot be found. Tukwila has put a few million dollars into the project; Seattle has contributed nothing so far.

Led by Jan Drago and Richard McIver, the City Council has taken a “it’s your problem” attitude toward the South Park Bridge for the past dozen years. Now Drago and McIver are retiring–and so is the bridge, without a replacement.

I will repeat my earlier statement: The South Park Bridge is a vital transportation infrastructure project in a working class neighborhood and Mercer is a beautification/traffic calming project to benefit Paul Allen’s property holdings. It’s a far more appropriate project for the federal grant.

  • It’s just not logical

I don’t see how Mallahan is qualified to judge the choices of a non-white, non-rich young person. (He said on KCTS 9, “It’s just not logical thing to be part of a gang.”) Many of the important choices facing youth (in every community) cannot be decided by logic alone.

It’s not “logical” to stay in an abusive relationship–but many do, because they balance that choice vs. living in a car or on the streets. It’s not “logical” to carry an unwanted pregnancy to term–but many girls and women have personal beliefs and/or outside pressures that encourage them to do so.

Mallahan’s choice of words and his overall attitude made it clear he has no experience with at-risk youth or the communities where they live. Making these statements on the record is not a logical way to encourage support from communities most affected by gang violence and youth crime.

I vote based on logic, and on my emotional connection with how a candidate represents her/himself. Joe Mallahan fails both my tests.

The 37th endorses Pete Holmes, agreeing we don’t need 20 years of Sidran/Carr.

Hey, has anyone put together a matrix ranking all candidates in terms of who’s the most-, and least-, endorsed, by Democratic groups?

Nickels was one (34) out of eight (34 aye, KCDCC MDC 46 43 36 37 and 11 nay). Nickels thus “batted” only .125.

Holmes looks like the leader in this slugfest, batting six out of seven so far (46th yet to come) or about .850.

The loser being Carr at one out of seven so far or .150.

Where’s our local Nate Silver who can prepare a summary ranking of all candidates?

Hey, has anyone put together a matrix ranking all candidates in terms of who’s the most-, and least-, endorsed, by Democratic groups?

Nickels was one (34) out of eight (34 aye, KCDCC MDC 46 43 36 37 and 11 nay). Nickels thus “batted” only .125.

Holmes looks like the leader in this slugfest, batting six out of seven so far (46th yet to come) or about .850.

The loser being Carr at one out of seven so far or .150.

Where’s our local Nate Silver who can prepare a summary ranking of all candidates?

The TIGER requirements state that the South Park Bridge must be at 100% design and “shovel” ready by the end of the year.

King County is barely getting right of way designation today at 10:00 a.m.

Also, Seattle has been part of the planning and as an advisory role. Lets face it though. King County had the money 5 years ago to replace the bridge and decided not to. If this was a priority for them they would have replaced it by now.

To pin this on the City is ridiculous and irresponsible. That said, the City should be more engaged in the process but King County is trying to pull a rabbit out of their hat on this one and the community is buying it.

I can guarantee you that this app wont be taken seriously at the federal level.

@18: “Lets face it though. King County had the money 5 years ago to replace the bridge and decided not to.”

Sorry, Mike, but you keep making completely unsupported statements like this one. What exactly do you mean by “King County had the money?”

Nobody’s trying to pin anything on the city. We’re just pointing out that the South Park Bridge is a very important regional transportation project and deserves federal funding more than the Mercer traffic calming/development giveaway.

@19 J.R. The Bridge is just not ready. It’s at 70% design.

King County had the funding in 2004 and the opportunity to leverage other federal funds.

Mercer is ready to go now! South Park can apply for TIGER funds next year.

Something Morning Fizz does not say is that the letter supporting the South Park Bridge application for TIGER funds was sent – despite the Mayor’s lobbying against it – with Licata, Conlin, and Clark signing.

“South Park can apply for TIGER funds next year” It will close in 2010. Mike stop channeling Tim Ceis. Your “facts” are non existant.

Yes, the bridge belongs to the county, but South Park is an important and vital neighborhood in the city of Seattle which will be cut off in 2010. And the city or I should say its outgoing members, do not care, they are submiting this at 2:30 PM today.

Low income and working class communities have priority to Tiger Grant stimulus funds. Gee, I wonder which of those 2 neighborhoods qualify for this.

Nickles, Ceis, Drago and sleepy Rich Mcgiver could care less about South Park ( so much for the city’s equity and social justice initiative) Theyre all out of the city next year and looking for jobs in the private sector, most likely, with Vulcan or other Paul Allen ventures. What project you think they will support?

At the end of the day, the bottom line is this, 3 council members stood up for south Park and low income neighborhoods. Conlin, Licata and Sally Clark. The rest stood for Paul Allen.

Actually we agree on most of the races, with, um, ah, one or two notable exceptions! =)

And yes, Rosencrantz has been a dissapointment on the choice issue. I’m not happy that he recieved the endorsement of the 34th, either! Grrrrr.

Mike, if you can substantiate this statement in any way, please do so. Otherwise, I can only assume you made it up.

I’m a middle-aged, dumpy white woman who is hanging on to the middle class by her teeth. I get poverty (been there) and homelessness (been close) and food security (don’t get me started), but gangs and racial issues aren’t my baliwick. That having been said, it is really out of bounds for Mallahan to use this kind of approach.

The whole idea of “self-hatred” is a psychological concept and it has been debunked as causal and a pre-cursor to gang induction through many studies, and in practice, as well.

Youth in gangs certainly don’t have “self-hatred” and have as much or more “self-esteem” as their non-gang counterparts. These kids are proud individuall and of their cultures – they lack support and all the “steps up” that are inherent to a middle-class upbringing.

However self-esteem is one phrase. “Self-hatred” is a deeper concept that has been used with racial and ethnic overtones.

Self-hatred literally refers to an extreme dislike of oneself, or being angry at oneself. The term is also used to designate a dislike or hatred of a group to which one belongs. For instance, ‘ethnic self-hatred’ is the extreme dislike of one’s ethnic group. Accusations of self-hatred are often used as an ad hominem attack.

The term ’self-hatred’ is used infrequently by psychologists and psychiatrists, who would usually describe people who hate themselves as ‘persons with low self-esteem‘. Some people think that self-hatred and shame are important factors in some or many mental disorders, especially disorders that involve a perceived defect of oneself (e.g. body dysmorphic disorder). “Ethnic self-hatred” is considered by some people as being a cultural issue, to which psychological theories have limited relevance.

Black self-hatred is generally defined as a Black person who hates his Black racial identity and may try to distance himself from this identity. Like Jewish self-hate, there is some disagreement as to what it means to be Black. Some Black people feel that those who demonstrate a preference for clothing styles, music choices, etc. that have been predominantly associated with white culture are self-hating. Thus for them being Black is more just one’s skin color. Some, such as journalist John Carlson, have suggested that gangsta rap is a form of Black Self-hatred. In his view, when Black rappers portray Black women as “bitches” and “whores” and Black men as “worthy of respect only in relation to their capacity to kill or maim others” they are essentially expressing a form of self-hate with basically buying into and propagating, through their music, racist stereotypes about Black people. This term has been used by Black supremacist groups to defend racism. Black self hatred can show itself in the form of embarassment or shame in those things that are culturally identified with African heritage. It is ingrained in subtle ways from childhood. A person becomes reluctant to share or perpetuate activities or traditions that have in the past cause them pain. They come to hate those things and in extention themselves/blockquote>

It’s incredibly offensive to my way of thinking for Mallahan to repeatedly frame gangs and youth this way. Not a slip of the tongue, either. It’s either borne of white privledge and he really believes it or he’s clueless, both are equally bad for Seattle and our at-risk youth.

First, Joe goes after Nickels for a “racial agenda” and then goes on to frame public safety and gang violence with such charged words. Can’t be going over well in many communities……..Wonder how those kids, coaches, moms, pastors, dads, social services leaders, and community leaders in South Park, West Seattle, White Center, NorthGate, etc. feel about this charge?

Full disclosure: I’m a McGinn fan, but there’s my three cents. Long post with html, so hope it formats right!

King County did have the funding in 2004 and before then but just did not prioritize this project.

this TIGER app will not be funded. I am sorry nothing against South Park….I am a frequent Lorreta’s customer and love Muy Macho.

The project is not up to par (and by project i mean application) with others in the region that can compete.

The worse part is that KC is once again not receiving its share of the blame. It is easy to blame big bad Seattle for everything.

Oh by the way….a quick look at the City website…the City has invested millions of dollars into the region (and by millions i mean close to 100 million) and King County has invested…..

A quick correction: The western footing for the South Park Bridge is technically in unincorporated King County–Seattle left a narrow sliver of unincorporated county when it annexed the neighborhoods on either side so as not to accept responsibility for bridge replacement.

Nickels is, however, a jackass for fighting against federal funding for a vital transportation infrastructure project in a working class neighborhood in favor of a beautification/traffic calming project to benefit Paul Allen's property holdings.
